New Delhi [India], May 31 (ANI): Defence Secretary Rajesh Kumar Singh announced that the Ministry of Defence (MoD) has significantly shortened timelines for key processes in the military equipment procurement cycle as part of sweeping reforms aimed at boosting efficiency and advancing India's goal of 'Aatmanirbharta' in the defence sector, as per an official release.
Speaking at a defence conclave in the national capital on Friday, Singh stated that the decision will save an overall 69 weeks, noting that the Defence Acquisition Procedure (DAP) 2020 is being revisited to reflect current realities, shifting from the traditional nomination-based cost-plus procurement to a competitive pricing model where both public and private sectors can vie for orders.
This approach is already being implemented for shipbuilding and recently for the AMCA project, he added.
Singh's remark followed serious concerns raised by the Chief of Air Staff and Air Chief Marshal AP Singh during his address at the CII Annual Business Summit 2025 on Thursday over persistent delays in defence projects, the systemic issue of unrealistic timelines, and their impact on operational readiness.
Air Chief Marshal pointed at the recurring pattern of delays in project execution and criticised the practice of committing to unachievable deadlines in the context of the reported ongoing challenges with projects like the delivery of the aircraft.
Singh emphasised the critical role of self-reliance in preserving India's strategic autonomy and achieving the vision of Viksit Bharat while urging private industries to invest heavily in research and development (R&D) and capital equipment to strengthen the domestic defence ecosystem.
Deliberating upon India's Defence Vision, Defence Secretary Rajesh Kumar Singh said that it centres around Aatmanirbharta for preserving the strategic autonomy of the country. It is also critical in achieving the broader goal of Viksit Bharat, such as expanding our GDP from the current 4 Trillion Dollars to 32 Trillion Dollars by 2047, growing our manufacturing sector, enhancing India's start-up culture and widening our industrial base, generating employment and also its spin-off benefits that come from the dual use of technology.
He underscored the impact of indigenisation over the past decade, stating that India has transitioned from being the top importer in 2015 to becoming one of the top 25 exporters today. Over 100 Indian companies are now exporting to 100-plus countries. The list of products includes missiles such as Brahmos, rocket launchers like Pinaka, simulators, armoured vehicles, the Dornier aircraft, different types of ships, offshore patrol vessels, etc. The upsurge in exports can be gauged from the fact that our exports have grown 30 times in the last ten years to Rs 23,622 crores in the last financial year. Our defence industry today includes 16 Defence PSUs, 430 licensed companies and approximately 16000 MSMEs. Domestic defence sales also increased from Rs 43746 crores in 2014 to Rs 127000 crores in 2023-24.
Singh also highlighted record achievements in the financial year 2024-25, noting that the MoD has completely utilised the defence modernisation budget for the first time in the past five years and signed contracts worth a record Rs 2 lakh crores during the last financial year, which is the highest ever achieved and double that of the figures for 2023-24.
This would ensure that the armed forces' modernisation process keeps pace. It would also help the Ministry demand a higher share in the union budget, leading to a minimum defence to GDP ratio of 2.5 per cent in five years as a first step and thereafter to 3 per cent in the medium term. (ANI)

Dehradun: The Uttarakhand govt on Friday issued a provisional reservation list for district panchayat chairperson posts across 12 districts—drawing strong objections from the opposition Congress, which alleged that the move was "politically motivated and designed to benefit ruling party candidates". Objections to the proposal have been invited between Aug 2 and 4, with a final decision expected on Aug 6. According to the proposed list, the zila panchayat seats of Uttarkashi, Chamoli, Nainital, and Champawat have been left unreserved, while Tehri, Pauri, Dehradun, Rudraprayag, and Almora are reserved for women. Udham Singh Nagar is reserved for OBC, Bageshwar for SC women, and Pithoragarh for SC candidates. Congress veteran and six-time MLA Pritam Singh, whose son Abhishake Singh recently won as a zila panchayat member from Dehradun, strongly objected to the reservation of Dehradun for women, effectively disqualifying his son from contesting. He alleged that the ruling "BJP manipulated the process" to prevent Abhishake from running. "Since the beginning of the panchayat poll process, the govt made several attempts to use power to its advantage, it even tried to misuse the reservation of seats. People had approached the court," Singh said. But Congress members must not lose hope—we have the support of Uttarakhand's people. We will not accept this reservation," Singh said. Former CM Harish Rawat extended his support and "warned the govt to "correct the mistake before it's too late". Rawat alleged that the BJP was weaponising reservation to target a specific individual, undermining its constitutional purpose. Sharing his views on social media, Rawat wrote, "Power and politics must understand that reservation is a right, not a weapon. This constitutional right is granted to promote social justice and harmony. Unfortunately, the authorities in Uttarakhand are using reservation to settle scores with political opponents and for personal gain. We have consistently observed that the BJP is using this sacred