
Big Three builders set to dominate DC jobs as cost pressures shift demand to Malaysia
'We attribute the resilience to rescinded GPU restriction rules, Big Tech capex reaffirmation, healthy contract awards and good earnings performance in 1Q reporting,' said Hong Leong Investment Bank (HLIB).
As at time of writing, year-to-date (YTD) contract awards have amounted to RM28.9 bil translating to a 39.5% growth year-to-year (YoY).
Several notable large scale contracts that have anchored awards this year are:
(i) Penang LRT Segment 1 to SRS (60% Gamuda) – RM8.3 bil
(ii) KSSC redevelopment to MRCB – RM2.94 bil
(iii) LRT3 VO to MRCB – RM2.47 bil.
In 1H25 total DC related contracts awarded came in at RM3.3bn (-31% YoY), a slower pace when compared to a frenetic pace achieved in 1H24.
Nevertheless, we attribute the temporary slow-down in 1H to timing considering that multiple hyperscale DC tenders were called during this time.
Rather than seeing the impact to DC pipeline from GPU related uncertainties, from what we gather tariff induced construction costs inflation in US (CBRE: 3-5% inflation for commercial projects) led to slight reprioritisation of DC pipeline towards cheaper countries including MY.
DCs aside, 2H could see more action coming from Penang LRT (subcontracts and systems package) while sizable EM road projects such as SSLR and NCH may materialise. As for the commercial segment (including residential projects sitting on commercial plots), lack of clarity on SST treatment could drag on opportunities in 3Q25 as launch plans may see deferral until SST treatment is clearer.

We are foreseeing a DC award cycle in 2H to be driven by multiple award decisions for DC tenders placed in 1HCY25 – this includes five multi-billion RM tenders for one US based hyperscaler.
For the DC segment, we take a 'big is better' view anticipating further inroads to be made by sector's big three (Gamuda, SunCon & IJM) riding on competitive advantages such as balance sheet strength, track record (safety & execution) and integrated structure.
Recent news reports of potential AI chip curb on Malaysia is concerning but remains unconfirmed, lacking actionable details.
In our view, Malaysian contractors are reliant on US/Western hyperscaler names for sizable DC jobs thus mitigating uncertainties to a certain extent – to this end exemptions might be possible and remains our base case.
Recent removal of SST exemption for the construction sector (from 0% to 6%) should in general be a manageable development considering most forms of contracts provide for additional costs increase as a result of changes in law (SST revision qualifies under this).
Meanwhile, the continued exemption for government & residential projects will narrow range of exposed projects mainly to non-residential construction projects (28% of construction work value in 2024). Nevertheless, these projects are adequately covered by contract.

We retain our OVERWEIGHT sector call anticipating sustained contract flows in 2H anchored by DCs, infra rollout and still buoyant private sector sentiments.
In our view, contractors broadly can still add to orderbook from the DC segment as well as infra projects. Valuations at current levels still provide room for upside. —July 11, 2025

Telco revenue momentum expected to stay weak in second half
KUALA LUMPUR: The telecommunications sector is expected to remain sluggish in the second half of 2025, as mobile network operators (MNOs) continue offering affordable connectivity amid rising cost pressures. RHB Research said average revenue per user (ARPU) is likely to remain under pressure, with telcos extending rebates and promotions to retain customers in an increasingly competitive market. "The pressure on industry ARPUs should stay elevated with rebates offered," it said in a note. "Overall, we believe the rise in 5G wholesale charges (on higher 5G traffic) and inflation-led operating expenditure pressures should weigh on industry earnings before interest, taxes, depreciation, and amortisation (Ebitda) despite the good cost restraint exercised by the MNOs." RHB Research said the key developments anticipated by year-end is the full exit of the government from Digital Nasional Bhd (DNB). The firm expects Maxis Bhd and CelcomDigi Bhd to exercise their put options to acquire the Finance Ministry's 41.7 per cent stake in the national 5G wholesaler, resulting in an equal ownership structure between Maxis, CelcomDigi and YTL Communications. With this change, the 5G operating model is expected to shift, potentially triggering a review of the existing wholesale pricing structure. Meanwhile, the mandatory standard on access pricing (MSAP), which governs broadband pricing, is up for review by end-2025. "However, based on the previous rhetoric and the already competitive broadband pricing landscape, we think adjustments to access prices would be manageable and rates commercially negotiated. "We think it is possible that the regulator extends the validity of current access prices (2023-2025) while adding 5G wholesale rates (currently not regulated) into the access list," the firm added. RHB Research added that the commencement of JENDELA Phase 2 in September, along with the rollout of the second 5G network, is expected to benefit tower companies and infrastructure providers such as OCK Group, Reach-Ten Holdings, and Redtone International. Meanwhile, Axiata Group Bhd, which saw its share price rebound from multi-year lows in April, is gaining investor attention amid expectations of a potential asset monetisation within three to nine months. "Successive news flow on potential asset monetisation saw Axiata's share price recover from multi-year lows in April." The firm estimates edotco, Axiata's tower unit, could be valued at between RM4.2 billion and RM8.3 billion, based on an 8–12 times enterprise value/EBITDA multiple.

