
China's fight against price wars is an uphill battle
The Chinese internet slang for 'involution' originally referred to competitive pressures faced by young Chinese in education and the workplace. Since early 2024, however, the word has come to describe supposedly excessive, unsustainable competition among Chinese firms, where more resources are being invested without increasing higher returns.
The Chinese government began to highlight the economic dangers of involution as early as June 2024, opens new tab in the face of declining corporate margins and profitability across diverse sectors such as electric vehicles, solar panels, lithium batteries, steel, cement and food delivery.
Critiques of "excessive" competition grew much louder in the first half of 2025 as several price wars escalated. In particular, EV leader BYD(002594.SZ), opens new tab started sharply cutting prices, and food delivery giant Meituan (3690.HK), opens new tab and new ecommerce platform JD.com(9618.HK), opens new tab began offering discounts and subsidies.
Increased competition in China also appears to be amplifying deflationary pressures. While China's Producer Price Index (PPI) has been in negative territory for much of the last three years, hopes of escaping this morass were ignited in mid-2024 as domestic demand appeared to be recovering. However, that optimism was doused this year as price wars intensified, with PPI falling by 3.6% year-on-year in the most recent report.
China's government, recognising that industrial overcapacity is a potential danger to the domestic economy, launched a multi-pronged anti-involution campaign in July.
The program seeks to channel investment funds to advanced manufacturing, control production in highly competitive industries like steel, oversee pricing and subsidies in EVs and food delivery, and continue phasing out obsolete industrial capacity.
It's early days, but some nascent impacts are visible. Carmakers' average price discount declined in July, and Meituan, JD.com and Alibaba (9988.HK), opens new tab recently agreed to end aggressive discounting in food delivery and promote "fair competition".
Industry consolidation has accelerated as well. Polysilicon manufacturers are discussing the creation of a $7 billion fund to acquire and shut down almost one-third of their production capacity and restructure part of the loss-making sector.
Additionally, the country's largest coal miner, China Shenhua Energy (601088.SS), opens new tab , stated its intention to acquire various assets from the subsidiaries of its controlling shareholder to improve operational efficiency.
China's anti-involution program faces myriad hurdles, however.
For one, most of the targets of the anti-involution program are in the private sector, which means they will be making voluntary pledges to maintain pricing discipline and thus could revert to aggressive tactics in the face of market pressure.
Importantly, Beijing's previous supply-side structural reforms from 2015-17 reduced excess capacity among state-owned firms, over which Beijing, by definition, had much more control.
Moreover, many of China's local governments are highly indebted and may prioritise short-term revenue generation over long-term reform, potentially offering subsidies to firms to attract investment even in industries targeted by the anti-involution campaign.
Innovation in emerging technologies could also be a casualty if deterring overlapping investments hinders experimentation with different approaches. And tighter oversight on pricing and capacity could dampen private capital's investment enthusiasm overall.
Finally, one of the biggest risks to the implementation of the program is the possibility of job losses as industries consolidate and become more inefficient.
While China's youth unemployment rate has declined recently, it remains high and could increase over the next few months as over 12 million new university graduates join the workforce. And the private sector – the target of the anti-involution program – generates the vast majority of China's incremental employment.
China's anti-involution efforts have had some success, but this will likely not be a short fight.
First, to truly absorb excess capacity in various industries, Beijing will almost certainly have to stimulate domestic consumption more aggressively than it has in the past. Sentiment among Chinese consumers remains quite low, implying that the monetary and fiscal stimuli undertaken by China's government over the past year have had only a limited impact.
The government could also consider more innovative, hitherto untested policies.
For example, it could mandate superior product quality to weed out players who compete purely on cost to encourage industry consolidation. However, defining 'low quality' and enforcing standards would be challenging, and this strategy may be less effective in services industries.
Another way to reduce the incentives for extreme competition would be encouraging collaboration between firms through technology sharing and mutual equity holdings.
And the increased availability of patient long-term capital could obviate the need for companies to ramp up production and revenues rapidly.
The anti-involution program marks a new phase of China's pursuit of high-quality development. Enforcing pricing discipline and market stability in furiously competitive industries will be no easy task. That means an updated playbook may be needed.

