Udupi to launch major caste survey for internal reservation mapping

Hans India02-05-2025

Udupi: In a move aimed at aiding internal classification within Scheduled Castes, the Udupi district administration will launch an extensive door-to-door caste survey from May 5 to 17. The initiative is expected to generate crucial data for the Justice H N Nagamohan Das Commission, which is tasked with recommending sub-caste-wise reservation within the SC category.
Announcing the initiative on Friday, Deputy Commissioner Vidyakumari K said the survey would cover all households, but those belonging to Scheduled Castes would be asked for more detailed information, including sub-caste, occupation, educational status, and property ownership. 'The information shared will help ensure that government benefits reach the deserving sections in a more targeted manner,' she said.
Over 1,100 schoolteachers have been roped in and trained as enumerators for this task. They will collect information using a specially designed mobile application. Each batch of ten enumerators will be overseen by a supervisor, and officials will carry ID cards to ensure public confidence.
The 2011 Census recorded about 75,000 SC residents in Udupi. The new survey aims to update and deepen this data, which is critical for shaping inclusive policies and refining welfare distribution models. The Nagamohan Das Commission is reportedly focusing on equitable reservation for the 101 SC sub-castes identified in Karnataka.
District authorities have appealed for public cooperation during the enumeration. Officials say the success of this survey will directly influence policy decisions affecting some of the most marginalised communities in the state.

Internal reservation: Survey of SCs to continue at 'citizen centric services' centers

Bengaluru, A provision has been made to continue the survey for gathering the empirical data, aimed at providing internal reservation among Scheduled Castes in Karnataka, at the 9,400 state level 'citizen centric services' centers from June 9 to 22, the commission overseeing the survey said. With about 10 per cent of the survey yet to be completed and amid requests for time extension, the commission headed by retired judge of the Karnataka High Court H N Nagmohan Das, who has been tasked to recommend to the government the internal reservation among SCs, has made this announcement. "Currently, the 'Comprehensive Survey of the Scheduled Castes-2025', is being carried out across the state of Karnataka from April 5 onwards in 2 modes at special camps and online self-declarations. As of date i.e., , an overall progress of 90 per cent has been achieved in the survey across the state," an official release dated June 7 that was released to media on Sunday said. It said about 10 per cent of the caste survey is yet to be completed. In addition to this, some Scheduled Caste organisations have once again submitted representations, requesting for time extension to complete the said survey. The commission, however, pointed out that in the wake of the schools reopening in the state, the teachers who were appointed as enumerators for the survey have been relieved from the survey work. "Thus, in order to facilitate the continuation of the SC castes' survey for those Scheduled Castes' households of Karnataka, who are yet to submit their data in the Scheduled Caste Survey, a provision has been made to carry out the same at the existing 9,400 state level 'citizen centric services' centers, such as , "Karnataka One", "Bengaluru One" and "Grama One" and also at the 198 "BBMP ward offices", from June 9 to June 22," it said. In order to submit the required information, the Aadhaar card or ration card of the citizen is required, it further said, adding that a separate camp will be set up at each of the 198 Bruhat Bengaluru Mahanagara Palike ward offices, to carry out this survey. According to officials, the SC population in the state according to the 2011 census was 1.04 crore. In 2025, the projected SC population will be 1.16 crore and out of this 1.05 crore, have been enumerated. Apart from this, the same facility for the survey will also be provided at the Bapuji Seva Kendras, across the state. To enter the said information at the centres, the citizen's Aadhaar card or the ration card number is required. Further, the time limit for Scheduled Caste families for submitting online self declaration has also been extended up to June 22. This can be done through the link: https: As per the government orders earlier and the terms of references, the Commission has to obtain empirical data regarding the representation of the 101 Scheduled Castes' in education and government services in the state of and has to submit a report with suitable recommendations on internal reservation of the Scheduled Castes. A section of SCs, like 'SC Left', have been demanding internal reservation, alleging that only a few influential sub-castes were taking away a majority of the benefits, while many communities were still marginalised. The internal reservation is aimed at slicing up the 17 per cent reservation matrix given to 101 Scheduled Castes. The government, in November last year, had appointed Nagmohan Das to head a commission to recommend internal reservation among SCs, after the Supreme Court last year allowed the states to provide internal reservation, and the state cabinet agreed to implement internal reservation. In a landmark verdict delivered by the Supreme Court on August 1 last year, it held that states are constitutionally empowered to make sub-classifications within the SCs, which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward.

