
STGO issuance welcomed: Businessmen laud curbs on FBR arrest powers
The FBR has issued a detailed procedure of investigation before any arrest of businessmen under sales tax general order (STGO) number 2 of 2025 on Wednesday.
Economic Policy & Business Development (EPBD) Chairman Gohar Ejaz gave full credit to Field Marshal Asim Munir for safeguarding the respect and honour of the business community from the draconian powers granted to the Federal Board of Revenue (FBR) in the Finance Act 2025.
Ejaz termed the government's decision of making it mandatory for tax officials to consult at least two representatives of the business community before initiating investigations that could lead to arrests in tax fraud cases as a victory for taxpayers of the country.
'As announced in the meeting on July 21, 2025 with business leaders, Field Marshal Asim Munir has safeguarded the respect and honour of the business community from the draconian powers granted to the FBR in the Finance Act 2025, following a presentation by the leadership of FPCCI — Dr. Gohar Ejaz, SM Tanveer, the President of FPCCI, and the presidents of 18 chambers, including Karachi, Lahore, Quetta, Sarhad, Faisalabad, Islamabad, Rawalpindi, Rahim Yar Khan, and Sialkot, Ejaz added.
According to the STGO, the Board has directed that the following procedure shall be followed before initiating investigation leading to action under sub-section (8) and (9) of section 37A of the Sales Tax Act, 1990.
(a) Inquiry shall not be initiated unless approval from the Commissioner has been obtained. (b) After conclusion of inquiry, the Commissioner shall not give approval to initiate investigation unless he has obtained approval from the Member (Inland Revenue Operations) of the Board. Before seeking approval of the Member (Inland Revenue Operations), it is binding upon the Commissioner to make consultation with two representatives of the business community from amongst such representatives as notified by the Board. (c) Board shall notify a list of representatives of business community on FBR's web portal.

Aurangzeb suggested the key policy rate could be cut further this year, citing falls in average and core inflation. Earlier in May, governor SBP, in a press conference along with other Monetary Policy Committee (MPC) members, announced a 100 bps cut, highlighting an improved inflation outlook and signs of moderate economic recovery. Beating the market expectations of a 0-50bps cut, the central bank reduced the policy rate by 100bps to 11% in a meeting," wrote Topline Securities. "We expect interest rates to come down to 10% by Dec 2025." Panda bonds would be issued by year-end, and a benchmark for Sukuk bonds had been set, the finance czar. Aurangzeb further highlighted ongoing rightsising of 45 ministries, accelerated privatisation of state enterprises, and reductions in electricity tariffs, with further energy cost improvements expected. He assured that taxation reforms would not burden the salaried class and that the prime minister was personally overseeing FBR's transformation. Monthly meetings with chambers would be held to address business concerns. US tariff cuts open new doors for Pakistan's auto sector, says Kamal
With the recent US tariff reduction opening fresh opportunities for Pakistani auto exports, Minister of Commerce Jam Kamal Khan on Wednesday unveiled plans to strengthen the sector, forming a high-level committee to resolve industry challenges. The development came during an auto industry meeting with the commerce minister on Wednesday, read a statement. During the meeting, the minister informed that a high-level committee, including the Ministry of Commerce, Federal Board of Revenue (FBR) and the Ministry of Industries and Production, has been formed to resolve auto industry issues. Meanwhile, industrialists urged the government to protect the local auto sector from importing old vehicles. They said that production costs have increased due to new technology. Kamal informed that a government strategy will be prepared for the auto sector development and exports. 'After tractors and motorcycles, now cars will also be exported,' he said. The minister was of the view that the recently announced tariff reduction agreement with the US has created new opportunities for auto exports. The government believes that Pakistan's exporters are poised to gain a significant competitive edge in the US market after the government successfully negotiated a reduction in reciprocal tariffs from 29% to 19%. This marks the lowest tariff rate in the region and presents a major opportunity to boost Pakistan's exports to the United States. Meanwhile, Kamal invited the auto industry to join the new industrial policy. He noted that healthy competition is increasing in the Pakistani auto market. The commerce minister informed that tariffs on the auto sector would be reduced gradually in the next five years.

REMIT Programme: Commitment reaffirmed to continue collaboration
ISLAMABAD: A meeting of the Steering Committee of the Foreign, Commonwealth and Development Office (FCDO)'s Revenue Mobilisation, Investment and Trade (REMIT) Programme was convened Tuesday at the Ministry of Finance under the chairmanship of Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, said a press release issued on Tuesday. The meeting was co-chaired by Jane Marriott, the British High Commissioner to Pakistan. The session brought together senior officials from the Ministry of Finance, Federal Board of Revenue (FBR), Ministry of Commerce, officials from stakeholder ministries and departments, as well as, representatives from the British High Commission and the FCDO. During the meeting, updates were shared on various initiatives under REMIT's support in multiple areas, including technical assistance to Pakistan for the implementation of IMF commitments, progress on GST harmonization, climate and disaster budget tagging in the provinces, regulatory reforms at the provincial level, trade liberalization, industrial policy, and effective communication of economic reforms. The Finance Minister appreciated the progress made on reform initiatives across the taxation, investment, trade, and macroeconomic portfolios. He particularly commended the work on Compliance Risk Management and the steps taken to improve the taxpayers' interface with the Federal Board of Revenue (FBR), as well as, the regulatory and tariff reforms that will help drive Pakistan's economic growth. He also highlighted the importance of a coordinated short-, medium-, and long-term approach to attracting investment to Pakistan as a direct outcome of the ongoing economic reform efforts. The Finance Minister stressed the vital importance of establishing an enabling and conducive regulatory environment to instil confidence among both local and international investors seeking to invest in Pakistan. He observed that investors primarily look for reduced taxation, lower energy costs, affordable financing, and supportive regulatory frameworks.
