
AI and disinformation fuel political rivalries in the Philippines
Escuerdo, who lost her 18-year-old brother, Ephraim, to Duterte's war, clutched a portrait of her sibling during the interview with News 5 Everywhere as she demanded justice for his killing.
Days later, she was shocked to find an AI-generated video of her slain brother circulating on Facebook, in which he said he was alive and accused his sister of lying.
'I'm alive, not dead. Are they paying you to do this?' the computer-generated image of Ephraim said.
The video, posted online by a pro-Duterte influencer with 11,000 followers, immediately drew thousands of views on Facebook.
One of the comments read, 'Fake drug war victims'.
It was Escudero and her brother's image from her News 5 Everywhere interview that the influencer had used to falsify their family's tragedy. The video has since been reposted countless times, spreading to other social media platforms and resulting in Duterte supporters hounding Escuerdo daily.
'I wake up to hundreds of notifications and hate messages,' she told Al Jazeera.
'The worst thing is reading comments of people who believe this is real!' she added.
The same kind of harassment has been levelled at other vocal drug war victims, especially those under the group Rise Up, who actively campaigned for the ICC's intervention.
Duterte's arrest in March came amid a bitter power struggle between the ex-leader and his former ally, the incumbent president of the Philippines, Ferdinand Marcos Jr. Their alliance collapsed last year due to disagreements over policy, including Marcos Jr's courting of the United States. The president's supporters are now leading an effort to impeach Duterte's daughter, Sara, from her post as the country's vice president.
As tensions have escalated, supporters of Duterte and Marcos Jr have stepped up digital smear campaigns, using disinformation. Apart from fake accounts and doctored images, the disinformation mix has noticeably included AI-generated content.
Both the Marcos Jr and Duterte clans have been known to deploy disinformation tactics. Marcos Jr won the election in 2022 following a disinformation campaign that sought to whitewash his father Ferdinand Marcos's brutal rule during the 70s and 80s.
But fact-checkers and experts say the recent uptick in posts peddling false narratives can be attributed more to the Duterte camp.
Disinformation nation
Victims of the drug war, their families, supporters and even their lawyers say incessant online disinformation has targeted them.
In a statement, the National Union of People's Lawyers (NUPL), which represents Rise Up, a group of drug war victims, said the 'online hate' was being 'directed at widows, mothers, and daughters of drug war victims, attempting to intimidate them into silence'.
Both NUPL and Rise Up have now formally requested the government to investigate the increasing online harassment.
The campaign by Duterte's supporters aims to discredit the ICC, demonise their detractors and paint their family as persecuted victims leading to and after the May 2025 mid-term polls, according to Danilo Arao, mass media expert and convener of election watchdog Kontra-Daya.
'The Duterte camp aims to deodorize the image of both patriarch and daughter. They will resort to disinformation to get what they want, even if it means twisting certain data,' Arao told Al Jazeera.
He pointed to posts circulating online that the ICC consented to grant Duterte's request for an interim release, which in reality was denied.
The surge in disinformation has caused worry among Filipinos.
A report released in June by Reuters Digital News found that a record number of Filipinos – nearly 7 out of 10 – were more concerned with disinformation than ever before.
In the same month, Duterte-allied senator, Ronald Dela Rosa, shared an AI-generated video on his official Facebook page. The video, which showed a young man criticising the 'selective justice' targeting Sara Duterte, was posted on June 14, garnering at least 8.6 million views before it was taken down.
The vice president defended the video, saying there's 'no problem sharing an AI video supporting me as long as it's not for profit'.
Arao, the mass media expert, countered, saying the politician is trying to normalise disinformation, and that she 'badly needs media literacy'.
Tsek.ph, the Philippines' pioneer fact-checking coalition, noted that fact checks on posts about Duterte's ICC arrest over a six-week-period account for almost a quarter of the 127 news articles curated by the group.
The figure surpasses the two dozen pieces of news related to Sara Duterte's impeachment.
On Sara Duterte's deepfake defence, Tsek.ph coordinator Professor Rachel Khan told Al Jazeera that 'for the educated, it reinforces their already tainted image of disregarding truth. But for followers, it could reinforce the dictum that 'perception is truth.''
In reality, the popularity of the Duterte family has waned significantly.
