41-member Ethiopian delegation meets Delhi Assembly Speaker Vijender Gupta
The Ethiopian delegation, comprising Zahra Humed, deputy speaker of the Union Parliament, alongside speakers of regional parliaments, state ministers, departmental secretaries, and heads of security bureaus, visited the Delhi Assembly premises for a discussion on parliamentary practices and experiences, it said.
The delegation is in India as part of a 'Capacity Building Programme for Civil Servants of Ethiopia' organised by the National Centre for Good Governance (NCGG) from May 12 to May 17.
New Delhi, May 15 (PTI) Delhi Assembly Speaker Vijender Gupta on Thursday interacted with a 41-member high-level delegation from Ethiopia, according to an official statement.
Gupta expressed the honour of hosting the Ethiopian delegation and underscored the deep-rooted historical and cultural connections between India and Ethiopia, exemplified by shared traditions, it said.
He also highlighted Delhi's governance advancements, including the adoption of the National e-Vidhan Application (NEVA) for paperless operations, the installation of a 500 kw solar power plant — making it India's first fully solar-powered Assembly — and the digitisation of the Assembly library to conserve legislative heritage, it said.
Gupta emphasised the value of international legislative cooperation and people-to-people exchanges in fostering mutual understanding and shared progress.
'The Delhi Legislative Assembly is not merely a legislative centre, it is a living monument of India's democratic journey. We are delighted to welcome our Ethiopian colleagues to this historic institution and look forward to continued collaboration and mutual learning,' he said. PTI SLB RHL

Delhi Court Acquits Former Secretary HC Gupta In Coal Scam Case
New Delhi: A Delhi court on Friday acquitted former coal secretary HC Gupta, ex-joint secretary (coal) KS Kropha and then director KC Samaria in a coal scam case related to irregularities in the allocation of Mahugarhi Coal Block in Jharkhand. Today marks Gupta's second acquittal in coal block related cases whereas he has been convicted in five other cases and his appeals are currently pending in Delhi High Court. The CBI has also challenged his acquittal in the first case. There were total 19 cases filed by the CBI against Gupta, of which 12 are pending before trial courts. Special Judge Sanjay Bansal while pronouncing the verdict on Friday convicted JAS Infrastructure Capital Ltd and its then director Manoj Kumar Jayaswal for cheating and criminal conspiracy in securing coal block's allocation. The judge would hear arguments on sentencing on July 8. A total of 29 corruption cases filed by the CBI are currently pending before two special courts set up to try cases arising out of coal scam whereas 27 cases have been disposed of so far. On January 16, the Enforcement Directorate informed the top court that 45 complaints (ED's equivalent to a chargesheet), including supplementary ones, were pending under the PMLA. The top court in 2014 quashed 214 coal blocks allocated by the Centre between 1993 and 2010 after taking note of two PILs and had ordered a trial by a special CBI Judge. It later increased the number of the courts to two to try the scam-related cases. The CBI was represented by special public prosecutor R S Cheema, additional legal advisor Sanjay Kumar and public prosecutors A P Singh and N P Srivastava in the case. The CBI lodged the case on the reference of Central Vigilance Commission against officials of Ministry of Coal for alleged corruption in the matter of allocation of coal blocks to the private companies during period 2006-09. It was alleged in the FIR that JAS Infrastructure Capital Pvt Ltd and its Director Jayaswal had misrepresented/concealed facts in the application form in order to qualify and obtain wrongful gains/undue benefits in allocation of Mahuagarhi coal block. The CBI spokesperson in a statement on Friday said, "This is the 19th conviction in coal block allocation cases investigated by CBI. Initially, the CBI had filed final report (closure) in the case on November 20, 2014." The special court had previously taken cognisance and framed charges against JAS Infrastructure Capital Pvt Ltd, Manoj Kumar Jayaswal, H C Gupta, K S Kropha and K C Samaria. "The allegations in the case were that the accused private persons, namely the promoters of JAS Infrastructure Capital Pvt. Ltd, had made false and misleading claims regarding the financial net worth of the company," the CBI said. They further misrepresented the appraisal and syndication of debt by financial institutions, with a view to securing the wrongful allocation of a coal block, the CBI spokesperson said. The company, it was alleged, "deliberately concealed" material facts concerning the previous allocation of coal blocks to other group or associate companies in the application and feedback forms. "The company had also dishonestly projected the net worth of unrelated third-party companies- Inertia Iron & Steel Industries Pvt. Ltd. and IL&FS- as its own, both in its application and during the presentation made before the Screening Committee for the allocation of Mahugarhi Coal Block," the statement said. The CBI examined 18 prosecution witnesses in support of its case.

In US, Shashi Tharoor explains why ‘mediation' with India won't work: ‘Pakistan is a revisionist power'
Congress MP Shashi Tharoor on Thursday dismissed the idea of mediation between India and Pakistan, arguing that it is not viable because the two countries are not equals. He said Pakistan is a 'revisionist power' that harbours terrorists and seeks to disrupt existing geopolitical arrangements. Speaking at the council on foreign relations in Washington, Tharoor said, 'Mediation is not a term that we are particularly willing to entertain. I'll tell you why not. The fact is that this implies, even when you say things like broker or whatever, you're implying an equivalence which simply doesn't exist,' news agency PTI reported. The Congress MP's comments come amid repeated claims by US President Donald Trump that he helped in 'mediating' tensions between India and Pakistan last month. Since May 10, Trump has said multiple times on separate occasions that he helped broker a ceasefire between the two countries after 'a long night' of talks. He has also claimed he offered both sides the prospect of increased trade with the US in exchange for peace. Meanwhile, Tharoor went on to say, "There is no equivalence between a state that is a status quo power that just wants to be left alone by its neighbours and a revisionist power that wants to upset the geopolitical arrangements that have existed for the last three-quarters of a century. There is no equivalence possible in these cases, and in these circumstances, to suggest that you can mediate between two unequals is not possible," he added. When asked how he would describe the American role in the situation, Tharoor said he was 'guessing to some degree' but believed Washington stayed engaged with both sides during the crisis. 'Certainly my government received a number of calls at high levels from the US government, and we appreciated their concern and their interest,' he said. 'Our assumption is that's where, because that's the side that needed persuading to stop this process, that may well have been where their messages really had the greatest effect. But that's guesswork on my part. I don't know what they said to the Pakistanis.' The Congress leader who is leading a multi-party delegation on Operation Sindoor, stressed that India sees no similarity between 'terrorists and their victims.' "There is no equivalence between a country that provides safe haven to terrorism, and a country that's a flourishing multi-party democracy that's trying to get on with its business," he said. Trump, during a meeting with German Chancellor Friedrich Merz on Thursday, again said he was 'very proud' of helping to stop the India-Pakistan conflict. 'I spoke to some very talented people on both sides, very good people on both sides,' Trump said, adding that he warned them the US wouldn't make trade deals if the conflict continued. 'You know what, I got that war am I going to get credit? I'm not going to get credit for anything. They don't give me credit for anything. But nobody else could have done it. I stopped it. I was very proud of that.' India and Pakistan conflict that started on May 7 after India's military response to April 22 Pahalgam terror attack ended on May 10 after four days of cross-border drone and missile strikes. India has firmly maintained that the agreement to end hostilities was reached through direct military-to-military talks between the Directors General of Military Operations (DGMOs) of both nations.
