
Elections To Chandigarh Mayoral Polls Can Now Be Held By Show Of Hands

Election to the posts of mayor, senior deputy mayor, and deputy mayor of the Chandigarh Municipal Corporation can now be held by a show of hands instead of a secret ballot.
Punjab Governor and Administrator of the Union Territory of Chandigarh, Gulab Chand Kataria, on Tuesday approved an amendment to Regulation 6 of the Chandigarh Municipal Corporation (Procedure and Conduct of Business) Regulations, 1996.
"With this amendment, the mayor, senior deputy mayor, and deputy mayor will now be elected through a show of hands instead of the earlier secret ballot method," said an official statement here.
Kataria said the new system will bring greater transparency in the election process and make the role of elected representatives clearer and accountable.
He expressed hope that this change will help improve the functioning and governance of the municipal corporation and will further strengthen trust in democratic processes.
The amendment was earlier passed in the House meeting of the Municipal Corporation, Chandigarh.
It was proposed under the legal powers granted by Section 398(2) of the Punjab Municipal Corporation Act, 1976 (as extended to the Union Territory of Chandigarh under the Chandigarh UT Act, 1994).
The proposal was then sent to the Administrator for approval, which has now been formally granted.
A controversy had erupted during the 2024 mayoral polls when the then presiding officer, Anil Masih, was caught on camera invalidating eight ballot papers which were in favour of the AAP-Congress.
The matter had then reached the Supreme Court, which overturned the result of the Chandigarh mayoral poll in which the BJP candidate had won.
The apex court declared AAP's Kuldeep Kumar the mayor of the Chandigarh MC.
Meanwhile, Chandigarh Congress president H S Lucky welcomed the decision and thanked the Administrator for this step.
He said the Chandigarh Congress and MP Manish Tewari had been demanding for allowing voting by showing of hands.
"This will pave the way for cleaner politics and help in enhancing the image of Municipal Corporation of Chandigarh and its councillors who constantly face charges of horse trading," he said in a statement.

Barely 24 hours later, the House complied with the senior body's order to "certify" the constitutionality of the impeachment. Ms Duterte allies in the Senate had argued that earlier complaints heard in the House without a vote counted as multiple impeachment hearings within a single year, a violation of the country's 1987 constitution. House prosecutors now have five days to respond to the vice president's answers. Her trial is not expected to start until the new Senate convenes on July 28. The incident sparked nationwide outrage and damaged the BJP's credibility, as reflected in the subsequent Lok Sabha election results. During the MC House meeting in October 2024, AAP, led by former mayor Dhalor, along with its INDIA bloc alliance partner Congress, passed a resolution proposing that future elections be conducted through a show of hands. In January 2025, former mayor Dhalor filed a petition before the SC to replace the secret ballot system with open voting to ensure fairness. However, the SC refused to intervene and left the decision to the administration. The shift to an open voting system will benefit the party with the highest number of councillors, as any councillor wishing to vote for an opposition candidate will have to do so publicly. This will enable political parties to take disciplinary action against councillors who defy party lines. In the 2025 elections, the BJP secured the mayoral position through cross-voting, gaining three opposition votes from AAP and Congress councillors. However, with the new system, such manipulations will become difficult, as councillors will be required to publicly raise their hands to cast votes—similar to how resolutions on development projects and other issues are passed in the House. The mayoral elections are conducted by the deputy commissioner's office. Chandigarh currently lacks an anti-defection law, which allows councillors to switch parties before elections. As a result, party-switching among councillors has been a recurring issue before every election.

Being a first-timer in the Lok Sabha, it has been an enriching experience for me as I managed to represent not only my constituency but also raised the issues concerning Punjab. I got a chance to get insights and gather knowledge on other key issues pertaining to the country. It's a very different experience than representing the constituency in the assembly. What was the high point of the year for you personally and your party in the House? It's a matter of pride for me that I have been nominated as chairperson of the standing committee on agriculture, animal husbandry and food processing. I was also among 17 MPs to be honoured with the prestigious Sansad Ratna Award- 2025 for my contributions to parliamentary work, including participation in debates, raising questions and involvement in legislative activities. Are you satisfied with the number of sittings of the Lok Sabha? The working days during the sessions in the past one year remained satisfactory but more sittings should be added in the years to come so that every MP gets ample time to raise the issues concerning their respective constituencies. Moreover, I feel more time should be given to the opposition during debates and discussions. Also, there should be more transparency and accountability among the treasury benches in answering questions raised by Opposition MPs. What is the most effective way to raise issues of public importance in the House? Clarity is the key here. An MP gets a very limited time to voice their (constituency's) issues, therefore it is imperative that the parliamentarians participating in the debates or raising questions must be equipped with knowledge and facts. What constituency-specific issues were raised by you and what are you plans ahead? I have taken up the problems faced by the leather industry which is on the verge of extinction due to the poor industrial policy. Also, I have pushed for more funds for Jalandhar under the smart city project. Under Members of Parliament Local Area Development scheme, more than 70 developmental projects, estimating ₹ 2.20 crore, have been recommended and the funds for the same will be released at the earliest.