Opinion and approval surveys conducted in March indicate that at least 51 percent of the public want Rodrigo Duterte to be tried for his alleged crimes. Likewise, polls in June found that at least 66 percent of people want Sara Duterte to confront allegations of corruption against her through an impeachment process.
AI growth
The government of last year launched a task force to mitigate disinformation and the use of AI. However, spikes in disinformation were already noticeable in December as the Marcos-Duterte rivalry heated up.
Tsek.ph tracked the increasing use of AI in disinformation before the mid-term elections held in May this year. It found that from February to May, out of 35 unique altered claims, nearly a third 'likely involved deepfake technology to impersonate public figures or distort reality'.
'This is a problem of human behaviour, not AI. It's a disinformation influence operations problem, exacerbated by the unethical usage of AI tools,' Carljoe Javier, executive director of Data and AI Ethics PH, told Al Jazeera.
All mainstream political forces in the Philippines have, to some extent, deployed AI technologies to boost their agendas. The latest OpenAI Safety Report revealed that Comm&Sense, a Manila-based tech firm, used AI for a campaign using thousands of pro‑Marcos Jr and anti‑Duterte comments across Facebook and TikTok.
Besides generating content, the firm also used AI to analyse political trends and even draft public relations strategies.
The report said Comm&Sense manufactured TikTok channels to post identical videos with variant captions while handling shell accounts to post comments and boost engagement.
The use of AI to outline plans, not just create content, marks a shift away from the Marcos Jr administration employing troll armies as he did in his 2022 campaign.
'If you have the resources and the bully pulpit of the government, you can afford to keep on swatting the Dutertes and their partisans for whatever statements they have made against the Marcos government,' said Joel Ariate Jr, a researcher tracking political developments at the University of the Philippines Third World Studies Center.
'If you put AI in the hands of an already good public relations or marketing team, the capacity for disinformation is amplified by so much. They can have one message and instantly generate 20 different versions of it,' explained Javier.
The Philippines has several pieces of legislation in congress concerning the responsible use of AI. For a healthy policy approach, Javier believes that technical and ethical experts would be crucial.
He said he hoped the country's leaders can take important steps, but said he has doubts about their appetite for ethical AI legislation.
'Is there enough push for legislators to advance a policy given that they may be benefitting from the current state of political operations?' he asked.

South Korea mulls allowing individual tours to North Korea as tensions ease
South Korea is considering allowing individual tours to North Korea as it studies ways to improve relations with its neighbour, a spokesperson for South Korea's Ministry of Unification says. 'The government is formulating and pursuing North Korea policies with the goal of easing tensions on the Korean Peninsula and improving inter-Korean ties with various measures under consideration in the process,' the ministry said in a statement on Monday. The announcement was made as Seoul takes more steps to ease tensions with its northern rival after the election of President Lee Jae-myung, who has pledged to improve strained ties with Pyongyang. In a bid to ease tensions, Lee suspended anti-North Korea loudspeaker broadcasts along the border and ordered a halt to leaflet campaigns criticising the North's leaders by anti-Pyongyang activists. Koo Byung-sam, spokesperson for the Unification Ministry, which handles inter-Korean affairs, refused to comment on a 'particular issue'. But he said he understood individual tours were not in violation of international sanctions, according to a report by the Reuters news agency. South Korea's Dong-A Ilbo newspaper also said Lee's administration is considering resuming individual trips to North Korea as a negotiating card to reopen dialogue with Pyongyang. It reported that Lee mentioned the proposal during a National Security Council meeting on July 10. The government subsequently began a review of the plan, the report added, quoting a senior official. Tourism is one of a narrow range of cash sources for North Korea that are not targeted under United Nations sanctions imposed over its nuclear and weapons programmes. Citing anti-Pyongyang broadcasters, South Korea's Yonhap News Agency also reported on Monday that the National Intelligence Service this month had suspended all of its decades-old broadcasts targeting the North Korean regime. Lee said he will discuss further plans with top security officials to resume dialogue with North Korea, which technically is still at war with the South after the 1950-1953 Korean War ended with an armistice and not a peace treaty. North Korea recently opened a beach resort in the city of Wonsan, a flagship project driven by leader Kim Jong Un to promote tourism. But the tourist area is temporarily not accepting foreign visitors, according to a note on Wednesday by DPR Korea Tour, a website operated by North Korea's National Tourism Administration. North Korea's tourism industry appears to be struggling even after it lifted COVID-19 border restrictions, allowing rail and flight services with Russia and China. Asked if South Koreans would travel to Wonsan, Koo said North Korea first needs to open the area to the outside world. South Korea once ran tours to North Korea's Mount Kumgang area but suspended them in 2008 when a South Korean tourist was shot dead by a North Korean soldier.

