
Jes Staley Loses Bid to Overturn Ban Over Jeffrey Epstein Friendship
A London judge sided with the Financial Conduct Authority, ruling that the executive misled officials about the nature of the banker's relationship with the late pedophile financier.
'He has shown no remorse for his conduct which has led to the authority's investigation,' Judge Timothy Herrington said in his ruling on Thursday.
Staley had brought the legal challenge, the most high-profile court case between the City regulator and any executive in recent years, in a bid to overturn the watchdog's move to fine and ban him from the industry.
'He hoped that the truth would never come to light and that he would get away with it,' Therese Chambers, joint executive director of enforcement and market oversight at the FCA, said in a statement after the ruling. 'Such a serious lack of integrity flies in the face of the requirements we place on those at the top.'
The judge did cut the fine Staley has to pay to £1.1 million ($1.5 million), reduced from £1.8 million to reflect the former banking executive's loss of share awards following the FCA's punishment.
A lawyer for Staley didn't immediately respond to a request for comment. Staley has 14 days to appeal the ruling.
During the trial the FCA displayed reams of emails showing the pair's close friendship, detailed Staley's visits to Epstein's Caribbean island and revealed that the banker had sex with an Epstein staffer. Still, Staley argued that the FCA's supervisory head had never been sufficiently clear with Barclays in his preliminary inquiries and that the bank's officials collectively drafted the letter at the center of the case.
'In our view, the evidence that Mr. Staley had a close relationship with Mr. Epstein is overwhelming,' the judge said.
Staley turned up in court every day during the trial, giving testimony for four days. He said that Epstein had introduced him to 'three of the five wealthiest people in the world' during his days as a senior executive at JPMorgan Chase & Co., saying he had the 'best rolodex.'
The judge zeroed in on JPMorgan's decision to retain Epstein as a client even after bank officials became concerned about reports of Epstein's involvement in sex trafficking. The judge said it was 'more likely than not' that Staley's support for Epstein ensured that the US bank kept the disgraced financier as a client.
While the judge said Staley didn't set out to mislead the tribunal, some of his evidence 'lacked credibility.'
'It was often the case that his memory was clear on matters which were helpful to his case, but not so in relation to matters that called for an explanation,' the judge said.
During the hearings, the FCA argued that Staley's relationship went well beyond a professional one and that he deliberately minimized a 'deeper and more profound' affinity.
Epstein was jailed in Florida in June 2008 for soliciting sex from underage girls. He was arrested again in July 2019 on federal charges relating to, among other things, the sex trafficking of minors, shortly before his death in a New York jail cell. Staley stepped down from Barclays two years later.
Staley argued that he never knew the whole story about Epstein. In one exchange, a Barclays executive said Staley had told her, 'why would I have introduced my wife and daughters to Mr. Epstein if I thought he was a pedophile?'
The trial saw some of the most senior figures in the City of London, including Bank of England Governor Andrew Bailey and Barclays Chairman Nigel Higgins, give evidence.
'We have noted Mr. Staley's achievements as chief executive of Barclays, but in our view these do not diminish the seriousness of the misconduct,' Herrington said in his ruling. 'The loss of his longstanding career is an inevitable consequence of that conduct.'

