Guernsey finance firms invited to MoneyVal follow-up events

Finance firms in Guernsey are being invited to a series of follow-up events following the result of a report by the anti-money laundering body Moneyval.MoneyVal inspectors visited Guernsey in April 2024 to look at how well the island tackled financial crime.The inspectors praised the progress made in Guernsey since the last inspection in 2015 but said more work was needed "to improve the investigation, prosecution and conviction of money laundering offences".The Guernsey Financial Services Commission, which oversees the finance industry, will run a series of sector-specific events in September to go through MoneyVal's findings and what they meant for firms.
The States said the outcome meant the bailiwick was "one of the best, secure and safe jurisdictions in the world for financial services".
All the sessions will be held at the commission's offices at Glategny Esplanade in St Peter Port, the commission said.The free sessions are: Fiduciary (15 September), Investment (17 September), Banking (22 September), Insurance (23 September) and Prescribed Businesses (30 September).It said two spaces were available per company for the sessions, which all take place from 09:00 to 11:00.
MoneyVal is part of the Council of Europe that evaluates finance centres, such as Guernsey, to make sure they have robust processes and rules in place to tackle financial crime.The island's recent MoneyVal assessment tested whether the bailiwick's laws and processes were tackling financial crime effectively, rather than whether financial crime was attempted or had taken place.Guernsey was placed into regular follow-up, which is the standard monitoring process for jurisdictions MoneyVal believes may have room for improvement but have no major issues.

About £100,000 has been spent by Guernsey States on legal fees trying to evict the tenants of the Fermain Beach Cafe, it has been revealed.A Freedom of Information (FOI) Act request was submitted to the States asking Policy & Resources (P&R) to confirm the current legal fees to online petition was started and signed by more than 2,000 people in April 2024 to keep the current tenants in place and to stop any future development at the site after they lost the tender case remains ongoing and P&R said it expected "further costs" would be spent but hopefully "to a minimum". It added: "It is standard practice to engage external lawyers when there is not sufficient capacity within the Law Officers. "This ensures that matters are handled efficiently and without delay."In April 2024, the States said the lease tender process for the site had been fair and the tenant's proposals to carry out improvements to the site since 2009 had not been carried out. Having raised the issue with P&R, Deputy Mark Helyar said he would like to see the matter come to an end said: "I would just like to see a political intervention and a step-in for some negotiation and mediation so that it can be brought to a close. "We've got a new committee [since the general election], so a fresh pair of eyes, hopefully it might lead to a more satisfactory resolution."The States Property Unit reiterated that a formal tender process had been run for the site and the party that submitted the best bid would be selected.

Guernsey could benefit from a youth mobility scheme under a new UK government deal with the Prime Minister Sir Keir Starmer has said as part of a "reset" with the EU post-Brexit there could be a "reciprocal" arrangement in which young people would be able to move abroad for up to two her first speech to the States, President of Policy and Resources Lindsay de Sausmarez said Guernsey officials had been speaking with UK counterparts. A new deal could see a return to a similar state of affairs. 'More goods from France' De Sausmarez told deputies any new arrangement would not mean any change to fishing rights, as those are settled. However she said there could be changes to border controls for goods."It could provide a good opportunity to diversify our imports and bring in more goods from France," she said."In doing so it could increase our food security, reduce our carbon footprint, and improve affordability as well."She went on to explain where she thought the other advantages of the new UK-EU relationship may fall. "We could see benefits. Our young people could access the proposed youth mobility scheme, the Erasmus scheme could also give our young people opportunities in training and learning," she added.
