, the nodal ministry for DAPSC, reveal that 18 of the 39 central ministries spent less than 90% of the allocated funds. On an average, about 85-90% of the allocated funds under DAPSC have been utilised with the exception of two fiscals when the pandemic hit.
The utilisation had gone down further to 76.12% in 2019-20 and 75.41% in 2020-21. According to statistics furnished by the ministry in Parliament on April 3, 2018, the lowest utilisation was in 2014-15 when 59.42% of the budget estimates was utilised. An email questionnaire sent to ministry of social justice and empowerment went unanswered.
The concept of 'Special Component Plan (SCP)' for SCs was introduced in 1979. This was envisaged to help the poor SC families through composite income generating welfare and developmental schemes. Certain central ministries were required to earmark 2-20% of their budget outlay for

Scheduled Castes Sub Plan
' (SCSP) in 2006 and then again to Allocation for Welfare of Scheduled Castes in 2017-18 budget and now to DAPSC. The number of ministries which earmark this fund has increased from 14 to 26 to 30 to the present 39. Currently, these ministries earmark funds for 233 schemes.
According to sources, the biggest challenge to this programme has been the inability of ministries to find targeted schemes. Due to this, the budget estimates are usually reduced at the revised estimates stage. Data from 2011-12 fiscal till date shows that budget estimates have been scaled up in six fiscals -- 2015-16, 2016-17, 2017-18, 2018-19, 2021-22 and 2022-23.
Some ministries like coal, telecommunications and micro, small and medium enterprises have not been able to identify these schemes. In the last term, Modi government had proposed revamping the scheme as it had found that ministries were earmarking funds for generic schemes that just included SC beneficiaries. This "notional" allocation was not serving the core purpose of DAPSC.
The Niti Aayog had proposed a central fund which would directly transfer money to SC households with less than ₹5,000 monthly income. However, this plan has not fructified and now social justice ministry closely monitors the progress, identifying schemes for different ministries. According to sources, the utilisation in 2024-25 has been low because model code of conduct was in place for the parliamentary elections and sanctions for schemes could not take place for at least 2 months.

Prime Minister Narendra Modi on Monday (August 18, 2025) met Group Captain Shubhanshu Shukla, who became the first Indian astronaut to travel to the International Space Station (ISS). Mr. Shukla, who was part of the Axiom-4 commercial mission to the ISS from June 25-July 15, met the Prime Minister at his Lok Kalyan Marg residence. Mr. Modi welcomed Mr. Shukla, who was wearing an ISRO astronaut's jacket, with a warm hug and walked with him with his arm on the astronaut's shoulder. This Indian tricolour was fluttering in the background on the ISS when Mr. Shukla interacted with Modi on June 29. "Had a great interaction with Shubhanshu Shukla. We discussed a wide range of subjects including his experiences in space, progress in science & technology as well as India's ambitious Gaganyaan mission. India is proud of his feat," Mr. Modi said in a post on X. The Lucknow-born astronaut was also seen showing pictures he had taken from the ISS on a tablet computer to Prime Minister Modi. Mr. Shukla was part of the Axiom-4 private space mission that lifted off from Florida on June 25 and docked at the International Space Station on June 26. He returned to Earth on 15 July. The Prime Minister interacted with Mr. Shukla on June 29 in the initial days of the Axiom-4 mission that had docked at the ISS. He had also asked the astronaut to document his learning, training and stay at the International Space Station that would help India's future missions, including Gaganyaan. Mr. Shukla returned to India on Sunday (August 17, 2025). In a press interaction earlier this month, Shukla said that he had fulfilled the task entrusted to him by Prime Minister Modi to document every aspect of his mission for the benefit of India's upcoming Gaganyaan programme. "I remember very well the homework given to me by the prime minister. And I completed it very well. I am very excited to come back and share it with you all. I am confident that all that knowledge is going to prove extremely useful and crucial for us, for our own Gaganyaan mission," Mr. Shukla said on August 1. Along with three other astronauts — Peggy Whitson (U.S.), Slawosz Uznanski-Wisniewski (Poland), and Tibor Kapu (Hungary) -- Shukla conducted over 60 experiments and 20 outreach sessions during the 20-day Axiom-4 mission.

'Committed to speedy reforms': PM Modi chairs key business meet; next-generation GST reforms discussed
NEW DELHI: Prime Minister Narendra Modi on Monday chaired a high-level meeting with senior ministers, secretaries and economists to discuss the roadmap for 'next-generation reforms' and a revision of GST laws. Sharing a post on X, the Prime Minister said, 'Chaired a meeting to discuss the roadmap for Next-Generation Reforms.' 'We are committed to speedy reforms across all sectors, which will boost Ease of Living, Ease of Doing Business and prosperity,' he added. The meeting was attended by Union ministers Rajnath Singh, Amit Shah, Nitin Gadkari, Nirmala Sitharaman, Shivraj Singh Chouhan, Piyush Goyal and Lalan Singh. This high level meeting came after PM Modi's Independence Day address, where he promised a 'Diwali gift' in the form of GST reforms and a lighter tax burden. 'This Diwali, I am going to make it a double Diwali for you... Over the past eight years, we have undertaken a major reform in GST... We are bringing next-generation GST reforms. This will reduce the tax burden across the country,' he said, ensuring that these reforms directly benefit citizens and stimulate economic activity. Following his announcement, the Centre rolled out a draft blueprint for GST 2.0, proposing two primary tax slabs, 5% for essential items and 18% for most other goods, to simplify the system and ease compliance. Currently, the GST framework has five slabs—nil, 5%, 12%, 18% and 28%—with additional rates of 0.25% and 3% on precious metals. PM Modi also announced the formation of a Task Force for next-generation reforms, which will review existing laws, rules and procedures related to economic activities. The timing of these announcements is significant, as they come amid heightened trade tensions with the United States. US President Donald Trump slapped India with an additional 'penalty' tariff of 25% on all Indian imports, on top of the 25% duty already in place, citing India's continued purchase of Russian oil. While the 25% rate took effect from August 7, 2025, the newly announced additional tariff will come into place August 27.
