Officials suggested that revising (increasing) the basic land value in sub-registrar offices may encourage more applicants to come forward to pay under LRS.
The meeting attended by members N Uttam Kumar Reddy and D Sridhar Babu also reviewed initiatives aimed at enabling tribals to operate sand quarries directly in agency areas without any middlemen. The deputy CM instructed officials to explore ways to enhance revenue without imposing any additional tax burden on the public.
He also directed the chief secretary to conduct daily reviews of decisions by the revenue resource mobilisation sub-committee.
The committee also reviewed relocation of pollution-causing industries outside the Outer Ring Road (ORR) limits.
Progress under the one-time settlement scheme in mines and geology department was also reviewed.
In view of the construction of Indiramma houses, Bhatti emphasised that essential construction materials such as cement, steel, bricks and sand must be made readily available to scheme beneficiaries. He directed that price fixation committees be formed at each mandal.

GoM proposes GST exemption on health and life insurance for individuals
The group of ministers (GoM) on health and life insurance is set to propose exempting insurance premiums for individuals from goods and services tax (GST), Bihar Deputy Chief Minister Samrat Choudhary, who is convener of the GoM, said on Wednesday. At present, 18 per cent is levied on health and life insurance premiums for individuals. 'The Centre's proposal is to exempt health and life insurance premiums for families and individuals. All members agreed with the proposal. However, some states have expressed concern over the Centre's proposal to exempt health and life insurance premiums from GST,' he said after a meeting of the GoM. He added the GoM would submit its report to the GST Council for approval. According to finance-ministry sources, the council is likely to meet in the third week of September. Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, who is member of the GoM, said every state wanted health and life-insurance premiums to be exempt from GST. 'Telangana is of the view that some mechanism should be worked out so that the benefit of lower rates goes to the people. The council will deliberate on the mechanism,' Vikramarka said, adding that the proposed changes were expected to lead to an overall revenue loss of nearly ₹9.7 billion per annum. Saurabh Agarwal, partner with EY, said exempting insurance from GST would not lead to the entire benefit going to the insured. 'Insurance companies won't be able to claim back the GST they pay on their own expenses, like commissions, office rent, and software. The final price reduction for consumers will only be the net amount after accounting for this new input tax cost. If the tax had been 'zero-rated' instead of 'exempt', companies could have claimed a refund for the GST paid on their inputs, and consumers would have seen a full reduction of the tax from their premiums,' Agarwal added. Addressing the three GoMs on compensation cess, health and life insurance, and rate rationalisation at Vigyan Bhawan, Union Finance Minister Nirmala Sitharaman on Wednesday said the Centre's proposals were part of a vision to usher in 'the next generation of GST reforms' in India's journey to becoming an Aatmanirbhar Bharat. 'The central government remains committed to building a broadbased consensus with the states to implement the next generation of GST reforms in the spirit of cooperative federalism,' Sitharaman added.

From 18% to Zero? Ministers want life, health insurance exempt from GST
A Group of Ministers wants life and health insurance premiums exempt from goods and services tax (GST) in the upcoming reforms for the indirect tax regime. Why Every Indian Needs Both Health and Life Insurance The panel of state ministers wants 0% GST on life and health insurance premiums from 18% at present, Bihar's Deputy CM Samrat Chaudhary said after the meeting in New Delhi on Wednesday. That translates into a revenue loss of ₹9,700 crore, Telangana Minister Mallu Bhatti Vikramarka said. The panel met days after Prime Minister Narendra Modi announced sweeping cuts to the GST to boost India's economy in the face of a trade conflict with the United States. The final decision will be taken by the GST Council, which is chaired by Union Finance Minister Nirmala Sitharaman and includes all state finance ministers as members. The GST council meeting is expected in September or October, before Diwali. The proposed GST reforms, which will reduce the number of tax slabs to two from four (not including the zero percent slab), would benefit a wide range of sectors—from cars to cement and consumer goods—as well benefit businesses of all shapes and sizes, according to industry watchers. According to government sources quoted by the Press Trust of India, nearly 90% of the items in the 28% slab will move to 18%. Almost all the goods in the 12% slab will move to 5%. That effectively means nearly all essential goods and household items will get cheaper. With inputs from Reuters.
