MADANI legal reforms advance with key bills and motions passed
Key changes include amendments to the Whistleblower Protection Act 2010 and new penalties for minor littering offences.
The Whistleblower Protection (Amendment) Bill 2025, designed to enhance safeguards for whistleblowers and improve misconduct reporting mechanisms, was passed via majority voice vote after debate by 24 MPs.
Datuk Seri Azalina Othman Said, Minister in the Prime Minister's Department (Law and Institutional Reform), emphasised the government's dedication to strengthening anti-corruption measures and integrity in both public and private sectors.
She acknowledged that while Act 711 has been in place for over a decade, gaps remain that require attention.
Three additional bills—Solid Waste Management and Public Cleansing (Amendment) Bill 2025, Local Government (Amendment) Bill 2025, and Streets, Drainage and Building (Amendment) Bill 2025—aim to improve public cleanliness.
Housing and Local Government Minister Nga Kor Ming highlighted that community service orders will now supplement fines for littering offences, targeting items like cigarette butts, plastic waste, and food wrappers.
Nga stressed the importance of fostering civic responsibility and environmental awareness to build a cleaner, more sustainable Malaysia.
The Consumer Credit (Finance) Bill 2025 also passed, addressing regulatory gaps in the credit sector, particularly for vulnerable borrowers at risk of exploitation.
Four other bills were tabled for first reading, including amendments to the Poisons Act and Fisheries Act.
Two significant motions were approved: the Auditor-General's Report (LKAN) 2/2025 and SUHAKAM's 2023 Annual Report.
These approvals underscore the government's commitment to transparency and human rights, reinforcing public trust through rigorous auditing and accountability.
MPs praised the government's openness in presenting the LKAN report, calling it a progressive move enabling legislative scrutiny and policy improvements.
Azalina noted that debating SUHAKAM's report strengthens democratic traditions by allowing MPs to assess human rights conditions and propose reforms.
Prime Minister Datuk Seri Anwar Ibrahim reiterated Malaysia's unwavering stance on Gaza and Middle East issues, including Iran, despite potential pressure from the US amid ongoing tariff negotiations.
The parliamentary session will continue until Aug 28. - Bernama

‘No tolerance' for foreigners holding hawker licences
PETALING JAYA: Local authorities have never permitted foreigners to apply for or hold hawker licences, small trader permits or business premises licences, and any violations will not be tolerated, Housing and Local Government Minister Nga Kor Ming told the Dewan Rakyat yesterday. Replying to Mohd Hasnizan Harun (PN–Hulu Selangor) regarding the presence of foreign traders in Malaysia's retail sector, Nga said the restriction was clearly outlined under the Hawker By-Laws and the Licensing of Trades, Businesses and Industries By-Laws. 'It must be stressed that the ministry and local authorities have never allowed any foreign nationals to apply for or own hawker or small business licences, business premises, grocery stores, eateries, car workshops or markets,' he said during Minister's Question Time. Nga said since 2023, a total of 3,703 enforcement operations had been carried out across the country targeting business premises operated by or involving foreign nationals. As a result, 14,834 compounds were issued, 23 licences revoked and 2,880 business premises sealed due to various breaches of local authority rules, including cases where Malaysian traders had illegally transferred licences or permits to foreigners. 'This is because the government is highly committed to supporting citizens through business opportunities, including offering business premises at below-market rental rates. These facilities must not be misused for the benefit of foreign nationals,' he said. The Teluk Intan MP added that local authorities will not compromise on any breach of licence conditions. Violators may face stern action, including compound fines, seizure of goods, business closures and licence revocations.

Head of the Quality Control Department, Mine Action Agency of Azerbaijan (ANAMA), Elnur Gasimov, said that landmine locations, estimated at over 1 million hectares in the southwestern part of the country, have been linked to a total of 243 recorded incidents. bootstrap slideshow "Unfortunately, we have seen an increased number of incidents because people have started rushing to the liberated territories, with 330 individuals injured and 70 killed. "These figures highlight the sheer scale of the threat and the urgent need for continued international support in demining operations," he said during his keynote at the International Seminar Towards a landmine-free world-case of Azerbaijan, here on Monday. He said as of July 2025, the Azerbaijani government had cleared over 200,000 hectares of land in the affected region, removing a total of 37,655 anti-personnel mines, 21,992 anti-tank mines and 143,010 pieces of unexploded ordnance (UXO). To strengthen community awareness of explosive ordnance risks, the United Nations Children's Fund (UNICEF), ANAMA, and the Azerbaijan Ministry of Education launched a joint initiative to establish Mine Awareness Groups in areas affected by mines. 'The programme also includes educational outreach through textbooks and methodological aids and the installation of warning billboards,' he said. Meanwhile, SUHAKAM Chairman Datuk Seri Mohd Hishamudin Yunus said that SUHAKAM's core principle is to advocate for the rights of all individuals, particularly vulnerable groups, and to ensure that human rights are respected and upheld universally, without taking sides in conflicts.
