A 51-year-old Assistant Sub-Inspector (ASI) of the Madhya Pradesh Police killed himself in the wee hours of Tuesday (July 22, 2025) inside a police station premises in Datia district after sharing videos in which he has alleged mental harassment and death threats by his senior officers and colleagues while accusing them of sheltering the local sand mafia. According to the police, ASI Pramod Pavan, who hailed from the Scheduled Castes (SC), was found dead in his quarters in the Godan police station premises and is suspected to have ended his life in the intervening night of Monday (July 21, 2025) and Tuesday. Datia Superintendent of Police (SP) Suraj Kumar Verma told The Hindu that Pavan shared multiple videos to his relatives and on various WhatsApp groups before killing himself, in which he made allegations against station in-charge Arvind Singh Bhadauria, constable-driver Roop Narayan Yadav and neighbouring Tharet police station Anfasul Hasan. He also named one Babloo Yadav in his allegations, who he claimed was part of the local 'sand mafia'. In the videos that have gone viral on social media, Pavan said that the alleged harassment began after he had caught a tractor-trolley carrying illegally mined sand of Mr. Babloo Yadav. 'Since then, I've been harassed continuously. I haven't been allowed to leave the station to even get my AADHAAR or SAMAGRA cards made. Casteist slurs are hurled at me daily. I can't even eat properly,' Mr. Pavan said in one of the videos, while accusing the four men of threatening to run him over by a tractor. 'If anything happens to me, all these three cops and the sand mafia Babloo Yadav will be responsible for it,' he is heard saying. In another video, Pavan also accused Mr. Bhadauria and Mr. Roop Narayan of sheltering local gambling dens in the area, and alleged that multiple murders have taken place due to the alleged dens in the last few years. 'If the call details of constable-cum-driver Roop Narayan Yadav are examined in detail, crucial evidence related to various murders will come to the fore,' the deceased ASI is heard saying. Mr. Verma said that an investigation headed by the Deputy SP (AJK) has been launched in Pavan's death and allegations made by him, while Mr. Bhadauria and Mr. Roop Narayan have been taken off duty and attached to the police line. 'We have started inquest proceedings and a case will be lodged based on the preliminary investigation. We have removed the two officers to maintain transparency in the probe. Any action against Mr. Hasan will be taken based on the probe since he does not seem to have any direct connection with the ASI,' he said. Mr. Verma said that he was not aware of the allegations made by Pavan earlier and the latter had not approached his office with any complaint. 'Two of his brothers are also in the police force and one of them is posted here at the police line. He could have reached out to them to give his complaint,' he said, while adding that the police will look into all aspects related to the matter. 'We will probe any connection between the victims and the concerned officers. We will also see if the civilian [Mr. Babloo Yadav] has had any link to Mr. Pavan or ever gave a complaint against him,' he added.

Following allegations of employees belonging to the Scheduled Castes (SCs) and Scheduled Tribes (STs) being denied opportunities in promotion across government departments, the Department of Personnel and Administrative Reforms (DPAR) has started collecting information from all departments. The exercise, which began on Tuesday, comes after Congress president Mallikarjun Kharge wrote to Chief Minister Siddaramaiah highlighting opportunities being denied to SC/ST employees. Sources said the Chief Minister had asked for a report from the DPAR. The department had also sought information about the present status of backlog posts, status of reservation in promotion, and the percentage of SC/ST employees in all cadres. 'Respective departments have been asked to submit the department promotion committee proceedings, seniority list, and Government Orders issued pertaining to the promotions for verification,' sources said. Earlier, the Karnataka State Government SC/ST Employees Association had also petitioned the government, complaining that seniority was being ignored and promotion was being denied despite the Consequential Seniority Act coming into force in 2017. Association president D. Chandrashekaraiah told The Hindu that the seniority list was not being drawn properly and every effort was being made to 'deny' promotion to SC/ST employees. 'We have flagged the issue to the government multiple times and despite our concerns, seniority is being overlooked by the department promotion committee,' he alleged.

