'A transitional phase': Food security expert not worried by drop in local production of vegetables and seafood, Singapore News

The challenges facing Singapore's agriculture sector — which have led in a dip in local production of vegetables and seafood — reflect a transitional phase for local farms, a food security expert told AsiaOne on Friday (June 6).
Professor William Chen, director of the Nanyang Technological University's (NTU) Food Science and Technology Programme, added that it is still "premature" to deem the Government's goal of producing 30 per cent of the country's nutritional needs locally by 2030 a failure.
On Thursday, a report released by the Singapore Food Agency (SFA) showed that just three per cent of the vegetables consumed in Singapore were grown locally, down from 3.2 per cent in 2023 and 3.9 the year before.
Local production of seafood dropped from 7.3 per cent in 2023 to 6.1 per cent in 2024, which SFA attributed in its Singapore Food Statistics report that it is partly due to the "restructuring of a few fish farms in Singapore".
Prof Chen said while the findings from SFA's report looks "disappointing", he sees several positive signs which are encouraging to the sector.
Local production of eggs increased by 13 per cent in 2024. The three farms in Singapore produced 34.4 per cent of all eggs consumed in 2024, up from 31.9 per cent.
Prof Chen's echoed SFA's observation that the increase is due to farm upgrades and improve operational efficiencies.
"We've been (producing eggs) since the late '60s, and over the years we have gone through technological adoption and integration… and now we only have three egg farms but we produced so much more eggs," he said.
Like eggs, vegetables saw an increase in productivity in 2024 — from 227.2 tonnes per hectare per year in 2023 to 231.4 tonnes per hectare per year in 2024.
Seafood productivity also saw an increase of 38.6 tonnes per hectare per year in 2023 to 40.7 tonnes per hectare per year in 2024.
While overall output has declined, Prof Chen noted that the increased efficiency in local vegetable and seafood production is an "encouraging" development.
"The number of farms is lower over the years, but the willingness to adopt technology is higher," he said. "What we see now is a transition… we must let go some traditional practices to free up space for new players with higher level of technology readiness."
Speaking to the media, Damian Chan, chief executive of SFA, said that the broad plan for the sector is to focus not on the number of farms in Singapore, but on ensuring that farms can be productive and financially viable.
This is done through the $60 million Agri-food Cluster Transformation Fund, which will help farms adopt technologies such as advanced, automated farming equipment and infrastructure.
"High productivity farming is still a nascent sector in Singapore and globally as well. So it needs more time to develop, mature and for our farms to evolve their business models to make it more economically viable for them," said Chan. 'Too early' to write off 30 by 30 goal
Since 2019, Singapore has had an ambitious "30 by 30" goal yesterday to produce 30 per cent of Singapore's nutritional needs locally by 2030.
But in March, then Minister of State for Sustainability and the Environment Koh Poh Koon said that the target is being reviewed.
While local food production in 2024 made up less than 10 per cent of total demand, Prof Chen said it is still too early to write off the Government's plan for the sector.
External factors, such as the Covid-19 pandemic and geopolitical tensions, have disrupted the global supply chain, he added.
"So, if we look at everything as a whole, we are only talking about two, three years of progress," said Prof Chen.
He added that, just like how egg production in Singapore took years to bear fruit, the Government's plans on leveraging technology in local farms take time to be economically viable.
"The number is there as a goal, to align people together. It's not for people to come back and question, 'how come we could not make it right?'"

