$1B plan to renovate troubled Rice Street Jail approved by Fulton County commissioners

Fulton County Board of Commissioners approved a proposal Wednesday to revitalize the troubled Rice Street Jail and create an additional center for special inmate populations. The proposal was approved 4-1-1. As Channel 2 Action News reported Monday, the proposal to renovate the existing jail and build a new special purpose facility will cost over $1 billion. The proposal was championed by Board Chairman Robb Pitts. [DOWNLOAD: Free WSB-TV News app for alerts as news breaks] The new Special Purpose Building is designed to serve vulnerable populations and offset the future need for outsourcing of inmates to out-of-county jail facilities, according to the proposal. The vote comes amid concerns about the crumbling facility. A report by the Department of Justice last year said the condition of the jail violates the civil rights of the people incarcerated within. The Fulton County Sheriff's Office agreed with the DOJ to a 'court-enforceable' consent order in January. As Channel 2 reported, an investigation into civil rights violations at the Rice Street Jail began in July 2023, in the wake of inmate LaShawn Thompson's death due to 'severe neglect' and an infestation of bed bugs in his cell, as well as multiple other incidents at the facility. Jacksonville mother of 5 missing for 2 days found alive in woods

A Jacksonville woman who disappeared Monday was found alive in the woods Wednesday after a massive rescue effort by police and firefighters. Kayla Bailey was last seen early Monday morning by one of her daughters as she left her home on Maxville Boulevard, her family told Action News Jax. Authorities said she could be in danger, sparking a search that covered the community and nearby wooded areas. >>> STREAM ACTION NEWS JAX LIVE <<< The Sky Action News Jax drone took video of the dense forest where Bailey was found. First responders described the discovery as a relief after she had gone two days without food, water, or shelter. 'She was found in a wooded area just off a trail,' Jacksonville Sheriff's Office Sgt. Michael Monts said. 'She was laying on the ground. She was alive and well when rescuers walked up on her.' 'Search teams went out on UTVs … They were able to see her feet in the woods … and went and found her,' JFRD Chief Gary Kuehner said. Authorities mapped out the extensive search, which included officers on horseback, on foot, and by boat. Hours after Action News Jax interviewed him, Bailey's husband, Joshua Bailey, was booked into jail on charges of violating probation and a domestic violence-related restraining order. Authorities said the arrest was not connected to the investigation of his wife's disappearance. 'The charges that he was arrested for are totally unrelated to the missing person's investigation,' Monts said. 'Our victim was recovered alive and well. Which is great news to us,' Monts said. Authorities continue to investigate the circumstances surrounding Bailey's disappearance. ‘Perfect family' of four found massacred inside New Hampshire home in apparent murder-suicide

A 'perfect' family of four was found shot to death inside their New Hampshire home in what officials believe was a murder-suicide – that left a toddler orphaned as the massacre's sole survivor. Ryan Long, 48, his wife, Emily Long, 34, and their two young children, Parker, 8, and Ryan, 6, were discovered Monday night after authorities received a chilling 911 call reporting multiple deaths inside the family's Madbury home, the New Hampshire Attorney General's Office said, WBZ-TV reported. The couple's three-year-old child was found alive and unharmed inside the house, and is now in the care of family. 4 Ryan Long, 48, his wife, Emily Long, 34, and their two young children, Parker, 8, and Ryan, 6, were discovered shot to death Monday night. CBS News 'It was shocking,' neighbor Bevy Ketel told the outlet. 'It was a perfect family as far as we knew. It's just shocking. We didn't see it coming.' Officials said the slain family members appeared to have suffered gunshot wounds and were pronounced dead at the scene, where a gun was found near their bodies. 4 The four slain family members were found inside their Madbury home, where a gun was recovered nearby. CBS News The case is now being probed as a potential murder suicide as authorities await autopsy results. 'One of the biggest questions they have right now is motive, why?' Assistant Attorney General Ben Agati told WCAX. 'And I think that's probably one of the more difficult things that they are trying to grasp to understand how this came to be.' 4 The couple's three-year-old child was found alive and unharmed inside the slaughter house. CBS News While a motive remains unclear, the family's matriarch — who worked as director of operations at the restaurant chain Wing-Itz, according to her LinkedIn — often posted on social media about her struggles and despair as she coped with her husband's terminal cancer diagnosis. Ryan, a school psychologist at Oyster River Middle School in Durham, was reportedly diagnosed with glioblastoma, a highly aggressive form of brain cancer. In a TikTok posted just two days before police made the horrific discovery, Emily told her nearly 8,000 followers that her children were 'definitely struggling' and she herself had been 'really depressed' as she tried to restore health habits and normalcy in the home as her husband's health declined. 4 Emily Long posted a TikTok two days before cops made the horrific discovery. Titkok/emilylong41 'I am determined to create normalcy,' she said in her grim video. 'I have been struggling so much and really depressed and just have really become reclusive, and just wanted to be with my kids and my husband. That being said, I'm making a change and it is starting today … And I'm making a point to get out my depression and do this for my family.' The tragedy remains under investigation.
