Kerala police chief files report critical of ADGP Ajith Kumar's conduct
The report has contents critical of the conduct of the officer, sources said.
The report allegedly said there was a lapse from the part of Ajith during the whole episode. Revenue Minister K Rajan had testified before the police chief that when the Pooram faced disruption, he tried to reach Ajith over phone. However, Ajith did not respond. To this, the officer stated before the police chief that he had returned to his room after overseeing all the security preparations. By the time the minister telephoned him, he had fall asleep and hence he did not see the calls.
The report said the reply of the officer that he fell asleep showed that he erred in his performing his duties fully. Sources said the report has adverse remarks against the officer, including his meetings with the RSS office-bearers, but it's yet to be known what the general outlook of the full report is.
The 2024 Pooram was disrupted allegedly due to police high-handedness precipitating a political row. The fiasco occurred prior to the Lok Sabha polls and there were allegations that the Pooram was sabotaged for political purpose. After NDA candidate Suresh Gopi managed to win the seat, the allegation grew in strength and was endorsed by LDF candidate V S Sunil Kumar and UDF's K Muraleedharan.

More than 1.07 crore people sterilised during Emergency: Govt
NEW DELHI: Over 1.07 crore people were sterilised during the National Emergency from 1975 to 1977, exceeding the "targets" set by the then Indira Gandhi govt by 60%, as per the findings of the Justice J C Shah Commission shared by the Union home ministry with Lok Sabha on Tuesday. Tired of too many ads? go ad free now The Justice Shah commission had inquired into the excesses, malpractices and misdeeds during the Emergency, including the use of force in implementation of the family planning programme. Its report was tabled in Parliament on Aug 31, 1978. Junior home minister Nityanand Rai, in a reply to a question, shared the Shah panel reported 548 complaints of sterilisation of unmarried people and 1,774 deaths linked to sterilisation. As per the Shah commission, the govt of India had set annual targets for the states and Union Territories for the sterilisation programme for 1975-76 and 1976-77. While the states exceeded the 1975-76 target of 24.8 lakh sterilisations by 5.6% (having sterilised 26.2 lakh people), the number of actual sterilisations in 1976-77 (81.3 lakh) exceeded the target(42.5 lakh) by a whopping 91%. Maharashtra saw the most sterilisations during the Emergency period (14.4 lakh), followed by Madhya Pradesh (11.1 lakh), Bengal (10.8 lakh) and UP (9.65 lakh). As per Shah commission report seen by TOI, the voluntary nature of family planning programme appeared to have undergone a sudden change during the Emergency period. A note sent by then Union health minister Karan Singh to Indira Gandhi on Oct 10, 1975, on the 'crash programme to intensify family planning', spoke of "introduction of some element of compulsion in the larger national interest". On Jan 22, 1976, PM Indira Gandhi spoke of "bringing down birth rate speedily" with "steps that may be described as drastic". As per the Shah panel, the health ministry's approach to family planning during the Emergency became focused on a single method: sterilisation. While the achievement of sterilisation targets was "107%" and 190% in 1975-76 and 1976-77, the performance with regard to other methods fell far short of the targets. Strangely, some states went out of their way to raise the 1976-77 targets beyond those set by the govt of India. For instance, UP revised the target to 15 lakh from 4 lakh, though it could achieve only 8.4 lakh sterilisations. Similarly, Maharashtra revised the target from 5.6 lakh to 12 lakh but ended up doing 8.3 lakh sterilisations. West Bengal revised the 3.9-lakh target set by Centre to 11 lakh, only to achieve 8.8 lakh sterilisations in 1976-77.

Birth control programme only way to control stray dog population: Centre
NEW DELHI: The central government has said that it intends to control street dog population only through its animal birth control (ABC) programme that mandates civic bodies to catch and release strays to their original locations post-sterilisation. Tired of too many ads? go ad free now The ABC rules, framed under the Prevention of Cruelty to Animals Act, 1960, align with global standards set by the World Organisation for Animal Health and promote the "Capture-Neuter-Vaccinate-Release method" for humane and effective stray dog population management, Union minister of state for fisheries, animal husbandry and dairying, SP Singh Baghel, informed Parliament on Tuesday. The government's stand validates the viewpoint of protesting animal rights activists who have described the Supreme Court's Aug 11 order to remove all Delhi-NCR stray dogs to shelters in far-off places as "inhumane, unscientific" and "one that violates the established ABC rules". Though the issue of stray dogs falls under the purview of state governments, the minister, in a written reply to Lok Sabha, said, "To ensure humane and effective dog population management, the central government has framed the Animal Birth Control (ABC) Rules, 2023." "Under the Rules, local bodies are responsible for implementing sterilisation and vaccination programmes in collaboration with animal welfare organisations," he said. In fact, only last month, the minister said, "...the Secretaries of the Department of Animal Husbandry and Dairying, Ministry of Housing and Urban Affairs, and Ministry of Panchayati Raj jointly issued an advisory reiterating that sterilisation of stray dogs is central to dog population management." "The advisory urged urban local bodies to establish Animal Birth Control units and undertake large-scale sterilisation programmes, covering at least 70% of stray dogs," he said in his written reply to Lok Sabha. Tired of too many ads? go ad free now Moreover, to bolster its ABC efforts, the government has revised the existing Scheme for Birth Control and Immunisation of stray dogs and stray cats, which is being implemented through the Animal Welfare Board of India (AWBI) from the current financial year. Under this scheme, for sterilisation, the government has earmarked financial assistance of up to ₹800 per dog and ₹600 per cat for Society for Prevention of Cruelty to Animals (SPCAs) and local bodies to conduct ABC programmes. "A one-time grant of ₹2 crore is provisioned for state-run veterinary hospitals to develop facilities such as surgical theatres, kennels, and recovery units," the minister told Lok Sabha. Also, financial support of up to ₹15L and ₹27L for small and large animal shelters will be made available to urban local bodies and recognised animal welfare organisations. In addition, states will be given financial support for the procurement of anti-rabies vaccines, the minister told Parliament.

