
Federal govt seeks Sarawak's support for state-level data sharing law

KOTA SAMARAHAN (May 16): The Madani government is hopeful of receiving a positive response from the Sarawak government on the establishment of state-level legislation to facilitate data sharing, in line with the Data Sharing Act 2024, which came into force last April.
During a working visit to the Sarawak Information Systems Sdn Bhd (SAINS) headquarters today, Digital Minister Gobind Singh Deo told reporters that he had discussed the matter with Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, and is optimistic that a decision will be made in the near future.
'This morning, during my discussion with the Premier, he expressed that he would study the matter and will make a decision accordingly.
'I am confident that the decision we will receive will likely be positive. However, the Premier must first examine the proposal thoroughly. I will also be engaging with other states to encourage similar initiatives,' he said.
Gobind stressed the importance of having a clear legal framework to define the scope and nature of data involved, outline procedures for access, and ensure proper security measures are in place.
He emphasised that any approved data sharing must be strictly for the intended purposes.
'I view the discussions as positive, as we all understand the importance of this matter. I will also be engaging with other chief ministers and menteri besar (MB) across the country,' he said.
He also mentioned that a team from the Digital Ministry, particularly legal officers, would be sent to Sarawak to present and explain the drafting process of the federal legislation, with the hope that a similar framework could be adopted at the state level.
In addition, Gobind praised Sarawak's digital initiatives through SAINS, describing the state as one of the most advanced in the early adoption of public sector digital transformation.
'We are working towards developing a unified digital platform to integrate federal and state government services.
'This approach not only accelerates the overall digital transformation process but also reduces costs, as many services have already been digitalised at the state level,' he said.
Gobind noted that his visits to several states, including Penang, Selangor, and Sarawak, are part of the ministry's efforts to assess each state's readiness to implement a nationwide data-sharing initiative. Data Sharing Act 2024 Gobind Singh Deo

KUALA LUMPUR, June 8 — DAP today called on Attorney General Tan Sri Mohd Dusuki Mokhtar to explain in detail his decision to classify Teoh Beng Hock's death as requiring no further action (NFA). In a joint statement issued by DAP national chairman Gobind Singh Deo and secretary-general Loke Siew Fook, the party said the Attorney General must justify why he believes there is insufficient evidence to prosecute anyone for Teoh's death. 'The Attorney General and no one else has the discretion to prosecute under the Constitution. He must explain why he is unable to do so in this case particularly in light of the decisions of the Court of Appeal and civil proceedings in the High Court,' the statement said, as published on the DAP's official Facebook page. On May 21, the Attorney General classified the case as NFA after receiving investigation papers from the police, and on May 30, issued a letter to the family's lawyers stating that there was not enough evidence to support criminal prosecution. The party said it had consistently pushed for accountability since Teoh's death in 2009 and had formed a legal team that initiated an inquest to determine the cause of death. The inquest found bruises on Teoh's neck, but on January 5, 2011, the coroner returned an open verdict. DAP then challenged the finding in the High Court, which upheld the coroner's decision, prompting an appeal to the Court of Appeal. The Court of Appeal overturned the earlier findings, concluding that Teoh's death was caused by 'an unlawful act or acts of persons unknown, inclusive of MACC officers who were involved in the arrest and investigation of the deceased.' DAP also supported the family in a civil suit that led to a government admission of liability for negligence and a RM600,000 compensation award with RM60,000 in costs. The party argued that both the Court of Appeal and civil court decisions provided grounds for renewed police investigations to identify those responsible. DAP said it supports the family's intention to challenge the NFA decision through a judicial review. 'We support this action and also call upon the Attorney General to review his decision and push ahead with charges against those responsible for Teoh Beng Hock's death without further delay,' the party said.

Ahmad Maslan pushes 'ABCDE' strategy to tackle unity govt issues
KUALA LUMPUR: An Umno Supreme Council member has proposed that party leaders and members adopt the "ABCDE" strategy to resolve issues within the unity coalition. Ahead of the divisional Umno meetings, which start tomorrow, Datuk Seri Ahmad Maslan said Umno will continue to be part of the Madani government. "Challenges within the government must be tackled wisely," he said when contacted, adding that sensitive issues need to be explained by the party and the government during divisional meetings. A total of 191 Umno divisions will hold their meetings following the conclusion of branch, Wanita, Youth, and Puteri meetings last month. Elaborating on his strategy, Ahmad said "A" stands for activities. "We must continuously hold small and medium-scale activities, not just during festivities or election periods." He said "B" stands for "berpadu", or united machineries across the party's divisions and wings. Ahmad said "C" refers to branches (cawangan), including increasing grassroots membership, while "D" refers to data, specifically, the updating of voter information. Finally, Ahmad said "E" centres around managing the people's emotions regarding current issues. Meanwhile, Ahmad also voiced confidence that Umno would see a revival of its fortunes. "Victories in the four by-elections in Pelangai, Nenggiri, Mahkota, and Ayer Kuning are examples of Umno's resurgence and should serve as a source of motivation no matter which state we are in," he said. The divisional meetings are a precursor to the Umno General Assembly from Aug 20 to 23.

Malaysia Postpones E-Invoice System to Support MSMEs
GEORGE TOWN: The government has postponed the implementation of the e-invoice system after weighing the concerns of business owners, particularly the micro, small, and medium enterprises (MSMEs), said Deputy Finance Minister Lim Hui Ying. She said with this postponement, the government hopes companies will have more time to adapt to the e-invoice system developed by the Inland Revenue Board (LHDN). On June 5, LHDN said in a statement that taxpayers with income or annual sales below RM500,000 would be exempted from the e-invoice system for now. It was postponed to Jan 1, 2026 for those earning between RM1 million and RM5 million, while those with income up to RM1 million will begin on July 1, 2026. 'What we initially planned (was to implement the system) effective July 1 (2025) for companies with annual sales of RM500,000 and above. However, we understand their concerns, especially the MSMEs, and have revised it into three additional phases. 'The MADANI government has taken note of the concerns of our business community,' she told reporters after officiating at the launch of Lebuh Cecil Public Market's smart toilets here today. Lim also said the third phase of the e-invoice implementation, beginning this July 1, will involve taxpayers with income or annual sales exceeding RM5 million up to RM25 million. On the stamping of employment contracts between employers and employees starting Jan 1, 2026, she said LHDN had not enforced this requirement previously. 'Therefore, LHDN and the Finance Ministry have considered this and decided that employment contracts before Jan 1, 2025, will be exempted, but contracts starting on Jan 1, 2026, will be required to pay stamp duty,' she said. She hopes companies will comply with all provisions under the Stamp Act 1949, particularly those related to stamping requirements.