right for unholy political purposes in municipal and rural council elections. Had the reservation for district councils been announced along with others, many candidates might have reconsidered their decision to run for election." Meanwhile, BJP media in-charge Manveer Singh Chauhan told TOI, "After seeing the result, the Congress members are scared. People have once again voted against them. Let me remind them that the proposed reservation list has been announced based on the Panchayati Raj rules framed by the Congress govt back in 2016. Boxing Federation of India (BFI), Interim Committee Chairman Ajay Singh has stepped down from his post to enter the electoral fray. The BFI elections, which have been in limbo for months, are now scheduled to be held on August 21, the Interim Committee announced on Friday. In a letter dated August 1 to World Boxing President Boris van der Vorst, Singh stated: "As you are aware, the Interim Committee of the Boxing Federation of India (BFI), appointed by World Boxing, has diligently carried out its responsibilities in accordance with the mandate entrusted to it. "The committee has ensured the smooth functioning of the federation and upheld the standards of governance during this transitional phase. I am pleased to inform you that the elections of the Boxing Federation of India have now been formally announced and are scheduled to be held on 21st August 2025. "Since I intend to contest the forthcoming elections, I believe it is appropriate and in the interest of fairness and transparency that I step down from the position of Chairman of the Interim Committee with immediate effect." Accepting his resignation, World Boxing appointed Fairuz Mohammed, the President of Singapore Boxing and the organisation's observer on the panel, as the new Interim Committee Chairman. "We respect this decision and hereby appoint Mr. Fairuz Mohammed, President of Singapore Boxing, as Chairman of the Interim Committee to ensure continuity till the new body is elected," van der Vorst stated in his official reply to Singh. To ensure transparency and fairness in the election process, World Boxing also confirmed that President Boris van der Vorst and Acting Secretary General Mike McAtee will be present in Delhi as official observers during the elections. "Additionally, we wish to inform you that I, myself, along with Mr. Mike McAtee, Acting Secretary General of World Boxing, will be present in India on 21st August 2025 to act as observers for the BFI elections," van der Vorst added. Ajay Singh, has already served two four-year terms as BFI President. He is now aiming for a third and final term, as allowed under the 2011 National Sports Development Code of India. After months of uncertainty, litigation, and interim management, the August 21 elections mark a long-awaited return to a democratically elected leadership in Indian boxing According to a circular issued by Singh himself, the federation's Annual General Meeting (AGM) will begin at 11:00 AM and will include elections for key positions for the 2025-2029 term. All member state units and Union Territories have been directed to submit the names of two representatives by 5:00 PM on Monday. The agenda also includes confirmation of minutes from the previous AGM and discussion of other matters, subject to the Chair's approval. The BFI elections were initially slated for March 28, but were stalled due to legal disputes and internal strife. In response, World Boxing appointed a six-member Interim Committee, chaired by Ajay Singh, on April 7, to manage the day-to-day operations of the federation and facilitate resolution of the ongoing issues. The committee was appointed "with immediate effect for a period not exceeding 90 days," but its tenure was extended with a renewed mandate to conduct elections by August 31, in line with World Boxing's deadline.

New Delhi: Boxing Federation of India's (BFI) interim committee president Ajay Singh has resigned from the post to run for a third term as federation president later this month. He tendered his resignation to World Boxing late on Friday, hours after sending a circular announcing the BFI AGM and elections on August 21. The world body accepted his resignation on Saturday. (HT) 'Since I intend to contest the forthcoming elections, I believe it is appropriate and in the interest of fairness and transparency that I step down from the position of chairman of the interim committee with immediate effect. World Boxing may accordingly nominate a suitable individual to oversee any necessary functions of the interim committee until the new executive body is duly elected,' Singh wrote in his email to WB president Boris van der Vorst. The tenure of the previous set of BFI office-bearers ended on February 2. Elections were initially scheduled for March 28 but were delayed due to multiple litigations which led WB to constitute an interim committee under Singh's stewardship. Last month, the world body had urged the interim committee to hold elections by August 31. The global governing body has asked Fairuz Mohammed — he was WB's observer in the interim committee — to take charge of the federation's daily operations till the new BFI president is elected. 'We respect this decision and hereby appoint Mr Fairuz Mohammed, president of Singapore Boxing, as chairman of the interim committee to ensure continuity till the new body is elected,' van der Vorst said in his response to Singh's communication. Both van der Vorst and WB acting secretary-general, Mike McAtee, will be present as observers for the elections. Singh has completed two four-year terms as BFI president and is now aiming for a final stint, as per the 2011 National Sports Development Code of India.
