Overburdened DCPs struggling to step up preventive actions

Time of India04-05-2025

Nagpur: The crime-prone city's zonal deputy commissioner of police ranking officers seem to be finding it difficult to keep pace with their supervisory work and also meet the challenges of undertaking preventive actions to tackle the crime rate. Previously, with officers of the ACP rank, the introduction of the
Bharatiya Nagarik Suraksha Sanhita
(BNSS) has now empowered the
DCPs
to undertake preventive actions, increasing their load manifold.
Sources stated the DCP ranking officers, generally having five to seven police stations under them, were trying to keep pace with their workload in the capacity of supervisory-level officers saddled with various responsibilities. These range from police station visits, reviewing investigation progress, redressing public grievances, tackling law and order, and leading the nakabandis and patrolling, with the city suddenly witnessing a spurt in the crime rate, especially murder cases, which is touching 35. Managing the routine work, DCP ranking officers are learning to face an uphill task with the preventive actions.
By mid-April 2025, there was a noticeable increase in the actions under section 126 of BNSS (erstwhile Criminal Procedure Code 107), invoked mostly against first-timers in crime, compared to statistics from the first four months of the previous year. While there were 3,163 actions under BNSS 126 this year in the first four-and-a-half months, there were 2,770 last year. In BNSS 126, Zone IV's statistics were highest with 822 cases, followed by Zone V with 813.
After the encouraging statistics of BNSS 126, there was a gloomy fall in the statistics under the more serious BNSS 129 (CrPC 110), which are invoked mostly against hardened criminals to keep them under bond for up to two years. This year, there were around 635 cases under BNSS 129 till mid-April. It was 875 last year in the same period. Zone IV invoked BNSS 129 against the highest number, 178, followed by Zone V with 158.
"Shifting the responsibilities of undertaking bonds under the preventive provisions from the ACPs to the DCPs in cities has only added to the working schedule of the supervisory officers. If stress is placed upon the preventive actions, then the rest of the compulsory schedule gets affected. The DCPs have to stretch themselves from the office to the field duties and shuttle between various duties," said an official on the condition of anonymity.

Panchkula: No Bishnoi link to kabaddi player's murder, say police

There has been no Bishnoi link in the murder of 21-year-old kabaddi player Sonu Nolta, deputy commissioner of police (crime) Amit Dahiya said on Monday. Only one of the four accused have been arrested so far. A day after murdering Nolta outside the mall at Amravati Enclave (Pinjore) on June 5, prime accused Piyush Piplani had reportedly created a fake Facebook account using the name of Arju Bishnoi (misspelling Arzoo Bishnoi who is believed to have links with gangster Lawrence Bishnoi) to post a video claiming responsibility for the murder with Arju Bishnoi's help, the DCP said. He even mentioned Berlin (Germany) as his location to mislead the police. He used that Facebook account only for a day, the police said. According to the police, Piplani's motive was to gain popularity by falsely associating himself with notorious gangsters, like Anmol Bishnoi and Arzoo Bishnoi. In the video, Piplani had claimed that Nolta had been supporting gangster Bhuppi Rana and his associates. According to the police, had such gangs been genuinely involved, they would have claimed the murder responsibility directly. Further investigation revealed that Piplani had three mobile phones at the time of committing the crime. While fleeing in a car, he threw two phones away, keeping only one to record the video. He had purchased two new SIM cards days before the crime. Four persons were present in the car at the crime scene, out of whom only one — Sameer Khan — has been arrested while the rest are at large. The police also said that during their escape, a bullet accidentally fired from the pistol of the fourth person in the car struck Piplani's hand. Piplani, who was driving the car, didn't seek treatment and wrapped his wound with a handkerchief. Bloodstains were later found on both the front and back seats of the vehicle that was found abandoned at the PGI. From PGI, Piplani and Ankush took an auto to the ISBT-43 while Sameer Khan and the fourth person were captured on CCTV cameras heading towards the Chandigarh railway station. Police confirmed that barring Sameer, all were carrying weapons. Police investigations further revealed that Sameer Khan knew Sonu Nolta. Just to confirm Sonu's presence in his car, Khan reportedly stepped out and greeted him, signaling Piplani who then opened fire, killing Sonu and injuring his cousin Nitin alias Prince (20) with a bullet wound to his thigh. DCP Amit Dahiya further said the delay in apprehending the remaining accused was due to non-usage of mobile or social media by them. Police teams are actively searching hotels, guest houses and drug de-addiction centres as Piplani is said to be an addict. His old associates are also being questioned. The fourth accused remains unidentified but is described as a fluent in Punjabi. His picture has been circulated to police stations across Punjab. Police teams have already been dispatched to various locations in Uttarakhand, Himachal Pradesh and Punjab to trace the culprits.

Madras HC refuses to quash police notice issued to BJP leader H Raja

CHENNAI: The Madras High Court has refused to quash a notice issued to senior BJP leader H Raja by the Madurai police summoning him for investigations regarding a case registered against him for making alleged hate speech in connection with the Thiruparankundram hills row in early February this year. Disposing of the petition filed by Raja praying for quashing the notice issued under section 35 of BNSS, Justice P Velmurugan on Monday directed him to appear before the Subramaniapuram police in Madurai and cooperate with them for the investigation in the case. The judge also commented that the petitioner could not challenge the notice issued under section 35 of the BNSS. The Subramaniapuram police registered the FIR under certain sections for alleged hate speech, trying to incite communal disharmony, promoting enmity and violating conditions imposed by the Madurai Bench of Madras HC for conduct of the demonstration held on February 4, 2025. Subsequently, police issued a notice summoning him for probe.