Last Updated: Shimla, Jul 22 (PTI) The Himachal Pradesh Cabinet will review its decision to postpone the reservation roster for the urban local body (ULB) elections in its meeting scheduled to be held on July 24, a senior official said on Tuesday. Himachal Pradesh Principal Secretary of Urban Development, Devesh Kumar, also informed the State Election Commission (SEC) that only the state Cabinet can revoke or modify its June 28 decision. 'The department shall place the matter in the next Cabinet meeting to be held on July 24. Therefore, it is requested that any further action regarding ULB elections may be postponed till a decision is taken by the Cabinet," Kumar said in the letter to the SEC secretary. The SEC, on July 10, took strong exception to the Urban Local Body (ULB) Department's letter to all deputy commissioners, seeking the postponement of the election reservation roster for the ULB elections due to the non-availability of updated census data. The commission, in a letter to the state's chief secretary, asserted that the ULB Department has no authority to alter the schedule issued by the SEC, which is a constitutional body, and asked the government to immediately withdraw the directions. The elections to all municipal bodies in the state except Shimla Municipal Corporation are scheduled to be held in seven municipal corporations, 29 municipal councils and 37 nagar panchayats. Elections are also to be held in more than 3,600 panchayats. For the municipal elections, the Election Commission released the schedule for deciding the ward division, delimitation, reservation roster of all the wards two months ago which lapsed on July 11 and to provide complete information of the reserved wards to the Election Commission by July 15. Principal Urban Development had asked all ten DCs of non Tribal districts in the state asked to postpone the reservation process for ULBs due non-availability and absence of actual updated demographic data of electors of Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) communities and due to delayed national Census, the implementation/finalization of the reservation roster for the ULBs elections shall be postponed until the latest Census data becomes available. As such, the Census 2011 data remains the relevant and legitimate basis for the reservation of seats in the upcoming ULB elections, as it is the last published census data available, the SEC said and directed that the ULB Department' letter be withdrawn immediately. TIRUPPUR: Wedding hall owners at Sivanmalai in Kangeyam of Tiruppur district are suspected of caste discrimination against Scheduled Castes. Officials from the district administration said an investigation into the matter is underway. It has been alleged Dalit people are finding it difficult to book wedding halls located in the foothills of Sivanmalai to hold auspicious events, including weddings. P Kalimuthu, district secretary of the Aathi Thamizhar Munnetra Kazhagam, said, "People from not only Tiruppur district but also from nearby districts come to the Murugan Temple at Sivanmalai. There is a belief among the public that if auspicious events, including marriages, are held at Sivanmalai, they will get the grace of Lord Murugan. But SC people are refused booking of private halls in the foothills of Sivanmalai." "Out of the 20 wedding halls two belong to the trusts of two specific castes. All other halls are private halls. The norms for halls state that all castes should be allowed. But these halls do not allow people from Scheduled Castes to hold auspicious events. The situation is similar in Kangeyam city. Hall owners fear people from other castes will not book their halls if they allow people from scheduled castes,," he added. "Scheduled Caste people are facing great difficulty in booking halls for auspicious days. Sometimes, they hold weddings in their village temples and host receptions and other events by setting up tents in their homes. Only a few socially minded people provide halls to SC people. The state government should conduct an investigation and take appropriate action in this regard," Kalimuthu further said.

Bhopal: The promotion of state govt employees, already held up for nearly a decade, has hit yet another legal hurdle. A scheduled hearing in the MP high court on July 15 was postponed without a new date being fixed, leaving the fate of thousands of staff in limbo once again. On July 7, the high court restrained the govt from implementing the newly framed law, the Madhya Pradesh Public Service Promotion Rules, till further orders. The promotion of the govt staff has remained halted since 2016, due to a case in the Supreme Court against the now-scrapped promotion norms. SAPAKS, an umbrella organisation of general category, OBC and minority govt employees that went to the court against the new promotion rules, doubted the govt's intention on the issue. Its president KS Tomar said: "When the issue was pending in the apex court, why did the govt made new promotion rules in haste, and tried to restart the promotion process, sidelining the interests of general category employees. Our timely intervention by approaching the court stalled the govt's ill motives." Uma Shankar Tiwari, state secretary of Tritya Varg Karamchari Sangh, also questioned the govt's motive. They, however, said legal opinions suggested that the govt could make new rules despite the matter being in the Supreme Court, due to which the govt decided to go ahead on the issue. On April 8, CM Mohan Yadav announced that the process for promotion of nearly 4 lakh employees will be carried out soon. On June 17, the state cabinet approved the Madhya Pradesh Public Service Promotion Rules, 2025, ensuring the representation and protection of interests of the reserved categories. Provisions in the new promotion rules include 20% reservation for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC). SC and ST public servants will also have the opportunity for promotion based on merit as per new rule. Hearing separate petitions challenging the legality of the newly farmed rules, the high court on July 7 issued notices, and deferred the hearing of the case to July 15.
