Kory was stabbed in the heart after a confrontation in a Glasgow park last May and died two days later in hospital.
The court heard the victim and killer - who was just 13 at the time - had been associated with rival gangs in the area and swapped threats on social media.
The killer, now 14, who cannot be named due to legal reasons, had initially been charged with murder but a guilty plea to the lesser crime of culpable homicide was accepted by the crown.
He was sentenced to five years in a detention centre earlier this month.
Neil, of Barrowfield, Glasgow, who is next month planning a walk from Celtic Park to Ibrox to raise awareness for his Parents Against Knives, Save Our Kids campaign called on the government to take notice.
He said: 'It's another teen death, within a year of our son's death. If this doesn't make the government sit up and listen, what will?
'The police need more players but the government has taken them away.
'Our youths need more protection. We need to save the young from the young.'
Kory was the third youth in Glasgow from alleged knife incidents in the last four years.
In 2021, Justin McLaughlin, 14, was stabbed in the heart by a gang rival on a train near the city's High Street station.
Daniel Haig, who was 16 when he committed the murder, was jailed for at least 16 years.
A court heard that Haig, of Shettleston, and Justin, of nearby Baillieston, were affiliated to rival east end gangs.
In March, Amen Teklay, 16, died after being found seriously injured on a street in Glasgow's Maryhill.
Police confirmed his death is being treated as 'murder' following a post-mortem examination and that three teens, aged 14, 15, and 16, had been charged in connection. All made no plea.
The No Knives Better Lives campaign - which is a collaboration between the Scottish Government and YouthLink Scotland and has so far provided educational sessions to 120,000 young people - is also trying to tackle the issue.

Madeleine McCann prime suspect gives first interview as new searches launched
The prime suspect in the disappearance of Madeleine McCann has revealed his plans for when his current prison sentence ends. Christian Brueckner has given his first face-to-face interview with a German newspaper, as police face a race against time to charge him in the Maddie case. He is currently in prison for raping a 72-year-old woman in Praia da Luz in 2005 and is due to be released in September if no further charges are brought. Ulrich Oppold, a journalist from German broadcaster RTL, visited Brueckner in prison in Germany, who said if he gets out of jail the thing he is most looking forward to is a steak with a beer. Brueckner refused to answer any questions relating to Madeleine after discussions with his lawyers. He told the journalist that if he does get out of jail, he will leave Germany for a country with no extradition treaty and lie low as he is so well known. The convicted sex offender said: 'The fact that I have been in prison for many years for something that I cannot have committed and that therefore, through the participation of the media, half the world considers me a cruel rapist.' Speaking earlier this year, one of his lawyers, Philipp Marquort, said they had discussed moving abroad if he is released – and even the possibility of getting plastic surgery. A new search is being carried out at the request of the German federal police as they look for evidence that could implicate Brueckner in the McCann case. He has denied any involvement in her disappearance. German investigators along with Portuguese police officers and firefighters are working in a little-developed area of countryside a few miles from Praia da Luz where Madeleine was last seen in 2007. Then aged three, she vanished while on holiday with her family in the Algarve resort after her parents went out to dinner and left her sleeping in a room with her toddler twin siblings. The Sun reported that investigators are also planning to use radar equipment that can scan beneath the ground. Personnel wore safety gear such as gloves and hard hats as they worked in the dense vegetation, and firefighters and police were seen using a yellow hose to drain a well. Around a dozen officers focused on one abandoned building where digging was taking place, while another member of the search team cleared large rocks. TV footage showed two Portuguese police officers guarding the end to a narrow lane that leads through an area of fields and scrubland with a few houses and a vineyard. It has been variously reported that investigators will look where trenches were dug near the resort at the time of Madeleine's disappearance, at wells, ruins and water tanks, and that there are plans to examine 21 pieces of land. In October last year, Brueckner was cleared by a German court of unrelated sexual offences alleged to have taken place in Portugal between 2000 and 2017. Around 30 German police officers, including forensic experts, are expected to take part in the search along with Portuguese officers, with the activity due to last until Friday. The Metropolitan Police said it is aware of the operation but that British officers will not be present. German investigators and Portuguese officers last carried out searches in the country in 2023 near the Barragem do Arade reservoir, about 30 miles from Praia da Luz. Brueckner, who spent time in the area between 2000 and 2017, had photographs and videos of himself near the reservoir. It was previously searched in 2008, when Portuguese lawyer Marcos Aragao Correia paid for specialist divers to search it after he claimed to have been tipped off by criminal contacts that Madeleine's body was there. British police were later given permission to examine scrubland near where she vanished in 2014. More Trending Last month, Madeleine's family, who are from Rothley in Leicestershire, marked the 18th anniversary of her disappearance. They described her as 'beautiful and unique' before her 22nd birthday and expressed their determination to keep searching. A statement from her parents Kate and Gerry McCann and the family said: 'The years appear to be passing even more quickly and whilst we have no significant news to share, our determination to 'leave no stone unturned' is unwavering. We will do our utmost to achieve this.' In April, ministers approved more than £100,000 in additional funding for Scotland Yard detectives investigating Madeleine's disappearance. UK's most dangerous female inmate plotted to kill Rose West & chop guard's FINGER to escape ‘Monster Mansion' jail
She was also accused of mutilating a corpse and stuck it in a black sequin dress LIFE OF CRIME UK's most dangerous female inmate plotted to kill Rose West & chop guard's FINGER to escape 'Monster Mansion' jail Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) THE UK's most dangerous female inmate tried to murder Rose West and chop a guard's finger off to escape jail. Joanna Dennehy, 42, once described killing as "moreish and fun" and has become one of four women in the country to be sentenced to a whole life behind bars. A judge called her "cruel, calculating, selfish, and manipulative" after a court heard of her murderous antics, which involved mutilating a corpse and squeezing the body into a sequined black dress. She has since been described as one of the most dangerous inmates and has been accused of attempting to kill fellow prisoner and murderer Rose West. It is also understood she drew up an escape plan which involved murdering a guard and using their severed finger to unlock the biometric doors. Professor David Wilson, a criminologist and former prison governor, told how part of her threat was in her ability to manipulate with sex. He told the Mail Online: "She will be using this to get what she wants. "Even when she was being interviewed in a police station in Hereford for attempting to kill two men out walking her dogs, she started to flirt with the female custody sergeant." According to the criminologist, targeting the 71-year-old mass murderer Rose West was an attempt to be "top dog" in prison. West was convicted of 10 murders in 1995 and has also been sentenced to life imprisonment. The murder threat allegedly spurred Dennehy's move to solitary confinement but it wasn't long before the villain was reported having an affair with a prison guard. I've looked dozens of serial killers in the eye… but psychotic Brit terrified me most She was moved to HMP Low Newton where she continued her devilish streak, striking up a relationship with the murderer Emma Aitken. Prof Wilson explained this string of illicit relationships is all part of the killer's vying for control. It's part of her "conning" to use sex as a tool of manipulation, he said. According to the former prison governor, Dennehy will always remain a threat whilst compos mentis because of her "unusual" killer profile. He said: "Dennehy is one of the very few female spree killers in criminological history. Spree murders tend to be a male phenomenon." He added: "I don't know what can be done with her in terms of changing her behaviour because she seems to have extreme violent tendencies. "That is based on having interviewed people who were very close to her - including her former husband."
