Set Up Team To Probe Rahul Gandhi's Vote Theft Claims: Petition In Top Court

NDTV18 hours ago
New Delhi:
A plea has been filed in the Supreme Court seeking the constitution of a special investigation team headed by a former judge to inquire into allegations of electoral roll manipulation in Bengaluru Central and other affected constituencies and cited the August 7 press conference by Rahul Gandhi where he presented data to buttress these claims.
The plea also sought the top court's direction that no further revision or finalisation of electoral rolls be undertaken until compliance with the court's directions and the completion of an independent audit of the rolls.
The petition, filed by advocate Rohit Pandey, referred to the August 7 press conference by Leader of Opposition in Lok Sabha Gandhi where he had made explosive claims of a "huge criminal fraud" in polls through "collusion" between the BJP and the Election Commission and had cited an analysis of voter rolls in a constituency in Karnataka last year.
Soon after Mr Gandhi levelled the charge asserting that "vote chori" (vote theft) is an "atom bomb on our democracy", the Chief Electoral Officers of Karnataka and Maharashtra had asked the former Congress chief to share names of electors he claimed were "wrong" in the voters' list along with a signed declaration for poll authorities to initiate "necessary proceedings" in the matter.
On August 17, Chief Election Commissioner Gyanesh Kumar had said Mr Gandhi should either give a declaration under oath within seven days on his allegations of irregularities in the voter list, or else his 'vote theft' claims would be rendered baseless and invalid.
The plea filed in the top court has urged the court to issue binding guidelines to the Election Commission to ensure transparency, accountability and integrity in the preparation, maintenance and publication of electoral rolls, including mechanisms for detection and prevention of duplicate or fictitious entries.
It also sought a direction to the EC to publish electoral rolls in accessible, machine-readable and OCR-compliant formats to enable meaningful verification, audit and public scrutiny.
"The petitioner has observed grave irregularities in the electoral rolls of Bengaluru Central Parliamentary Constituency (Mahadevapura Assembly Constituency), which, on the face of it, warrant urgent consideration by this court," the plea said.
It said that the intervention by the top court was essential to uphold and preserve the sanctity of the Constitution, which could only be effectively ensured by the court.
The plea claimed that in Maharashtra, after the 2024 Lok Sabha elections and prior to the Assembly elections, within a span of around four months, about 39 lakh new voters were added to the electoral roll, whereas in the preceding five years, only around 50 lakh voters were added.
"Such a sudden and disproportionate increase raises a serious question on the transparency of the Election Commission in the process of addition of names to the voter list," the plea said.
It said the top court has consistently held that free and fair elections constitute part of the 'basic structure' of the Constitution and cannot be diluted or subverted by any legislative or executive action.

Rahul joins second leg of 'Voter Adhikar Yatra' in Bihar

Congress leader Rahul Gandhi on Thursday (August 21, 2025) joined the second leg of 'Voter Adhikar Yatra' in Bihar, which is aimed at galvanising public opinion against the Special Intensive Revision (SIR) of electoral rolls ahead of assembly polls in the state. Mr. Gandhi, who returned to the State after a day-long break, joined the Yatra in Lakhisarai district, hours after the second leg was kicked off by his ally Tejashwi Yadav of the RJD in adjoining Sheikhpura. Mr. Gandhi and Mr. Yadav, Leaders of the Opposition in the Lok Sabha and the Bihar Assembly, respectively, stood atop an open vehicle, wearing white T-shirts and baseball caps. Tunes composed by both parties to boost the spirit of the workers blared in the background as the cavalcade proceeded at a snail's pace, with the leaders waving at the crowds, and occasionally shaking hands with enthusiastic bystanders. The Yatra was kicked off at Sasaram on August 17 last and is scheduled to conclude with a rally at Patna on September 1.

Computer-based tests, no interview, no descriptive papers: SSC cut recruitment cycle to 6–10 months, says Minister

The Staff Selection Commission (SSC) has undertaken several reforms to bring down the recruitment cycle from the earlier 15–18 months to 6–10 months. The Minister of State for Personnel Jitendra Singh informed the Rajya Sabha in a written reply that the notice period for examinations has been reduced from about 45 days to 21 days. The SSC has also moved completely from pen-and-paper-based examinations to computer-based tests. In addition, the number of tiers in certain examinations has been reduced. According to Singh, descriptive-type papers have been removed from all examinations except the combined Hindi translators examination. The interview process has also been discontinued. Verification of documents of selected candidates is now being handled directly by the ministries and departments concerned with the post-specific vacancy. The SSC has introduced an online centralised e-dossier system to ensure secure and transparent handling of candidate records. Singh said the system allows controlled, role-based access for authorised users and provides a tracking mechanism with unique numbers for data integrity. The e-dossier system has been implemented in examinations such as the combined graduate level 2024, combined higher secondary level 2024, junior engineer 2024, and multi-tasking staff and havaldar 2024. The minister said the new system has enabled faster validation and forwarding of dossiers, better coordination between SSC and ministries, and reduced use of physical records, thereby expediting pre-appointment verification and recommendations. On the use of regional languages in recruitment exams, Singh informed that since 2022, the SSC has been conducting three all-India examinations, multi-tasking staff and Havaldar, combined higher secondary level, and Constable (GD) in 13 regional languages in addition to Hindi and English. For civil services examinations, candidates have the option to write answers in any of the 22 languages listed in the Eighth Schedule of the Constitution, besides Hindi and English. Other recruitment agencies, including the Institute of Banking Personnel Selection (IBPS) and the Railway Recruitment Boards (RRBs), also conduct their exams in 13 regional languages.

National Sports Governance Act: 'Would like BCCI to hold upcoming elections as per new act'

Logo of the Board of Control for Cricket in India (BCCI) The Sports Ministry on Thursday expressed its preference for the upcoming BCCI elections, scheduled in September, to be conducted under the newly passed National Sports Governance Act. However, it clarified that if the detailed rules of the legislation are not notified in time, the cricketing body can go ahead with the polls under the Supreme Court-approved Lodha Committee recommendations. "Ideally the elections should be held as per the act but in case the rules are not notified in time, they may go ahead as per Lodha Committee recommendations," a ministry source told PTI. "Once the rules are notified, all NSFs, including the BCCI, will have to hold elections as per its norms." Poll Should BCCI elections be conducted under the new National Sports Governance Act? Yes, absolutely. No, follow the Lodha Committee recommendations. Only if the rules are notified in time. The ministry is aiming for the bill's complete implementation within six months but intends to notify its guidelines and regulations much earlier. The development assumes significance as the tenure of BCCI President Roger Binny has ended upon him turning 70. While the Lodha Committee recommendations cap the age of an office-bearer at 70, the new act permits those aged up to 75 to contest, provided their international federation allows it. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is this legal? The BCCI elections are due in the last week of September when the Board convenes its Annual General Meeting. No interim president has been announced so far. Meanwhile, the ministry maintained a cautious stance on the controversial Boxing Federation of India elections, which were held amid a court battle over constitutional amendments. "We have already told the Delhi High Court that we do not think that the procedure followed in the conduct of these elections is right. We will wait now and see what the court says," the source said. The next hearing is on September 23. On a different note, the ministry lauded the passage of the Promotion and Regulation of Online Gaming Bill 2025, which bans real money gaming, terming it a major step to curb 'serious social, financial, psychological and public health harm.' The ministry also responded to a Parliamentary Committee report that flagged underfunding in SAI and inefficiencies in Khelo India. "If there are shortcomings, they will be addressed," the source assured. Catch Rani Rampal's inspiring story on Game On, Episode 4. Watch Here!