Evergrande's Debt Hits $45 Billion With Restructuring Ruled Out
(Bloomberg) -- China Evergrande Group's debt load is far bigger than earlier estimated, amounting to HK$350 billion ($45 billion) as any 'holistic' restructuring of the Chinese real estate firm is deemed out of reach, according to the developer's court-appointed liquidators. The company is facing 187 debt claims, with the total amount far exceeding the $27.5 billion of liabilities disclosed in its financial statement in December 2022, the liquidators said in a 'progress report' issued on Tuesday. The new figure isn't to be taken as final since additional claims could emerge and all are subject to formal review. Since liquidators Edward Middleton and Tiffany Wong, both of Alvarez & Marsal Inc., were appointed in January 2024, the duo have been sifting through files and unearthing arcane corporate structures to help creditors recoup money. That has included assuming control of more than 100 companies related to Evergrande that collectively hold a value of HK$27 billion, they said. 'The Liquidators are not at this time able to estimate the amounts that may ultimately be realised from these entities,' they said. It has been a monumental task as Evergrande comprises 3,000 legal entities in multiple jurisdictions, as well as about 1,300 projects under development in more than 280 cities, according to the liquidators. China Evergrande first defaulted in 2021, sending shock-waves through the nation's real estate market that is still seeking to recover. There were also 3,000 projects under the Hong Kong-listed property management operation Evergrande Property Services Group Ltd. Creditors are especially paying close attention to the handling of this arm, since it 'represents a very substantial potential source of value' and are being given 'the highest priority' in terms of attention, the liquidators said. Even though it's not statutory required, the liquidators decided to issue a progress report on Tuesday due to 'wide interest' of the liquidation process, they said. The liquidators said the realization of assets has so far been 'modest' at $255 million. Some $167 million has been 'upstreamed' and linked to Evergrande, however, stakeholders shouldn't assume that all of the money will be available to the company due to complex ownership structures, they said. Separately, China Evergrande New Energy Vehicle Group Ltd., whose unit is also facing a liquidation petition from a creditor, has been looking for strategic investors. The EV maker had goals to take on Tesla Inc. and once had a market value that topped Ford Motor Co. before being swept up in the developer's debt crisis. To date, liquidators have received no expressions of interest, after one previous proposal fell through. The liquidators also have to contend with complexities onshore. It has been challenging for offshore investors to get their hands on assets that sit in the mainland, which has a separate jurisdiction from Hong Kong. Last year, a mainland court accepted a liquidation application filed against one of Evergrande's major units onshore Guangzhou Kailong Real Estate Co. Kailong is fully owned by Evergrande and has a stake of around 60% in Hengda Real Estate, the developer's main property operation onshore. Last March, Chinese regulators accused Hengda Real Estate of inflating more than 560 billion yuan ($78 billion) of revenue by recognizing sales in advance, an alleged fraud that dwarfs that of Luckin Coffee Inc. and Enron Corp. Evergrande was fined 4.18 billion yuan, leaving even less money for offshore creditors. The liquidators said they have been made aware of hundreds of credit actions including the onshore bankruptcy proceedings of Guangzhou Kailong.

Tencent's Revenue Beats Estimates in Boost for AI Ambitions
(Bloomberg) -- Tencent Holdings Ltd.'s revenue beat estimates, bolstering investor expectations that its expanding gaming and social media portfolio will provide dry powder for an intensifying global AI race. Revenue for the three months ended June rose to 184.5 billion yuan ($25.7 billion), versus an average estimate of 179 billion yuan. Net income for the period came to 55.6 billion yuan, compared with projections for 50.8 billion yuan. China's most valuable company is accelerating spending on AI research and product rollouts after a string of rivals launched open-sourced models to compete with the likes of OpenAI and Anthropic. The Shenzhen firm counts on marquee gaming franchises and super-app WeChat to fund such initiatives. Yet a potential global downturn this year — coupled with the Trump administration's tariffs campaign – threatens to hurt Tencent's sprawling online businesses from payments to advertising and cloud computing. The world's biggest games publisher kicks off a closely watched earnings season for Chinese big tech firms, which are riding investor euphoria around the breakout success of DeepSeek. After years of regulatory scrutiny and Covid-era disruption, the country's biggest tech firms are once again ramping up deals and competing fiercely for users to propel growth. Like Big Tech in the US, much of the industry's attention is also focused on how to invest in AI — and monetize it. Beyond earnings, the market is looking forward to next Tuesday's launch of Valorant Mobile, a highly-anticipated smartphone version of Riot Games Inc.'s seminal title. The title should help drive Tencent's revenue from later this year through the first half of 2026, according to Goldman Sachs Inc. Other upcoming titles include an open-world game set in the Honor of Kings universe. The company is set to unveil new ones next week at Gamescom in Germany. It's also more focused on protecting margins than some of its rivals. Tencent has stayed out of an increasingly cutthroat battle in e-commerce, where Alibaba, Meituan and Inc. have sought to outspend each other with subsidies. The trio is slated to report earnings in coming weeks, starting with on Thursday. With a billion-plus users, WeChat remains Tencent's most dependable asset as it shoulders more burdens on monetization in areas from mini-games to advertising. The ubiquitous Chinese app is carrying more advertising within features like search and short-video feeds, chipping away at TikTok-owner ByteDance Ltd.'s key revenue stream. Yet WeChat Pay faces a renewed battle with Alibaba-affiliate Ant Group Co., which has garnered 100 million users for a tap-to-pay feature at stores and restaurants. Tencent hopes WeChat will remain the killer app of the generative AI era.
