Narberth's former library for sale with £120,000 guide price

The former Narberth Library in St James Street, Narberth, has been empty since the town's new library opened last year.
Concern was recently raised after the building was broken into and vandalised, with police saying they would be stepping up patrols to protect it from further damage.
Originally a Wesleyan church, the single-storey building, declared surplus to requirements by Pembrokeshire County Council, is now on the market with a guide price of £120,000.

The library was temporarily closed by the council for essential building work in November 20222, re-opening almost a year later.
Its final chapter came in October 2024 when Narberth's new purpose-built library opened in the redeveloped Old School site at the entrance to the Townsmoor car park.
It is operated by the Friends of Narberth Library, in conjunction with Pembrokeshire County Council and Narberth Town Council.

They add: "This unique premises offers a versatile space full of character and potential, suitable for a variety of uses (subject to the necessary planning consents).
"The premises feature a spacious open-plan studio area, complemented by office space and kitchen facilities, making it ideal for creative, commercial, or community purposes."
The building features a porch, reception room/open plan area, inner hallway, kitchen area, office and outbuilding.

The agricultural occupancy condition was originally attached to planning permission D2/89/1717, granted on January 29, 1990, which restricted the home's occupancy to people employed in agriculture or forestry. The property was built as an agricultural bungalow. P Griffiths, the applicant, submitted various pieces of evidence, including a sworn affidavit, pension records, and P60s, to show her non-agricultural employment history. Griffiths's parents, who initially occupied the dwelling from 1992, were involved in agriculture. However, the breach of the agricultural occupancy condition began upon the death of Mrs Griffiths on February 1, 2014, and has continued to the present. The evidence provided proved the property had been occupied in breach of the condition for over ten years, reaching the required immunity period by February 1, 2024. The Certificate of Lawfulness was granted with no conditions attached. The occupation of a dwelling in breach of an agricultural occupancy condition is defined as "the occupation of the dwelling shall be limited to a person solely or mainly employed, or last employed, in the locality in agriculture or in forestry, or a widow or widower of such a person and to any resident dependants." The decision to grant the Certificate of Lawfulness means the property can continue to be occupied without adhering to the original agricultural occupancy condition. The property was owned by the applicant since November 11, 2014, with council tax demands in Griffiths' name dated February 10, 2014, and March 18, 2024. The decision allows the current occupant to remain in the property without adhering to the agricultural occupancy condition.

Yvette Carless, of Back Lane, Prendergast, Haverfordwest, has submitted the request to Pembrokeshire County Council for approval. The application, stamped by the council on June 3, outlines plans to convert the residential property into a commercial one, with a total proposed internal floor space of 44.61 m². Miss Carless has not sought any pre-application advice from the local authority, nor has she conducted any consultation with neighbours or the local community. No changes are proposed to the building's external structure, and no alterations will be made to the existing access to the public highway. The application indicates that the property will maintain its connection to the mains sewer, with no building adaptations required. The proposal does not involve any designated sites or features related to biodiversity and geological conservation, and there are no trees or hedges on the site or adjacent land. The application also states that no trade effluent is expected from the change of use. The residential property, which currently houses one full-time and one part-time employee, will be entirely converted to commercial use. The application does not specify any increase in staffing, implying a continuation of the existing arrangement. The new commercial premises will operate from Monday to Saturday, from 9am to 9pm, and on Sundays and Bank Holidays from 11.30am to 4.30pm. The property is not located within a flood risk area, and the proposal is not expected to increase flood risk. The change of use involves no industrial or commercial processes, and no hazardous substances are involved. The applicant has certified sole ownership of the property and confirmed that the land is not part of an agricultural holding.
