Strengthening multilateralism key to global stability, growth: experts
KUALA LUMPUR, June 18 (Xinhua) -- Strengthening multilateralism will enable the world to move beyond current geopolitical tensions, paving the way for cooperation and sustained economic growth, experts told a forum organized by the Institute of Strategic and International Studies (ISIS) Malaysia here.
During the June 17-19 38th Asia-Pacific Roundtable (APR) held in Kuala Lumpur, experts also noted that the real divide in the international community is not between the West and the Global South, but between countries that adhere to common values and norms in global affairs, and those that do not.
They noted that small and medium-sized powers are increasingly relying on multipolar partnerships and alternative frameworks to navigate a more volatile world.
Chief executive of the Asia New Zealand Foundation Suzannah Jessep observed that smaller countries are finding new ways to protect their interests by forging partnerships built on shared priorities and mutual trust.
"The world has become more unpredictable, more so for small and middle powers... Small and middle-sized powers have a clear stake in resisting the drift toward a world where 'might is right' and where we are left to contend with chaos rather than pursue cooperation," she added.
Rather than choosing sides, countries like Malaysia are deepening ties across different platforms as a hedge against rising uncertainty. Experts stressed that such flexibility is essential for long-term resilience.
Professor Kuik Cheng-Chwee of Universiti Kebangsaan Malaysia highlighted that regional platforms such as ASEAN and emerging blocs like BRICS provide smaller nations with diversified relationships and reduce dependence on any single power bloc.
"Malaysia has been a strong proponent of the ASEAN mechanism while at the same time participating in groupings such as the BRICS. When geopolitical tensions arise, they create uncertainties and there are more reasons to have additional mechanisms. Hedging is about reducing risks," he explained.
Given today's global interdependence, local disruptions often have far-reaching consequences. Experts underscored the need to build resilience and strengthen regional cooperation through an adaptive and inclusive multilateral system.
Malaysian Foreign Minister Mohamad Hasan stressed the need to strengthen regional resilience and shift away from relying on singular strategic partners.
"We must keep multilateralism alive. But we also have to ensure that the way we do it changes... It is time for us to stop pinning the weight of our hopes on any one partner to carry us through instability, but instead, to nurture international cooperation that enables us to all support each other," he said.
For his part, Chinese Ambassador to Malaysia Ouyang Yujing highlighted that coexisting peacefully is an intrinsically Asian value.
"In face of such adversity, we should be firm in pursuing the Asian vision of common, comprehensive, cooperative, and sustainable security, and strive for common development based on extensive consultation, joint contribution and shared benefits," he said, adding "We should do everything we can to ensure Asia's continued peace and stability."

He was 76. - Bernama file photo "He was the chief advisor to the late Tun Samy Vellu (then MIC president), and in 2004, he was the one who proposed my name to Tun to contest in Selangor (Kota Raja parliamentary seat). "He also played a key role in bringing me back into active politics and assisted in my appointment as a Senator in 2014,' he told reporters at Palanivel's residence here. MIC deputy president and Tapah Member of Parliament, Datuk Seri M. Saravanan described Palanivel as a grassroots leader who began his political career as Press Secretary to Samy Vellu before rising through the party ranks to become MIC president in 2010. "He introduced many reforms in the party, including launching various welfare programmes for Indian women such as Amanah Ikhtiar, Surya Cooperative, and others,' he said. Former MIC president and ex-Health Minister Tan Sri Dr S. Subramaniam said Palanivel, as MIC's eighth president, served in various party and government positions, including as Deputy Minister, full Minister, and Member of Parliament for Hulu Selangor and Cameron Highlands. "One of his firmest principles was to ensure that MIC stood on its own, free from external influences and was recognised as a strong entity in national politics,' he said. Former Deputy Minister in the Prime Minister's Department and former MIC deputy president Datuk Seri S. K. Devamany also described Palanivel's passing as a major loss to the country. "For over four decades, he contributed to leadership and the welfare of the community. Many in the Indian community benefitted from his efforts. I urge the public, especially the younger generation, to appreciate the contributions of past leaders while they are still with us,' he said. Palanivel played a crucial role in the MIC leadership, starting as the party's treasurer-general from 1991 to 1994 before being elected vice-president in 1995, a post he held for 10 years. He later advanced in leadership as deputy president of MIC from 2006 to 2010, and was elected party president in December 2010, leading the MIC until 2015. Throughout his tenure, Palanivel was known as a committed figure in championing the rights and development of the Indian community, while implementing various structural reforms in the party. Malaysia, Russia to sign MoU on disaster management cooperation this year