In South Korea, Trump's tariff threats place US love affair under strain
Seoul, South Korea – When Sideny Sim had a chance to visit the United States on business several years ago, it was the fulfilment of a lifelong dream. Like many South Koreans, Sim had long admired the US as a cultural juggernaut and positive force in the world. These days, Sim, a 38-year-old engineer living near Seoul, feels no such love towards the country. As US President Donald Trump threatens to impose a 25 percent tariff on South Korea from August 1, Sim cannot help but feel betrayed. 'If they used to be a country that was known to be a leader in culture, the economy and the perception of being 'good,' I feel like the US is now a threat to geopolitical balance,' Sim told Al Jazeera. South Korea and the US share deep and enduring ties. South Korea is one of Washington's closest allies in Asia, hosting about 28,000 US troops as a bulwark against North Korea. The US is home to a larger South Korean diaspora than any other country. But with the return of Trump's 'America First' agenda to Washington, DC, those ties are coming under strain. In a Pew Research Center survey released earlier this month, 61 percent of South Koreans expressed a favourable view of the US, down from 77 percent in 2024. Like dozens of other US trading partners, South Korea is facing severe economic disruption if it cannot reach a trade deal with the Trump administration by the August deadline. The Asian country, which is a major producer of electronics, ships and cars, generates more than 40 percent of its gross domestic product (GDP) from exports. In addition to sending a letter to South Korean President Lee Jae-Myung outlining his tariff threats, Trump earlier this month also claimed that Seoul pays 'very little' to support the presence of US Forces Korea (USFK). Trump's comments reinforced speculation that he could demand that the South Korean government increase its national defence spending or contributions to the costs of the USFK. After Trump last week told reporters that South Korea 'wants to make a deal right now,' Seoul's top trade envoy said that an 'in-principle' agreement was possible by the deadline. With the clock ticking on a deal, the uncertainty created by Trump's trade policies has stirred resentment among many South Koreans. Kim Hyunju, a customer service agent working in Seoul, said that although her company would not be directly affected by the tariffs, Trump's trade salvoes did not seem fair. 'It would only be fair if they are OK with us raising our tariffs to the same level as well,' Kim told Al Jazeera, adding that the Trump administration's actions had caused her to feel animosity towards the US. 'I can't help but see the US as a powerful nation which fulfils its interests with money and sheer power plays,' Kim said. 'I've always thought of the US as a friendly ally that is special to us, especially in terms of national defence. I know it is good for us to maintain this friendly status, but I sort of lost faith when Trump also demanded a larger amount of money for the US military presence in our country.' Kim Chang-chul, an investment strategist in Seoul, expressed a more sanguine view of Trump's trade policies, even while acknowledging the harm they could do to South Korean businesses. 'The US tariff policy is a burden for our government and businesses, but the move really shows the depth of US decision-making and strategy,' Kim told Al Jazeera. 'Trump wants South Korea to be more involved in the US's energy ambitions in Alaska. It's part of the US pushing for geopolitical realignment and economic rebalancing.' Earlier this year, the US held talks with South Korean officials about boosting US exports of liquefied natural gas (LNG) to South Korea, a major LNG importer. Keum Hye-yoon, a researcher at the Korea Institute for International Economic Policy (KIEP), said it has been difficult for a US ally like South Korea to make sense of Trump's comments and actions. 'When Trump cites 'fairness' in his tariff policy, it's based on unilateral expectations of improving the US trade balance or restoring economic strength to certain industries,' Keum told Al Jazeera. 'As allies like South Korea share supply chains with the US and work closely with its companies, disregarding these structures and imposing high taxes will likely create burdens on US businesses and consumers as well.' While Trump's most severe tariffs have yet to come into effect, South Korean manufacturers have already reported some disruption. South Korea's exports dropped 2.2 percent in the first 20 days of July compared with a year earlier, according to preliminary data released by Korea Customs Service on Monday. Kim Sung-hyeok, the head of research at the Korean Confederation of Trade Unions (KCTU) Labour Institute, said exporters in the auto, steel, semiconductor and pharmaceutical sectors had been especially affected. 'As exports in these fields decreased considerably since the tariff announcements, production orders in domestic factories have declined,' Kim told Al Jazeera. 