Shein's UK sales surge 32% higher amid stock market float plans
Fast fashion giant Shein has revealed its UK sales surged by almost a third last year ahead of plans to float the company. Fresh accounts filed on Companies House also showed higher profits as its low-price products continued to attract growing popularity, particularly among younger shoppers. It comes as the online retail group, which was founded in China and headquartered in Singapore, continues with efforts to secure a stock market IPO (initial public offering). The company had been widely tipped to launch on the London Stock Exchange but is reportedly nearing a listing in Hong Kong following criticism from politicians and failure to secure approval from China's securities regulator for the overseas listing. New filings for Shein Distribution UK Ltd, the retailer's UK operation, showed that sales in the region grew by 32.3% to £2.05 billion in 2024. Shein said it benefited from the opening of two new offices in Kings Cross and Manchester, the launch of a pop-up shop in Liverpool and a Christmas bus tour across 12 cities in the UK. Meanwhile, it also reported a pre-tax profit of £38.3 million for the year, having risen from £24.4 million in 2023. In the accounts, the company warned that pressure on consumer sentiment could pose a potential risk to future trading. The retailer focuses on low-cost fashion but has also expanded to sell products including toys and crafts. Shein has come under pressure in the US over the past year, with President Trump's administration scrapping a 'de minimis' duty exemption on low-value packages. Shein had been accused of bundling small packages in a bid to reduce its tax payments. The Labour Government has said it is reviewing a similar policy in the UK, amid concerns it is giving retailers such as Shein and Temu an advantage over rivals.

India's Modi vows to protect farmers, cuts tax, pushes self-reliance amid Trump tariff tensions
NEW DELHI, Aug 15 (Reuters) - Indian Prime Minister Narendra Modi urged the country on Friday to move towards more self-reliance, manufacture everything from fertilisers to jet engines and EV batteries, and vowed to protect farmers in the face of a trade conflict with Washington. With the punishing tariffs imposed on Indian exports by U.S. President Donald Trump expected to hurt growth in the world's fastest growing major economy, Modi announced lower goods and services taxes (GST) from October - a move that could help boost consumption. He also announced India would set up a new defence system called 'Sudarshan Chakra' in the aftermath of India's four-day military conflict with Pakistan in May. He did not elaborate but a government statement said the system is aimed at neutralising enemy infiltrations and enhancing India's offensive capabilities. Indian defence and policy circles have informally referred to the Russian S-400 air defence system - which played a key role during the fighting with Pakistan - as Sudarshan Chakra, after a Hindu mythological weapon. Modi was addressing the nation on the occasion of its Independence Day at a time New Delhi has been struggling with Trump's tariffs and the collapse of trade talks, largely due to differences over imports of American farm and dairy products. "Farmers, fishermen, cattle rearers are our top priorities," Modi said in his customary annual address from the ramparts of the Red Fort in New Delhi. "Modi will stand like a wall against any policy that threatens their interests. India will never compromise when it comes to protecting the interests of our farmers," he said. Modi did not mention the tariffs or the U.S. in his speech that lasted nearly two hours. Last week, Trump imposed an additional 25% tariff on Indian goods, citing New Delhi's continued imports of Russian oil in a move that sharply escalated tensions between the two nations. The new import tax will raise duties on some Indian exports to as high as 50% - among the highest levied on any U.S. trading partner. Modi has never spoken about the tariffs directly, only alluding to them in a speech last week, where he swore to protect the interests of farmers, even if it came at a personal price. Farmers are a key political constituency in India and they violently protested against Modi's last big push to reform the sector, forcing him to repeal three farm laws in 2021 in what was a rare defeat for him. Although local manufacturing and self-reliance have been Modi's key focus areas for years now, the push is seen to have gained urgency amid ongoing global trade tensions and supply chain disruptions. "The need of the hour is to take a resolve for building a strong India ... I want our traders, shopkeepers to display boards for 'Swadeshi' products," Modi said, using the Hindi word for made in India goods. He said made in India semiconductor chips would hit the market by the end of this year and that India was pushing for self-reliance in producing critical minerals with exploration underway at more than 1,200 locations. Trump's tariffs threaten to disrupt India's access to its largest export market, where shipments totalled nearly $87 billion in 2024, hitting sectors like textiles, footwear, shrimp, gems and jewellery. In retaliation, some supporters of Modi have sought to stoke anti-American sentiment and called for a boycott of U.S. companies such as McDonald's, Coca-Cola, Amazon and Apple. Trade talks between New Delhi and Washington collapsed after five rounds of negotiations over disagreement on opening India's vast farm and dairy sectors and stopping Russian oil purchases. Modi's promise to cut GST by October's Diwali festival, which encompasses one of India's biggest shopping seasons, follows previous commitments to overhaul it by reducing the number of rate brackets under the 2017 tax regime. A group of ministers have been preparing a report that will consider merging tax slabs and lowering rates on some products. In February, India cut personal income tax for some individuals to boost spending. Earlier this month, the central bank kept interest rates steady, following a 100 basis point cut this year so far. The government has proposed to the ministers' panel that it recommend reducing taxes on mass use items as well as on goods used by women, students and farmers to boost consumption and enhance affordability, the finance ministry said in an X post. The government will move towards making GST a simple tax with two rate slabs, one standard and another merit, it said. Special rates will be applicable only for a few select items.
