Govt to tighten seeds, pesticides laws amid complaints about substandard inputs: Agri Min Chouhan

New Delhi, Jun 18 (PTI) Union Agriculture Minister Shivraj Singh Chouhan on Wednesday said the government will tighten seeds and pesticides legislations and may bring amendments to the existing laws to ensure quality inputs to farmers.
The minister pointed that many farmers have raised concerns about the quality of seeds and pesticides during the Viksit Krishi Sankalp Abhiyan, a pan-India campaign to reach out to the farmer community.
The campaign was launched on May 29 from Puri, Odisha and concluded on June 12 at Bardoli, Gujarat.
Briefing reporters about the outcome of this campaign, Chouhan said, "The campaign was very successful. We engaged directly with 1.34 crore farmers across 1.43 lakh villages in 721 districts." As many as 60,281 programmes were conducted including in tribal, aspirational and border districts.
He described the campaign as 'One Nation-One Agriculture-One Team' as it was a collaborative effort between the Centre and states involving 2,170 teams comprising 8,280 scientists of ICAR and Krishi Vigyan Kendras (KVKs).
New research, crop advisory based on soil health and climatic condition of each district and benefits of natural/organic farming were discussed.
"Many suggestions came from our farmers which are very useful. While making plans and policies we will try to keep those suggestions in mind," Chouhan said.
Scientists will also undertake research based on farmers feedback and many innovations done by progressive farmers would be popularised, he added.
Based on the feedback, Chouhan said the ministry has decided to tighten seeds and pesticides legislations to curb sales of sub-standard inputs and also make KVKs a nodal agency in every districts for better coordination among all stakeholders.
"Complaints of substandard seeds and substandard pesticides have come from many places. Therefore, effective steps will be taken to make the Seeds Act more stringent," he said, adding that the system would be made effective to ensure quality seeds to farmers.
The minister said there has been complaints about poor standard seeds and pesticides from almost all places where these outreach programmes were conducted.
"Farmers have complained that if they use pesticides when needed, they do not get the expected result. I do not want to blame without evidence," he said.
Chouhan asserted that the government will tighten the provisions of seed and pesticides legislations.
On the sidelines of the press conference, Agriculture Secretary Devesh Chaturvedi said the efforts are being made to bring changes within one year in the Seeds Act, 1966. He said the ministry is considering ways to regulated non-certified seeds and also increasing penalties for offences under the Act.
Similarly, Insecticides Act, 1968 will be amended to curb sales of spurious pesticides.
Chouhan asserted that a similar campaign would be conducted during rabi season.
The minister said scientists at KVKs will compulsorily go to farmers' fields three days a week.
"I will also go to field among farmers two days in a week," Chouhan said, adding that a similar direction has been given to officials in the ministry.
On problem of wild animals damaging crops, the minister informed that farmers have suggested to use modern technology like AI for crop monitoring and deterrent systems.
The government is providing assistance under a scheme for creating such fencing that do not harm wild animals.
Chouhan said there has been concern about pest attack on cotton, sugarcane and soyabean crops. Separate programmes will be conducted for these crops to address the issue.

