SC to examine PIL for 'income-based' reservation system for SC, ST members

The Supreme Court on Monday agreed to examine a PIL seeking direction to the Centre to frame policies for a more equitable system of reservation in government employment . A bench of Justices Surya Kant and Joymalya Bagchi issued notice to the Centre and sought their response by October 10 on the PIL filed by Ramashankar Prajapati and Yamuna Prasad. The PIL filed through advocate Sandeep Singh said the approach would strengthen Articles 14, 15 and 16 of the Constitution and ensure an equitable opportunity without altering existing quotas. The plea said despite decades of reservation, the most economically deprived were often left behind with benefits captured by the relatively better-off within reserved categories and prioritisation by income would ensure help starts where it was most needed today. Live Events "The petitioners who belong to the Scheduled Caste (SC) and Other Backward Classes (OBC) categories, by way of the present petition, seek to highlight the economic disparities within these communities, which have led to an inequitable distribution of benefits under the existing reservation policies," the PIL said. It was argued while the reservation framework was initially introduced to uplift the historically disadvantaged communities, the current system disproportionately benefits those belonging to relatively well-off economic strata and high social status backgrounds within these groups, thereby leaving the most economically deprived members with limited access to opportunities. "Petition calls for an urgent need to integrate economic criteria into the reservation policy to ensure that benefits are conferred upon those who genuinely require state support. This reform proposal does not seek to abolish or undermine caste-based reservations but rather to refine them to serve their intended purpose more effectively," it said. The PIL said by introducing an income-based prioritisation mechanism within SC, ST reservations, the proposed framework aims to prioritise opportunities for the most disadvantaged persons amongst the SC-ST communities. "The necessity of such an approach stems from the fact that over the past 75 years, reservations have disproportionately benefited a select few within the reserved categories, creating intra-community economic disparities and failing to achieve holistic upliftment," it said. The petition added that the quota system was established as a tool for social justice, aimed at rectifying centuries of discrimination and socioeconomic deprivation faced by marginalised communities. Red lines cannot be crossed in trade talks with US, Centre tells parliamentary panel

NEW DELHI: During an interaction with members of the Parliamentary Standing Committee on External Affairs on Monday, the Centre made it clear that certain red lines 'cannot be crossed' in ongoing trade negotiations with the United States. Senior officials, including Foreign Secretary Vikram Misri and Commerce Secretary Sunil Barthwal, briefed the panel amid growing uncertainty over the next round of talks, scheduled to begin in New Delhi from August 25. The assertion came as India faces the impact of sweeping new US tariffs imposed by President Donald Trump, who has announced there will be no further trade talks until the tariff dispute is resolved. According to sources present at the briefing, the government emphasised its uncompromising stance on core sectors, especially agriculture and dairy, while outlining a strategy to cushion the economic blow through export diversification. 'Red lines were clearly flagged,' a source said, 'particularly against the US demand to open India's agri and dairy sectors. There will be no compromise on these.' Describing the current phase of trade relations as 'difficult,' officials said India is intensifying efforts to leverage existing free trade agreements and accelerate new ones with key partners like the UK and the European Free Trade Association (EFTA), alongside ongoing negotiations with the EU. The US has imposed a 25% tariff on most Indian exports -- excluding electronics, semiconductors, and energy products -- effective August 7, with an additional 25 per cent penalty set to take effect from August 27, citing India's continued purchase of Russian oil. Sectors such as auto parts, textiles, leather, and gems and jewellery are expected to be most affected, according to those who were present in the briefing.

Cong driving Telangana into crisis with 1.5L cr debt: KTR

1 2 3 4 Hyderabad: BRS working president KT Rama Rao said that the Centre's response in Parliament has confirmed that borrowings by the BRS govt during its tenure amounted to only 3.5 lakh crore, and not 8 lakh crore as claimed by the Congress govt. He said the allegations made by chief minister Revanth Reddy regarding the BRS govt's debt were proven to be "blatant lies" on the floor of Parliament. KTR also added that the CM and other Congress leaders, who spread baseless propaganda to tarnish the BRS govt, would now hide their faces. In a statement issued on Monday, KTR said that as of March 31, 2024, the state's total debt stood at 3,50,520 crore. He asserted that the BRS govt never resorted to unnecessary borrowing; rather, loans were strategically utilised not only for welfare programmes but also for the creation of long-term assets meant to benefit future generations. These funds, he explained, were invested in key infrastructure and developmental projects such as Mission Bhagiratha, Mission Kakatiya, the Palamuru–Rangareddy Lift Irrigation Scheme, the Kaleshwaram Project, and other initiatives. According to KTR, the rapid progress of Telangana was the result of the BRS govt's financial discipline and efficiency under the leadership of K Chandrasekhar Rao. The BRS leader added that over the past six financial years (2018–19 to 2023–24), the value of state's assets increased by more than 50,000 crore annually, which he cited as evidence of sound governance. Criticising the current administration, KTR alleged that since assuming power in December 2023, the Congress govt has already borrowed more than 1.5 lakh crore through various channels. He added that CM Revanth himself acknowledged this borrowing on the floor of the assembly. The former minister demanded answers from the Congress govt regarding the purpose of these borrowings, noting that not a single new project has been initiated, nor have any promised welfare schemes been implemented. He warned that the Congress govt's "reckless and chaotic" financial management is pushing Telangana towards a serious fiscal crisis.
