Chow aims for Penang govt to have RM1bil reserves by end of his term
GEORGE TOWN: Penang Chief Minister Chow Kon Yeow has expressed his goal to leave the state with a strong financial foundation, targeting RM1bil in reserves by the end of his final term.
This follows a RM100mil cash advance from the Federal government to help offset a projected budget deficit this year.
"With these achievements and our continued commitment, I am confident our Penang 2030 agenda will be fulfilled.
"I hope to hand over the state in strong financial standing, what I call surrendering the state in a battle-ready condition," he said during his winding-up speech at the state assembly on Thursday (May 22).
Chow (PH–Pengkalan Kota), who took office as chief minister in 2018, is expected to step down at the end of the current term.
He said the RM1bil target would provide the next administration with fiscal flexibility to support development initiatives and public welfare.
According to Chow, who is also the state finance, economic development, land, and communications committee chairman, the RM100mil advance was approved and disbursed last year.
He said it will be repaid through reduced federal grant allocations between 2027 and 2029.
Chow also confirmed that the Federal government had rejected Penang's long-standing request for 20% of the federal tax revenue collected in the state to be returned.
"We accept that they have rejected it, but we will continue to demand it," he said.
On the state's revenue, Chow announced that it has recorded a surplus of RM78.2mil as of Tuesday (May 20).
He said Penang has recorded RM374.4mil in revenue against RM296.2mil in expenditure.

The Penang Chief Minister said he has instructed state housing and environment committee chairman Datuk Seri S. Sundarajoo to review the policy with developers to expand the discount to all buyers. He said the move will make it more inclusive and beneficial to all segments of society in line with the principle of social justice. On Saturday, he issued a formal statement on the matter but about an hour later, Penang DAP chairman Steven Sim announced that Chow agreed to suspend the discount offer pending the review. The initial policy announced by the state government was criticised by MCA, which described it as racially divisive. State MCA secretary Yeoh Chin Kah questioned why the Penang government could not base its housing policy on economic status rather than race and religion, expressing confusion that DAP, a party advocating for a 'Malaysian Malaysia', would introduce such a racially framed initiative. 'The people of Penang cannot accept this policy and condemn it for dividing the races,' he said.

PH defends Anwar amid civil suit: No grounds for gardening leave
FOR years, Malaysians heard the call from PH for prime ministers and ministers to go on 'gardening' leave or to simply quit their posts in the event of investigations against them. He emphasised that in the Westminster system, taking leave is only appropriate in cases of criminal misconduct or serious conflicts of interest, not civil disputes. Bryan warned that applying such a standard broadly would destabilise governance, as many leaders face civil suits that do not imply guilt or criminal wrongdoing. 'In the Westminster system, only when a leader is being investigated for serious misconduct, or if there is a serious conflict of interest, would taking leave or resigning be considered appropriate or ethical,' he said. 'A civil suit, such as a defamation case, is a dispute between individuals or private parties and does not involve criminal investigations, corruption, or abuse of power in an official capacity,' he explained when contacted by Suara Keadilan. Meanwhile, Hanani Dhamirah, a member of Angkatan Muda Keadilan Malaysia, rejected the call by Srikandi Muda Bersatu for Anwar Ibrahim to go on leave, calling it baseless and a misuse of legal processes. She argued that it does not warrant taking leave, as civil cases are personal legal disputes, not evidence of wrongdoing or prosecution. Mohamad Shahrul Adnan, Chief of Angkatan Muda Keadilan Klang added that the call is a political distraction, not grounded in legal facts. Shahrul also emphasised that there is no legal basis requiring Anwar to take leave and that he continues to perform his duties with integrity. He further accused PAS of misusing legal issues for political gain and attempting to divert attention from their own failures in state governance and lack of constructive national opposition.
