Pashinyan's plan to remove Catholicos
Armenian Prime Minister Nikol Pashinyan has shared his plan to remove Catholicos of all Armenians Garegin II from the throne, publishing the proposal on social media. He suggests appointing a locum tenens – an acting head of the Church – adopting a new ecclesiastical charter, and holding elections for a new patriarch.
Pashinyan has long argued that the country needs a new spiritual leader. He justifies this by claiming that Garegin II broke his vow of celibacy and has a child. At the same time, the prime minister insists that his actions are not aimed against the Church. According to him, they stem from the need for the 'renewal of the Church, the state and society'. He stresses that he is pursuing this agenda first and foremost as a believer and a follower of the Armenian Apostolic Church – and only then as prime minister.
'Our goal cannot be to replace Ktrich Nersisyan [the Catholicos's secular name] with another clergyman who has violated the vow of celibacy. That would be political fraud, not a spiritual renewal agenda,' he wrote.
Political analyst Robert Ghevondyan notes that the standoff between the ruling authorities and the Church leadership is not dying down – on the contrary, tensions are rising. The demand to remove the Catholicos has moved beyond a personal dispute and has become 'the epicentre of a political conflict.' Gevondyan shared his views on how events might unfold and what kind of outcome can be expected.

According to the prime minister, a locum tenens (acting head of the Church) should not be eligible to stand for the position of Catholicos. In addition, before the election of a new patriarch, the Church's charter must be updated. He emphasises that the revised version should be written in modern Armenian so that every citizen can understand the legal code:
'After the charter is approved, the election of the Catholicos of All Armenians must take place. And during the election, the moral integrity of all candidates must be verified.'
Pashinyan did not specify how candidates' moral integrity would be assessed. He only noted that both the vetting process and the election procedures should be set out clearly in the new charter:
'And it must be adopted by the National Ecclesiastical Council or an equivalent body.'