Andhra backs NDA's pick for V-P, Telangana backs Sudershan Reddy
Hyderabad: National Democratic Alliance (NDA) candidate for the Vice-Presidential election CP Radhakrishnan has secured unanimous support from all political parties, including the opposition YSR Congress Party – in Andhra Pradesh. (Agency Photo) In Telangana, however, Radhakrishnan has got the support of only Bharatiya Janata Party (BJP) which has eight Lok Sabha members, while the ruling Congress and its friendly party All India Majlis-e-Ittehadul Muslimeen (AIMIM), who together have 12 MPs, have pitched in their support for INDIA bloc candidate and retired Supreme Court judge B Sudershan Reddy. The main opposition – Bharat Rashtra Samithi (BRS) which has no Lok Sabha members but four Rajya Sabha MPs – has not spelt out its stand on whom to extend support in the Vice-Presidential elections – Radhakrishnan or Sudershan Reddy. 'We have not yet discussed the issue till now. Our party president and former chief minister K Chandrasekhar Rao will take a call on the matter. Declaring Sudershan Reddy, who is a son of Telangana, born into a farming family and above political affiliations, as Vice-Presidential nominee was a matter of pride, he said. The chief minister appealed to Telugu people to take responsibility for ensuring justice Sudershan Reddy's victory. 'It is a proud moment that once again a Telugu has been declared a Vice-Presidential candidate of such stature. This is a time to rise above politics and stand united,' he said. Revanth Reddy urged leaders across party lines — including Andhra Pradesh chief minister N Chandrababu Naidu, BRS president K Chandrashekar Rao, Jana Sena Party chief Pawan Kalyan, the Communist parties, and BJP MPs from both Telugu states — to extend their support to Sudershan Reddy. 'Justice Reddy is not a Congress candidate. He is a legal luminary proposed by the INDIA bloc, with no political affiliation, currently serving as chairman of an Independent Expert Committee,' the CM clarified. In Andhra Pradesh, the TDP and Jana Sena Party, which are part of the NDA, endorsed the candidature of Radhakrishnan. The TDP has 16 Lok Sabha members and two Rajya Sabha members, while Jana Sena has two Lok Sabha MPs. The BJP has three Lok Sabha members and two Rajya Sabha members from Andhra. Jana Sena Party chief Pawan Kalyan issued a statement welcoming the selection of Radhakrishnan as the NDA candidate for the Vice-Presidential elections, while a delegation of the TDP leaders led by state IT minister Nara Lokesh met Radhakrishnan in New Delhi and felicitated him. 'There is no ambiguity, only warmth, respect and resolve. The NDA stands united,' Lokesh said, after meeting Radhakrishnan along with senior TDP leaders and MPs. He praised Radhakrishnan's vast administrative experience as governor of several states, expressing confidence that his discipline, perseverance, and service-oriented leadership would inspire the younger generation and benefit the nation in the years ahead. Interestingly, the YSRCP, though it is not part of the NDA, extended support to Radhakrishnan. 'Our party president and former chief minister YS Jagan Mohan Reddy decided that we should support Radhakrishnan as he stands the better chances of winning. We cannot oppose a person just for the sake of opposition,' YSRCP parliamentary party leader YV Subba Reddy told HT. He said the NDA was first to reach out to the YSRCP seeking its support to Radhakrishnan. 'Union defence minister Rajnath Singh called Jagan personally and requested YSRCP support. It was a kind gesture and we have to reciprocate it,' Subba Reddy said. Currently, YSRCP holds seven Rajya Sabha and four Lok Sabha seats. Jagan's stance in this Vice-Presidential election may mark a decisive shift in future political alignments. Back in 2018, too, even though the TDP was part of the NDA, YSRCP had supported the NDA's decisions. The TDP subsequently exited the NDA alliance, and YSRCP, which came to power in Andhra Pradesh in 2019, maintained good relations with the NDA government. Until the 2024 elections, YSRCP supported NDA bills in Parliament unconditionally. 'Jagan still enjoys the indirect backing from the BJP, which has obviously kept him as an option in Andhra Pradesh. Right from the beginning, it has been going soft towards Jagan, because it doesn't want the Congress to resurrect in Andhra Pradesh,' political analyst and writer Ramesh Kandula said. Moreover, Jagan has been opposing the Congress since he came out of it and was jailed in the disproportionate assets case in 2012. Only a few days ago, Jagan made serious comments against Congress leader Rahul Gandhi, refusing to support the latter's fight against alleged vote theft across the country. 'Rahul Gandhi has been in touch with Chandrababu Naidu on hotline regularly. So, the Congress is unreliable party,' he said. Since his sister YS Sharmila is heading the Congress in Andhra, taking a strong anti-YSRCP stand, he won't support the Congress-backed candidate in Vice-President elections, Kandula said.
