SEMI Applauds New Bill to Clarify Tax Credit Eligibility for Critical Semiconductor Suppliers Under U.S. CHIPS Act
MILPITAS, Calif., /CNW/ -- SEMI, the industry association serving the global semiconductor and electronics design and manufacturing supply chain, today announced support of the Strengthening Essential Manufacturing and Industrial Investment Act (SEMI Investment Act), which clarifies that critical materials suppliers to semiconductor manufacturers are eligible for the Advanced Manufacturing Investment Tax Credit ("Section 48D") created by the United States CHIPS and Science Act.
Introduced by Senators Marsha Blackburn (R-Tenn.), Michael Bennet (D-Colo.), Thom Tillis (R-NC) and Chris Coons (D-Del.), the SEMI Investment Act would help make semiconductor materials an equal part of America's investment in advanced semiconductors and contribute to a secure, domestic semiconductor supply chain.
"The investment tax credit is a critical tool to accelerate construction of the semiconductor ecosystem in the United States and may be the most powerful incentive to onshore critical technologies powering the AI revolution," said Ajit Manocha, SEMI President and CEO. "Materials manufacturing projects are equally critical to ensuring that leading-edge logic and memory products are available to fuel skyrocketing AI and high-performance computing demand across the world. The SEMI Investment Act will help ensure these critical projects get built in the United States. We are deeply grateful to Senators Blackburn, Bennet, Tillis and Coons for bringing this important legislation forward to clarify Congress' original intent underlying Section 48D of the CHIPS and Science Act."
The SEMI Investment Act amends the Internal Revenue Code of 1986 to clarify that 48D Tax Credit includes materials integral to the manufacturing of semiconductors and semiconductor manufacturing equipment. The bill will ensure that critical materials projects can access the same 25 percent investment tax credit that semiconductor manufacturing and semiconductor manufacturing equipment projects have access to today.

Walz, a former schoolteacher who went to Congress and then became his state's governor, will keynote the South Carolina gathering in Columbia, traditionally a showcase for national-level Democrats and White House hopefuls. Another leader who often appears on those lists, Maryland Gov. Wes Moore, spoke Friday night at the party's fundraising dinner. South Carolina held the first Democratic presidential primary of the 2024 campaign, and the party hopes for a repeat as first in line in 2028. But the national party organizations haven't settled their 2028 calendars yet, and party officials in Iowa, New Hampshire and Nevada are also vying to go first. 'From the classroom to the governor's office, Tim Walz leads with compassion and common sense,' the South Carolina party posted on social media earlier this month when it announced his appearance. 'He's proof that you can govern with both heart and backbone, and he's bringing that message to South Carolina.' Walz, who's on a long list of potential 2028 candidates who have been traveling to early-voting states, will also be a featured speaker as California Democrats gather in Anaheim on Saturday. 'We're fired up to welcome Minnesota Governor Tim Walz to the Convention stage in Anaheim,' state chair Rusty Hicks said in a statement. 'He's a former teacher, a veteran, and a trailblazer who's spent his career fighting for working families and standing up for the values we all share — fairness, dignity, and opportunity for all.' Democrats have been debating since Harris lost to President Donald Trump in November over which direction the party should take. That self-examination reflects deep frustrations among Democratic voters that their leaders are failing to put up enough resistance against Trump, who has taken a much more aggressive approach to his second term in the White House. Walz hasn't officially said if he'll seek a third term in 2026, but acknowledges he's thinking about it. He said in a recent interview with KSTP-TV that he would probably wait to decide until July, after he calls a special session of the closely divided Minnesota Legislature to finish work on the state's next budget. Those negotiations have gone slowly despite his frequent meetings with legislative leaders. He's given mixed signals on a 2028 presidential run while keeping up his attacks on Trump. He told The New Yorker Radio Hour for an interview that aired in March that he would 'certainly consider that' if circumstances were right. He told CNN's 'State of the Union' last month that he was 'not thinking about running in 2028.' But he hasn't ruled it out, either, and has signaled possible interest in other ways. Following the Democratic ticket's defeat in November, Walz returned to the road in March when he went to Iowa to launch a series of town halls in competitive congressional districts represented by Republicans, after House Speaker Mike Johnson advised GOP representatives to avoid holding town halls because of protests at them. Walz's gubernatorial campaign organization, which has been actively raising money, has used his travels in 'Support Tim on the Road' fundraising pitches. 'For the past few weeks, I've been showing up where Republicans won't,' he wrote in one recent message. Arctech to Supply 175 MW of Solar Trackers for Landmark Green Hydrogen Project in Oman
, May 30, 2025 /CNW/ -- Arctech, the global leader in solar tracking, racking, and BIPV solutions, has signed a strategic contract with ACME Cleantech Solutions Pvt. Ltd. a pure play fully integrated Renewable Energy Company in India with a diversified portfolio across solar, wind, hybrid and FDRE projects to supply 175 MWp of solar trackers for the 300 MTPD Green Ammonia Project in Duqm, Oman. The project is located near the southeastern coast of Oman, a region characterized by coastal desert conditions including sandy soils, high wind speeds (up to 55 m/s), C5-level corrosion exposure, extreme temperatures and high levels of solar radiation, with an annual average of around 5,764 KWh/m2. The area's favourable climate, with high solar insolation, has made it a prime location for utility-scale solar projects. Arctech will deploy its Signature 1P Single Axis Solar Tracking System Skyline II, engineered for harsh environments, to support the solar PV component powering one of the first large-scale green hydrogen production facilities in the region. The trackers will be delivered in phases starting from July 2025. In recent years, Oman Power and Water Procurement Company (OPWP) has introduced renewable energy initiatives such as a new Concentrated Solar Power (CSP) project in Duqm. OPWP is actively working toward a diverse energy mix, aligning with the national target of sourcing 35–39% of electricity from renewables by 2040. This new partnership reinforces Oman's long-term vision and positions the Duqm region as a central hub in the global energy transition. This milestone collaboration underscores Arctech's growing role in enabling renewable energy megaprojects worldwide. The Oman installation is a flagship initiative in industrial decarbonization—integrating solar power with next-gen hydrogen fuel technologies, setting new benchmarks in clean energy integration.
