The Our Responsibility to Children (ORC) project under the Women and Child Development (WCD) department has been scaled up to cover 1,227 schools in the State.
ORC was launched for early identification, intervention, and prevention of issues faced by children. When incorporated by the government into the Integrated Child Protection Scheme (ICPS) of the Women and Child Development department, it covered only 90 schools. It has continued to grow since then and addresses all students, either through awareness programmes or early intervention initiatives, in the schools covered.
Today, ORC has been extended to all schools where the WCD's psychosocial counsellors are appointed and is turning its attention to lower and upper primary schools for early interventions.
Minister for Women and Child Development Veena George had reviewed the programme implementation recently and directed the formation of a committee to look into any change in strategies in light of the increasing and complex challenges experienced by children today.
The State-level module for SMART-40 (Sensible, Motivated, Able, Responsible, Talented), a life skills training programme for 30 students facing behavioural, mental health and such issues and 10 peer mentors, under the ORC is undergoing revision. The current module, in use since 2022, is being updated to incorporate contemporary contexts and life skill requirements.
Parenting sessions have been integrated into ORC to equip parents to observe and support their wards.
Similarly, besides the module for SMART-i (a derivative of SMART-40), a life skills education camp for residents of child care institutions in the State, a follow-up module too has been devised to provide further support to the children.
ORC also makes interventions in the community where schools involved in the project are located. A report is prepared after understanding the major challenges faced by the community and community-level interventions launched. For instance, programmes to prevent students from dropping out of school have been effective in Malappuram, Thrissur, and Kasaragod districts.

Kerala has lifted 52,635 families out of extreme poverty in the past five years, Local Self-Government Minister M.B. Rajesh has said. Speaking at an event declaring Kannur district free of extreme poverty, at the district panchayat auditorium on Thursday (August 14, 2025), the Minister said the State government's first decision after assuming office in 2021 was to eradicate extreme poverty. A survey had identified 64,006 families, and special microplans were prepared for each to enable their transition. As a result, 94.47% of those identified have overcome extreme poverty. 'Kerala is set to become the first State in India and the first region globally after China to achieve the feat,' the Minister said, crediting the coordinated efforts of local bodies and district administrations. Around 15,000 people earlier excluded from the Life Mission housing scheme have been added to the beneficiary list, with construction under way. District Collectors have been authorised to identify and allot land to the landless. The Minister also announced that Kerala would be declared fully digitally literate on August 21, with 21.87 lakh people trained to use the K-Smart service.

The State government informed the Kerala High Court that the Women and Child Development (WCD) department has initialised a dowry prohibition portal where aggrieved persons can directly file their complaints to the court. In addition, a standard operating procedure to handle cases relating to the Dowry Prohibition Act is being prepared, it said, in an affidavit filed with regard to a public interest litigation (PIL) filed by Ernakulam native Tellmy Jolly, challenging the Constitutional validity of Section 3 of the Act, on the ground that it also penalised the giving of dowry. The penalising of the dowry giver – often the victim or a family member – acts as a deterrent to reporting dowry-related harassment for fear of self incrimination. The affidavit further says that the government has appointed district-level dowry prohibition officers. The Director of Women and Child Development department will serve as the chief dowry prohibition officer to administer and coordinate dowry prohibition activities. The government is also taking earnest efforts to see that the evil of seeking and giving dowry is prohibited. The case has been adjourned to September 16, after the counsel for the Union government sought more time to file a counter affidavit.

Child-secure Kerala action plan unveiled

The Women and Child Development (WCD) department unveiled the Balasurakshita Keralam (Child-secure Kerala) action plan at a stakeholder workshop organised in association with UNICEF here on Thursday. The day-long programme was aimed at finalising a responsibility matrix for stakeholder departments in order to achieve the milestones outlined in the action plan. The plan itself was drawn up from suggestions on how to achieve the goal of a child-secure Kerala. Some of these were selected for a detailed plan, complete with objectives and guidelines, and presented to various departments. The plan was modified to include the suggestions put forth by the stakeholder departments and later approved by Chief Minister Pinarayi Vijayan. With Thursday's workshop, the action plan moves into the implementation phase. The broad objectives of the plan are to bring down violence, particularly sexual assaults, against children and ultimately eliminate it. This will be done by ensuring that children are safe in their homes and outside and protected by their families, teachers, and society at large. The workshop also discussed the deliverables of stakeholders department so that short, medium, and long-term plans could be prepared as part of the three-year initiative. Women and Child Development Director Haritha V. Kumar presented the child-secure Kerala action plan with nine sub-objectives. These include strict enforcement of laws against violence and exploitation of children and strengthening mechanisms; making homes, schools, and public spaces child-secure; promote responsible parenting and implement it practically till the panchayat level; eliminating gender-based violence and discrimination by bring about changes in value systems; ensure support systems for the differently abled and their parents till the grassroots level; ensuring urgent care and social and mental support for child survivors of violence and those in need of care and protection; identify vulnerability at source to prevent violence; ensure children's physical and mental health; and frame child-secure policies and guidelines. She delved into each of these objectives in detail and how these could be achieved in collaboration with the stakeholder departments concerned. For instance, the General Education department in association with the WCD would be responsible for equipping students to prevent violence or any exploitation against them. Similarly, steps to prevent child labour and child beggary would be taken by the WCD in association with the Labour department. Minister for Women and Child Development Veena George, who inaugurated the workshop and released the logo for the child-secure Kerala action plan, said many incidents were forcing people to think about how much progress had been made by the State in ensuring security of children and providing them support. This had prompted the decision to work in a concerted manner with the target of a child-secure Kerala. Ensuring children's physical, mental, and emotional growth and health and their protection were central to it. The workshop was intended to finetune the deliverables by the stakeholder departments in achieving the goal of child-secure Kerala. Thiruvananthapuram Range Deputy Inspector General of Police S. Ajeetha Beegum; and Director of General Education N.S.K. Umesh, G. Kumaresan, Social Policy and Child Protection Specialist, UNICEF office for Tamil Nadu and Kerala, and P.M. Nair, adviser, National Commission for Protection of Child Rights, spoke.