'Some automotive and steel production lines have closed temporarily, while other manufacturing sites have closed altogether. Voluntary resignations and redeployments have become rampant in some of these workplaces.' Kim said small companies may face the brunt of the tariffs as they are not capable of 'moving their manufacturing plants to the US', or 'diversifying their trade avenues outside of the US'. 'And as major companies face a general decline in exports, these small companies will consequently face a shortage in product delivery volume that will cause employment disputes,' he said. The Korea Development Institute estimated in May that the number of employed South Koreans would increase by just 90,000 this year, in part due to the economic uncertainties, compared with a rise of 160,000 last year. Even before Trump's arrival on the political scene, US-South Korea relations had gone through difficult periods in the past. In 2002, two South Korean middle-school girls were killed when they were struck by a US Army armoured vehicle. After the American soldiers involved in the incident were found not guilty of negligent homicide by a US military court, the country saw an explosion in anti-US sentiment and nationwide protests. In 2008, nationwide protests took place after the South Korean government decided to continue importing US beef despite concerns about the risk of Mad Cow Disease. More recently, President Lee, who was elected in June, has emphasised the importance of maintaining positive relations with China, Washington's biggest strategic rival and competitor. The KIEP's Keum said the US-South Korea relationship has evolved into a partnership where the US has become a 'conditional ally', where 'economic interests take precedence over traditional alliance'. 'The US is increasingly demanding South Korea to cooperate in its containment strategy of China among its other socioeconomic policies,' she said. Keum said that South Korea will need to seek out alternative markets and diversify its exports to mitigate the fallout of Trump's agenda. 'South Korea also doesn't need to act alone. The country can seek joint action with countries such as EU members, Japan and Canada to come up with joint responses to the current predicament,' she said.

Japan's far-right party makes electoral gains with anti-globalist message
Japan's far-right Sanseito party has emerged as a major winner in the country's upper house election, riding a wave of nationalist rhetoric, anti-immigration warnings and populist pledges on tax cuts and social welfare. Once seen as a fringe movement born on YouTube during the COVID-19 pandemic, Sanseito was projected on Sunday by national broadcaster NHK to secure up to 22 seats in the 248-member chamber, dramatically expanding its presence beyond the single seat it held previously. The party, which only holds three seats in the more powerful lower house, has broken into the political mainstream by capitalising on voter frustration over economic decline and rising living costs. Sanseito leader Sohei Kamiya, a 47-year-old former English teacher and supermarket manager, has been at the forefront of this shift. He has stirred controversy with conspiracy theories about vaccines and 'globalist elites' and openly credits US President Donald Trump's 'bold political style' as inspiration. According to an exit poll by local media, Japan's governing coalition is likely to lose its majority in the upper house where it is forecast to secure 32 to 51 seats. 'Japan First' movement In an interview with Nippon Television after the election, Kamiya defended his 'Japanese First' slogan. 'The phrase was meant to express rebuilding Japanese people's livelihoods by resisting globalism. I am not saying we should completely ban foreigners or that every foreigner should get out of Japan,' he said. Despite his denial of xenophobia, Sanseito has built its platform on fears of a 'silent invasion' by immigrants. Political analysts say this message resonates with many Japanese voters facing a stagnant economy and weakening yen, which has drawn record numbers of tourists and fuelled inflation. Foreign residents in Japan reached a record 3.8 million last year, only about 3 percent of the population, but concerns about immigration remain present, even if not dominant. NHK polling before the election showed just 7 percent of respondents cited immigration as their main concern. Far more voters expressed anxiety over the country's declining birth rate and rising food prices, particularly rice, which has doubled in cost over the past year. 'The buzz around Sanseito, especially here in the United States, stems from its populist and anti-foreign message. But it's also a reflection of the LDP's [Liberal Democratic Party] weakness,' said Joshua Walker, president of the US-based Japan Society. Still, right-wing populism remains a relatively new phenomenon in Japan. While Kamiya and his party draw comparisons with other far-right European groups such as Germany's AfD and Reform UK, these ideologies have not yet gained the same level of traction in Japan as they have in the West.