Kolkata: The Calcutta high court directed on Wednesday that the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme must be resumed in West Bengal from August 1 but allowed the Centre to impose conditions and restrictions in the state in view of the allegations of financial irregularities in disbursement of central funds, lawyers who attended the hearing said. The order was passed by the division bench of chief justice TS Sivagnanam and justice Chaitali Chatterjee (Das) after a series of hearings on a petition the Paschim Banga Khet Mazdoor Samity, a farmers' body, filed last year against the Union government, challenging the non-payment of dues to daily wage labourers over allegations of embezzlement of funds. West Bengal received ₹7,507.80 crore in 2021-22 under MGNREGA but has not received any central fund since then. During the hearing, the chief justice said: 'All these allegations are from before 2022. You do whatever you want but implement the scheme.' According to lawyers, the chief justice said: 'The scheme does not envisage a situation where it would be put to cold storage for eternity. The central government has sufficient means to inquire into the irregularity in disbursement of wages. However, a line can be drawn between past actions and future steps to be taken for implementation.' Allowing the Centre to proceed with its enquiry, the court ordered that the scheme should be implemented in Bengal from August 1. The written order was not released by the high court till the filing of this report. Suspension of the Centre's share (60%) of MGNREGA funds has been a major political issue in Bengal since 2022 with the ruling Trinamool Congress regularly accusing the Bharatiya Janata Party of selectively depriving the poor in the state. TMC leaders and MPs have held demonstrations in Delhi as well. The Union ministry of rural development stopped the MGNREGA funds on December 24, 2021 without citing any reason, Amit Mitra, principal chief advisor to the chief minister, said in October 2023. Mitra said the Centre sent a letter to the state on March 9, 2022, saying the action was taken under Section 27 of MGNREGA. Section 27 says: 'The central government may, on receipt of any complaint regarding the issue or improper utilisation of funds granted under this Act in respect of any scheme if prima facie satisfied that there is a case, cause an investigation into the complaint made by any agency designated by it and if necessary, order stoppage of release of funds to the scheme and institute appropriate remedial measures for its proper implementation within a reasonable period of time.' In December 2023, chief minister Mamata Banerjee alleged that BJP-ruled Uttar Pradesh and Madhya Pradesh topped the list of states where fake job cards for the scheme had been cancelled. On January 30, 2024, Banerjee announced that she would continue with the scheme with the state's 40% contribution to the funds. 'If we cannot provide the guaranteed 100 days of work because of the Centre, we will provide 40 days of employment with our funds,' she said on that day. On February 2, 2024, the Enforcement Directorate (ED) carried out its first raids in Bengal to probe the alleged irregularities. The Trinamool Congress (TMC) called the raids 'politically motivated.' On February 3, 2024, Mamata Banerjee wrote a letter to Prime Minister Narendra Modi refuting a Comptroller and Auditor General (CAG) of India report on delay in submission of utilisation certificates for various central schemes. Calling it a 'false propaganda,' she said her government submitted all utilisation certificates to the respective Union ministries on time. In July 2024, Banerjee alleged that she was stopped from speaking at the Niti Ayog meeting when she tried to raise several issues including suspension of MGNREGA funds. After the high court passed its order on Wednesday, Banerjee said: 'The Centre sought 156 clarifications and we answered them all. We welcome the judgement but our government will review it because we will first ask for the arrears (central funds) pending over four years. Beneficiaries who had put in labour should be paid in full. When our MPs and MLAs went to Delhi to demand these funds, police cases were registered against them. Have you forgotten that?' The Bharatiya Janata Party (BJP) justified the suspension of funds saying the Centre is answerable to the people. Bengal BJP's chief spokesperson Samik Bhattacharya said: 'We, too, want the scheme to start. The high court has allowed the Centre to continue with the investigations and impose regulations because it is a fact that funds were embezzled. The Centre is answerable to taxpayers and the CAG.'

West Bengal Chief Minister Mamata Banerjee on Wednesday (June 18, 2025) criticised the BJP-led Union government's decision to observe June 25 as 'Samvidhaan Hatya Diwas', calling it a mockery of democracy and the constitution. She also accused the saffron party of consistently attacking democratic institutions and undermining the very Constitution it now claims to uphold. The Centre had declared in 2024 that June 25 would be marked annually as 'Constitution Murder Day' to protest the imposition of Emergency in 1975, widely regarded as a dark phase in the history of Indian democracy. 'We can observe 'Samvidhaan Hatya Diwas' every day, given the way the BJP is trying to change and undermine the Constitution,' said Ms. Banerjee, also the TMC supremo. Slamming the BJP over what she termed its undemocratic practices, Banerjee asked whether the "toppling" of democratically elected governments in Maharashtra and Bihar by the BJP was not an attack on the Constitution. Accusing the saffron party of weakening democratic checks and balances, she alleged that the BJP has ensured that all the pillars of democracy, be it the Election Commission or the media, are compromised. 'We don't want to hear lectures on democracy from those who are bulldozing democracy and the federal structure (of the country) every day,' Ms. Banerjee added. She also targeted the Centre over its alleged economic mismanagement through decisions such as 'demonetisation'. 'The manner in which they destroyed the country's economy in the name of demonetisation, November 8 should also be observed as 'Economy Destruction Day',' she said. In a dig at the central leadership, Banerjee questioned, 'Who is the Prime Minister of the country, Narendra Modi or Amit Shah? It looks like Amit Shah is running the country.'
