RAK ICC Strengthens Foundations Regime with 2025 Legislative Enhancements

Ras Al Khaimah International Corporate Centre (RAK ICC) has announced significant amendments to its Foundations Regulations 2019, which took effect on 31 July 2025. The changes represent one of the most substantial updates to the regime since its introduction, reinforcing the UAEs position as a competitive jurisdiction for wealth structuring and long-term asset protection.
RAK ICC Foundations are widely recognized for their flexibility, confidentiality, and legal robustness, making them a preferred choice for high-net-worth individuals, entrepreneurs, and family offices, both within the UAE and internationally. These structures are commonly used for succession planning, family governance, and consolidating diverse assets under a single legal entity.
The 2025 amendments introduce stronger legal safeguards and improved governance measures which include:
Firewall Provisions – Stronger protection from foreign judgments conflicting with RAK ICC Regulations.
Three-Year Statute of Limitations – Limits challenges to establishment or asset transfers to three years.
Cause of Action Provisions – Creditor fraud claims are limited to the specific asset involved and only if rendering the founder insolvent.
Duress and Officer Protections – Nullifies actions taken under foreign legal coercion, preserving internal governance autonomy of a foundation.
Strengthened Arbitration Framework – Disputes can be resolved privately with court-level powers.
Private Trustee Foundation Provisions – Clarifies asset segregation and fiduciary integrity for property held in trust by a foundation.
Assets held within RAK ICC Foundation will now benefit from enhanced firewall provisions, ensuring that foreign judgments conflicting with UAE law cannot be enforced against them. A new three-year limitation period has been established for challenging the formation of a foundation or the transfer of assets into it, providing greater certainty for founders and beneficiaries. The reforms also tighten creditor protection rules by requiring proof of insolvency in fraudulent transfer claims, with liability capped at the value of the disputed asset to prevent overreach into unrelated holdings.
In addition, the updated regulations address governance integrity and operational resilience. Officers of a foundation who receive foreign orders inconsistent with RAK ICC law are obligated to disregard them, thereby safeguarding the autonomy of the foundations decision-making. The framework now explicitly confirms that assets held in trust by a foundation are legally distinct and separate from foundation property, ensuring clear asset segregation. Dispute resolution has also been strengthened, with arbitration provisions expanded to grant tribunals court-like powers, enabling disputes to be resolved efficiently, confidentially, and in line with international best practices.
These changes are part of RAK ICCs broader strategy to maintain a forward-looking legal and regulatory environment that meets global standards while catering to the specific needs of its client base. Aaron Nola returned to the Philadelphia Phillies' rotation on Sunday after a three-month absence and was greeted rudely by the Washington Nationals. Fortunately, Philadelphia's potent lineup provided plenty of run support in an 11-9 victory. Nola, 32, was roughed up for six runs and seven hits in 2 1/3 innings. He got through his first two innings smoothly, allowing only one hit. However, the Nationals began a hit parade in the third. After Nola struck out Brady House to begin the frame, the next seven Washington batters reached base on three consecutive singles, a walk, another single and two straight doubles. CJ Abrams drove in a run during the barrage, while Daylen Lile and Dylan Crews each got two-RBI hits and José Tena knocked in the Nationals' sixth run of the inning. Just like that, a 6-0 lead for the Phillies was gone. Alec Bohm hit a 3-run homer in the second inning to build that 6-run lead. He also returned to the Philadelphia lineup after missing 26 games, going on the IL with a fractured rib on July 19. Nationals starter Mitchell Parker lasted 1 2/3 innings, giving up five earned runs on four hits and three walks. Washington's lineup took him off the hook for a loss, but couldn't quite match the Phillies' run production on Sunday. Philadelphia regained the lead in the fourth on a 2-run single by left fielder Weston Wilson and Nick Castellanos followed with a solo homer in the sixth. The Phillies added two more runs in the eighth on an RBI single from Bryce Harper and a Harrison Bader sacrifice fly, building an 11-6 lead. The Nationals closed to within two runs in the bottom of the ninth on a 3-run homer from Paul DeJong off Phillies reliever Max Lazar. Lazar left a 94.7 mph fastball in the upper middle of the strike zone and DeJong lifted into the left-field seats. That was followed up by a double by Lile, forcing the Phillies to bring in Jhoan Duran when using their closer didn't seem necessary when the inning began. Lazar allowed four hits in 1 1/3 innings, but Duran got Crews to ground out and struck out pinch-hitter James Wood to end the game. Phillies manager Rob Thomson said he intended to use a 6-man starting staff with Nola's return. However, Zack Wheeler going on the IL with a blood clot near his right shoulder means that will only apply for one turn through the rotation. Nola's performance still has to be a concern. The six runs allowed in 2 1/3 innings increased Nola's ERA to 6.92 this season. Pending the New York Mets' matchup with the Seattle Mariners in Sunday night's MLB Little League Classic, the Phillies (71-53) could build their first-place lead in the NL East back up to six games.

The Philadelphia Eagles have acquired wide receiver John Metchie III from the Houston Texans for veteran tight end Harrison Bryant, a person with knowledge of the trade told The Associated Press. The person spoke to the AP on condition of anonymity because the teams haven't announced the deal. Metchie had 24 receptions for 254 yards and one touchdown last season. A second-round pick in 2022, Metchie missed his rookie season while being treated for leukemia. Bryant had nine catches for 86 yards last season in Las Vegas. He spent his first four seasons in Cleveland. He averaged 22 receptions and 198 yards receiving per season with the Browns.