With just four out of the 11 available stalls open, a food court at Le Quest Mall in Bukit Batok has been dubbed on social media as 'saddest Koufu in Singapore'. Already grappling with low footfall, its remaining stall owners' fortunes took a further hit after a new hawker centre opened next door in March. Jenny Lim's mixed rice stall, which she runs with her husband, has been a mainstay at the Koufu food court since it opened five years ago. When asked by AsiaOne on Friday (Aug 15) how much they make in a month, Lim, 57, said: 'Why don't you ask us what our losses are like instead?' Her answer? A staggering $8,000 in losses each month. She declined to reveal the cost of renting the stall and other operating costs. A video posted on TikTok on Aug 14 showed the near-empty food court with seven vacant stalls — some of them still bearing their signboards. 'Only drinks, cai fan (economy rice), western and chicken [rice stalls]. The saddest Koufu in Singapore,' said user yokey017 in the caption. In contrast, the nearby Bukit Batok West Hawker Centre next door was buzzing with patrons. Lim told AsiaOne that while business started slow in the first year, it gradually improved as residents from the newly built HDB blocks in Tengah and Bukit Batok began moving in. But her stall has been making substantial losses since early this year. While the opening of another food court drew diners away, Lim believes the desolate atmosphere of the food court did not help either. 'There are more flies than people here,' she said. 'No one likes to eat in an empty food court.' As the longest-surviving stall owners at the food court, Lim and her husband have witnessed a constant turnover of other stalls. Likening it to a revolving door of vendors coming and going, she said: 'The (Japanese/Korean) stall changed hands more than five times. 'There were also some stalls that choose to continue paying renting, but prefer not to open for business.' Asked about the future of their stall, Lim said that it is up to Koufu management to decide. While their lease ends next year, she added that 'if the management ask us to shut, we will shut'. Tao, who has been managing the Japanese/Korean stall for over a year, is not bothered by the foodcourt's 'saddest' reputation. 'It's true that it has been really quiet here', he said. 'But it can't be helped, we will just continue to run our stalls the best we can.' Responding to AsiaOne's queries, a spokesperson for Koufu said that lease for its food court at Le Quest Mall is ending in October. After 12 years of baking halal bakes, the popular Fluff Bakery will be closing for good. The Muslim-owned cafe announced the news in an Instagram post last Friday (Aug 15). Their last day will be some time from mid to end September. "It has been tough for a couple of years now and we just can't keep afloat anymore," they wrote in the post. "Our story runs deep but some things are best left unsaid. It's been such a bittersweet journey for almost 12 years that we have been running this bakery and it breaks our hearts to close our doors forever." Growing up, she had a passion for baking and used to gift bakes to her family and friends, the establishment shared on their website. The business has been in the heritage area of Kampong Glam for more than a decade and started from a modest store at Jalan Pisang in 2013. They subsequently relocated to their current flagship store in 2021 at 795 North Bridge Road. From 2017 to 2019, Fluffy Bakery also had a cafe in Kuala Lumpur. At Fluffy Bakery's peak in 2015, they were selling more than 2,000 cupcakes a day, they shared. In November 2020, popular American YouTuber Jimmy Donaldson, better known as MrBeast, opened his first restaurant, MrBeast Burger, in North Carolina. The brand's concept functions as a virtual eatery that only operates out of existing restaurant kitchens, which means there are no physical stores and all orders can only be placed online. Now, it is coming to Singapore — and on Friday (Aug 15), AsiaOne attended the launch at social enterprise Dignity Kitchen, which will host the first MrBeast Burger virtual kitchen here. The aim of MrBeast Burger's concept is to help eateries tap into new revenue streams without disrupting their core businesses, according to the brand. Those who join the franchise do not need to get a new premises and can simply use their existing kitchens — all the equipment they need are a deep fryer, griddle, freezer, chiller and exhaust system. MrBeast Burger will supply all branded ingredients and packaging materials based on the eatery's actual sales, as well as a POS system to handle the online orders. Those keen on opening a franchise will need an initial fee of $5,000 for the first year per outlet, with an annual renewal fee of $2,500 per year from the second year onwards, according to the brand. As for customers who just want to try the food, they can do so by ordering from platforms like Grab, Foodpanda and the MrBeast Burger official Singapore website. "I'm a fan of MrBeast, not just for the entertainment he brings to families worldwide, but for the meaningful social good he champions — such as building water wells for children in African villages," shared Koh Seng Choon, founder and executive director of Dignity Kitchen. The establishment located in Boon Keng has seven stalls run by differently-abled and disadvantaged individuals. "Dignity Kitchen is proud to be the first MrBeast Burger operator in Singapore and to be a part of a brand that combines fun with purpose." He's not the only one excited about the launch — so are the staff. Sharon, who helps with admin at the social enterprise, told us: "I feel very good about the launch of MrBeast Burger at Dignity Kitchen. Another employee, Ruby, who is a baker, shared that the work has been both challenging and fulfilling at the same time. "Every day, I bake and churn. Churning is a bit hard for me, but I try to solve the problems if there are any," she said, adding that she finds the work very fun. What's on the menu? The menu, while simple, has everything you need for a hearty fast-food meal. There are a few types of burgers such as the MrBeast Burger ($15) — which comes with either a beef or chicken patty — Karl's Deluxe ($11) and Chandler Style ($14). As for sandwiches, diners can choose between options like the Crispy Chicken Tender Sandwich ($10.50), Nashville Hot Chicken Tender Sandwich ($11.50) and Karl's Grilled Cheese ($8). There are also sides that can be paired with your burgers and sandwiches like the Beast Style Fries ($7.50) and Signature Crinkle Fries ($7). Plan on celebrating a special occasion? There are MrBeast Party Sets ($378) that are exclusive to Singapore. These come with two Beast Style Burger, two Karl's Deluxe Burger, two Chandler Style Burger, two Crispy Chicken Tender Sandwich, two Nashville Hot Chicken Tender Sandwich, two 150g Cookie Fries, one six inch Burger Cake, and five Beast Style Fries.