PUTRAJAYA: Malaysia and Russia are expected to sign a Memorandum of Understanding (MoU) on cooperation in disaster management this year. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the MoU will serve as a practical framework for joint training, knowledge exchange and coordinated emergency response. "As Asean Chair this year, Malaysia remains committed to regional leadership in disaster response," he told a joint press conference with Russian Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters Minister (Emercom) Colonel General Alexander Kurenkov, here today. Zahid, who is also the Central Disaster Management Committee chairman, said Malaysia welcomed Russia's offer of capacity-building programmes for Malaysian officers, including a specialised training course in Vladivostok this September. "We are exploring broader collaboration, including technology transfer in Unmanned Aerial Vehicles (UAV) applications for disaster monitoring," he added. Zahid said Malaysia's National Disaster Management Agency (Nadma) team was among the first to arrive in Myanmar following the recent earthquake, operating alongside international teams including Emercom's RUS-03. He added that Malaysia and Russia agreed to conduct joint search and rescue (SAR) training between the Special Malaysia Disaster Assistance and Rescue Team (Smart) and Russia's RUS-03 team. He also expressed appreciation to Russia for the offer to train Malaysia's Smart team and the invitation to allow senior officers from the Fire and Rescue Department of Malaysia to participate in a specialised course at a leading university in St. Petersburg. Zahid also values the inclusion of Emercom's cultural ensemble as part of the visit, describing it as a meaningful gesture that fosters people-to-people ties and strengthens the foundation of the long-standing bilateral relationship between Malaysia and Russia. Zahid said he is looking forward to attending the upcoming international conference and the disaster management event hosted by Russia in Azerbaijan. Earlier, Zahid received a courtesy call from Kurenkov, marking an important milestone in enhancing Malaysia and Russia's cooperation in disaster management. Meanwhile, Kurenkov said that during the meeting, several key areas were discussed, including the professional training and education of firefighters and rescue personnel. "Emercom's academies offer a wide range of programmes for international specialists, not only for firefighters and rescuers but also for medics, dog handlers and UAV operators," he added. He also emphasised Emercom's interest in understanding Malaysia's modern approaches to fire and rescue training, noting the value of exchanging best practices. In addition, he said both sides are committed to improving mutual early-warning capabilities and risk communication related to natural disasters, particularly in the areas of prevention, prediction and risk management using the systems of space monitoring and distant zoning of Earth. Malaysia-US Tariff Talks Went Well, Says PM Anwar
BUSINESS KUALA LUMPUR, June 19 (Bernama) -- Prime Minister Datuk Seri Anwar Ibrahim said discussions between Malaysia and the United States (US) on the imposition of US unilateral tariffs went smoothly. Anwar, who is also the finance minister, said he was informed of the positive progress earlier today by Investment, Trade and Industry (MITI) Minister Tengku Datuk Seri Zafrul Abdul Aziz and Finance Minister II Datuk Seri Amir Hamzah Azizan, who are currently in the United States. 'This morning, I received a message from the MITI minister and the finance minister that their meeting with the US Secretary of Commerce, who has been extremely busy, (went) excellently,' he said in his keynote address at the 38th Asia-Pacific Roundtable: Recalibrating Asia's Frontiers, here today. The prime minister stressed that Malaysia has consistently relied on sound reasoning and principles to pursue what is fair and just, and he urged fellow ASEAN member states to adopt a similar approach. Tengku Zafrul arrived in the United States on Tuesday to initiate discussions on US reciprocal tariffs, ahead of the July 8 expiry of a temporary 90-day suspension. Malaysia currently faces a 24 per cent tariff on selected exports to the United States. The trade minister said his delegation's priority is to negotiate improved market access and address supply chain-related challenges. Meanwhile, Anwar said international trade must be governed by transparent rules and legal predictability, not by unilateralism or coercive economic measures. 'Disruptions in trade and supply chain will only leave detrimental effects on businesses and hamper economic growth, further impacting efforts towards ensuring the socioeconomic well-being of the people,' he added. He noted that the imposition of unilateral tariffs by the United States is a significant challenge to Malaysia and the region, as they are deeply plugged into global supply chains. 'Malaysia will continue to engage constructively with the United States, China, the European Union, India, and others in advancing our national interests. And let there be no doubt that Malaysia's strategy of active non-alignment is a deliberate and principled framework, designed to maximise strategic flexibility, preserve decision-making autonomy, and engage all partners on our terms,' he reiterated. Anwar said Malaysia looks forward to collaborating as a partner country of BRICS and finding new avenues of 'niche area' cooperation in the grouping. The recent reinvigoration of BRICS to include members and partner countries from the Middle East, Southeast Asia, Central Asia, Africa, and South America is the very essence of bridging regions, he added.