Tamil Nadu BJP spokesperson accuses DMK of misleading public on census, delimitation

Chennai (Tamil Nadu) [India], June 8 (ANI): Tamil Nadu Bharatiya Janata Party (BJP) spokesperson ANS Prasad criticised the ruling Dravida Munnetra Kazhagam (DMK) over its remarks on the Census and the upcoming delimitation exercise, alleging that the party is attempting to mislead the public. In a press statement, Prasad said that Chief Minister MK Stalin and DMK MP Kanimozhi should refrain from making 'baseless allegations' against the Central Government. He asserted that such comments appear politically motivated and distract from administrative failures in Tamil Nadu. 'The DMK government's policies have plunged the state into turmoil, with rampant crimes, soaring essential costs, and a deteriorating law and order situation. Rather than addressing these pressing issues, the DMK is spreading misinformation to divert attention from its failures,' he said. Prasad added that attempts to malign the Central Government would not succeed, given the clarity provided by Prime Minister Narendra Modi and Union Home Minister Amit Shah. He further said that the DMK's actions raise constitutional concerns, calling their statements 'unconstitutional and unlawful.' Responding to remarks made by DMK MP Kanimozhi, Prasad said her accusations against AIADMK leader Edappadi K Palaniswami are 'baseless and unsupported by evidence.' He said Palaniswami's criticism of corruption and dynastic politics in Tamil Nadu is legitimate, given the prevailing circumstances in Tamil Nadu. 'The allegations of betrayal levelled against Palaniswami by Kanimozhi are unsubstantiated and seem to be a deflection from the real issues plaguing the state. The DMK's stance on delimitation appears driven by political opportunism rather than genuine concern for the state's interests,' he stated. Meanwhile, Prasad said that Home Minister Amit Shah has clarified that no state's rights will be compromised during the delimitation process. This clarification should alleviate concerns about the potential impact on Tamil Nadu. CM Stalin's continued propagation of misinformation regarding delimitation, despite Amit Shah's clarification, is concerning. It appears to be a deliberate attempt to create confusion and mislead the public. The people of Tamil Nadu deserve accurate information and transparent governance. Politicians should prioritise the state's welfare over partisan interests. He further said that the constitutional delimitation process should proceed without political interference and that any concerns should be addressed through constructive dialogue between the state and the Centre. Ultimately, the people of Tamil Nadu will judge the DMK's actions and statements on delimitation. It is crucial for politicians to prioritise the state's interests and work towards its progress rather than engage in divisive politics. Meanwhile, on Friday, Tamil Nadu Chief Minister MK Stalin remarked that the delay in the Census is 'no accident,' and the proposed delimitation exercise is 'no coincidence.' (ANI)

Telangana Cabinet expansion likely Sunday; Revanth set to induct 3 ministers

HYDERABAD: Chief Minister A Revanth Reddy appears all set to go ahead with the long-delayed Cabinet expansion, possibly as early as Sunday. Three of the six vacancies are likely to be filled. Among the frontrunners are first-time MLAs G Vivek (SC-Mala), Adluri Laxman Kumar (SC-Madiga) and Vakiti Srihari (BC-Mudiraj). Party insiders said the high command is aiming for social balance. However, there has been no official confirmation from the Raj Bhavan or the chief minister's office yet. Nevertheless, Congress sources said that the party high command has given the green signal to induct new ministers. Intense lobbying among aspirants continues, with a delegation of Congress MLAs from the Madiga community meeting Revanth on Saturday evening, pressing for more representation in the Cabinet. AICC Telangana in-charge Meenakshi Natarajan also reportedly met the CM on Friday. If only three berths are filled as expected, there will likely be no spots during this round of Cabinet expansion for leaders from the Reddy and Velama communities, traditionally dominant in state politics. This is said to have triggered discontent within the party ranks. Leaders from Hyderabad, Rangareddy, and Nizamabad districts have also voiced resentment over continued exclusion. Notably, Ibrahimpatnam MLA Malreddy Ranga Reddy has publicly demanded a place in the Cabinet. Another notable gap is the absence of Muslim representation. Senior Congress leaders are urging the leadership to uphold the party's legacy of inclusivity by addressing this omission in the upcoming expansion. Long list of aspirants for berths in Revanth's Cabinet The list of aspirants remains long and diverse, with Komatireddy Rajagopal Reddy, Malreddy Ranga Reddy, P Sudharshan Reddy, G Prasad (SCMala), Kavvampalli Satyanarayana (SC-Madiga), K Prem Sagar Rao (OC-Velama), Aadi Srinivas (BC-Munnuru Kapu), Vijayashanti (BC), Jatoth Ram Chander Naik (STLambada), and N Balu Naik (ST-Lambada) also aspiring for a Cabinet berth.