Strong 2Q showing forecast for planters
PETALING JAYA: Plantation companies will likely report another decent set of performance on a quarter-on-quarter (q-o-q) basis in the upcoming second quarter of financial year 2025 (2Q25) results season, despite anticipation of mixed sequential improvement. Hong Leong Investment Bank (HLIB) Research in its 2Q25 results preview expects planters' performance to be supported by a recovery in the fresh fruit bunch (FFB) output amid relatively stable palm oil prices. On a q-o-q basis, the brokerage firm expects plantation companies under its coverage to record FFB output growth ranging from 3.5% to 46%, driven primarily by seasonal factors and more conducive weather conditions. 'Despite the broad-based increase in FFB production, upstream earnings performance was likely mixed, as the output growth registered by some of the planters (such as TSH Resources Bhd and Hap Seng Plantations Holdings Bhd ) were not sufficient to mitigate the q-o-q decline in crude palm oil (CPO) prices and the full cost effect of the minimum wage hike implemented since February 2025,' it pointed out. On the other hand, downstream segment earnings are expected to improve sequentially. 'This will be supported by a narrower export tax and levy differential between Malaysia and Indonesia, and lower feedstock costs, particularly for both CPO and crude palm kernel oil,' added HLIB Research. On a year-on-year (y-o-y) basis, the brokerage firm expects planters to report flattish upstream earnings in 2Q25, as broadly higher FFB output – amid flattish CPO prices – is likely offset by higher labour costs following the minimum wage hike implementation. 'During the quarter, seven out of eight planters under our coverage recorded y-o-y increases in FFB output, primarily driven by yield normalisation,' the brokerage firm said. Note that some planters were impacted by biological tree stress and a shift in cropping patterns last year. As for downstream segment earnings, it could potentially weaken in 2Q25 due to the high earnings base effect CPO export tax and duty differential between Malaysia and Indonesia, along with high palm kernel prices, which will likely curtail margin for oleochemical products. HLIB Research has maintained its 2025-2026 CPO price assumptions of RM4,200 per tonne and RM4,000 per tonne, respectively. It said ample near-term supply of vegetable oils (in particular, CPO and soybean) will cap the near-term CPO price (possibly until 3Q25), before turning more upbeat in 4Q25. Year-to-date, the CPO price has averaged at RM4,342 per tonne. The brokerage firm has kept a 'neutral' stance on the plantation sector due to the lack of significant near-term CPO price re-rating catalysts. For exposure, its top 'buy' picks are IOI Corp Bhd with a target price of RM4.12 and SD Guthrie Bhd with a target price of RM5.15. Meanwhile, HLIB Research has ceased coverage on FGV Holdings Bhd , as the Federal Land Development Authority's stake in FGV had exceeded the minimum 90% threshold and its listing status will be withdrawn from the Main Market of Bursa Malaysia. 'As such, our earnings forecasts, target price of RM1.30 and 'hold' rating should no longer be used as a reference going forward,' it noted.

Westports earnings outlook bright on container growth, tariff gains
KUALA LUMPUR: Westsport Holdings Bhd is expected to continue earnings expansion on the back of sustained volume growth and container tariff hike in the second half of financial year 2025 (2H25), said Hong Leong Investment Bank Bhd (HLIB). Despite on-going uncertainties on global trade and economies, HLIB said Westports maintains its guidance of mid-single digit growth for container throughput in 2025, after achieving 3.1 per cent growth in 1H25. The bank noted that Westport has not seen any meaningful change in on-going volume and future volume as major liners have not changed their port calling. "The approved tariff hike effective July 15, 2025, Jan 1, 2026 and July 1, 2027, will improve the group's cash flow and partly fund WP2 expansion plan. "Furthermore, the approved five years dividend reinvestment plan (DRP) will be used to partly finance WP2 (Westports 2) as well. "Management is committed to continue its 75 per cent dividend payout policy," it said. Meanwhile, HLIB said Westports reported another strong performance for the second quarter of financial year 2025 with net profit of RM232.2 million, lifting 1H25 to RM454.7 million. This was within HLIB's and the consensus full-year forecasts of 49.5 per cent and 48.4 per cent, respectively. "The growth was mainly driven by higher container value-added services revenue and rental rate. "At current juncture, management is retaining its guidance of mid-single digit growth for container throughput in 2025, post achieving 3.1 per cent in 1HFY25. "Maintain Buy rating with an unchanged target price of RM6.08," it added.