'The renewal agenda does not imply theocracy in any way'
Prime Minister Pashinyan confirmed that he will personally lead the movement titled 'Sanctuary for the Holiest!'. He reminded the public that he had previously outlined the criteria a leader of the movement must meet and assured that he himself fulfils them, stating that he is 'baptised, prays daily, believes in Jesus, and has read the Bible from beginning to end.'
'The renewal agenda does not in any way imply a theocracy. It will not and cannot restrict the rights or freedoms of any citizen. But through it, society must send a clear message that it has the right to demand full accountability from its state, church, and political leaders — both in their personal and public lives. Anyone uncertain about this should not aspire to spiritual or political leadership,' the prime minister declared.
When the appointment of a locum tenens is permitted
According to the current Church charter, a married priest cannot be appointed as locum tenens (acting Catholicos). Furthermore, the charter only allows such an appointment under two circumstances:
if the Catholicos voluntarily abdicates,
or in the event of the Catholicos's death.
Notably, the clergy had already expressed their support for the Catholicos before Pashinyan made his plan public.
'We express our filial support to Catholicos of all Armenians Garegin II in these troubled times, so that, as a kind and courageous shepherd, with God-given wisdom, composure, and a vigilant spirit, he may continue to lead the Holy Armenian Apostolic Church and all our faithful people towards peaceful and secure havens,' the statement reads.
'Great spiritual gathering in Etchmiadzin': date and time unknown
A few days ago, Prime Minister Nikol Pashinyan called on citizens to prepare for a 'great spiritual gathering on the central square of Etchmiadzin.' While the location of the event is known, no official date has been announced. There is speculation that it may be planned for Sunday, the Feast of the Transfiguration of Christ.
Former President Levon Ter-Petrosyan has urged Pashinyan to cancel the event, warning that the prime minister will bear 'responsibility for any potential clashes or bloodshed.'
The clergy, in turn, have appealed to the country's competent authorities to 'halt Pashinyan's announced encroachment on the Church,' and called on citizens 'not to fall for the authorities' provocations':
'Holy Etchmiadzin condemns this attempt to provoke violence and assault. It is a blatant interference in the life and self-governance of the Armenian Church. We call on the ruling political force to end its anti-Church, unlawful campaign and to focus instead on overcoming the serious challenges facing the country,' the statement reads.
Commentary by political analyst Robert Ghevondyan
'It is evident that both sides have passed the point where a mutually acceptable solution could be reached by fully maintaining their positions. Victory for one will now mean defeat for the other.
The Armenian authorities hold the stronger position, as they are legitimate and possess the legal instruments of force. Therefore, the removal of the Catholicos and new elections within the Church appear more likely than the removal of the prime minister ahead of the 2026 parliamentary elections.
However, scenarios for removing the Catholicos vary, and each could lead to more or less problematic consequences.
The history of the Armenian Apostolic Church contains precedents for the removal of a sitting Catholicos.
For example, Catholicos Vahan I Syuni, ordained in 968, was deposed just one year later in 969 and replaced by Catholicos Stepanos III of Sevan. A few decades later, Catholicos Sargis I of Sevan, ordained in 992, voluntarily abdicated in 1019 and himself ordained his successor, Catholicos Petros I Getadardz. In 1418, Catholicos Grigor VIII Khndzoghat, who held the throne in Sis, was deposed and replaced by Catholicos Poghos II of Garni. Catholicos Grigor IX Musabekyants, ordained in Sis in 1439, refused to travel to Vagharshapat to assume the throne, leading to the ordination of Catholicos Kirakos I of Virap, who was later deposed in 1443 and succeeded by Grigor X Jalalbegyants.
As we can see, there have been cases in the Armenian Apostolic Church when a new Catholicos was ordained while the previous one was still alive.
Given this, one way to resolve the current tensions could be the voluntary abdication of the Catholicos or his removal by the clergy. It could be argued that this would be the most constructive outcome. However, for such a development to take place, the Church leadership — including Garegin II — must recognise the fundamental importance of Armenia's statehood.
The worst-case scenario would be the use of force by the authorities if sufficient grounds emerge to suspect the Catholicos of illegal activity. In such a case, the societal split could lead to unpredictable consequences.
Another possible scenario is a public expression of discontent with Garegin II's leadership by the faithful. This could take the form of a large protest in Etchmiadzin.
However, such a demonstration may prove ineffective in resolving the issue, as the clergy might simply ignore the demands of the crowd. Furthermore, as tensions escalate, some opposition figures — seeking to benefit politically — may attempt to rally citizens with opposing views and organise counter-protests.'

However, he does not rule out that this year's format could lead to a broader range of training for servicemen in the future. 'Whether this could become the basis for larger-scale exercises in the future, or drills involving not only members of the peacekeeping brigade, is hard to say. But it is clear that Armenia–US defence cooperation is continuing – and its continuation at least leaves open the possibility of expansion,' he said. The analyst noted that the first Armenia–US exercises in Yerevan were held after the Armenian government decided not to take part in drills of the CSTO military bloc, which operates under Russia's aegis. Since then, Moscow has consistently criticised Armenia–US exercises, with Russian politicians claiming that through them, the US is imposing NATO standards on Armenia. This year, the Kremlin has yet to comment on Eagle Partner. Armenia has long ceased participating in CSTO activities, with the authorities accusing their bloc allies of failing to meet their obligations. They say the CSTO did not ensure Armenia's border security, in breach of commitments under the organisation's charter, referring to events in 2021–2022 when Armenian forces requested help over an incursion by Azerbaijan's military into its sovereign territory. CSTO members declined, arguing that Armenia's border with Azerbaijan was not yet delimited. Prime minister Nikol Pashinyan said: 'Saying there is no border between Armenia and Azerbaijan means claiming there is no area of responsibility for the Collective Security Treaty Organization. And if there is no area of responsibility, there is no organisation.' Armenia has since frozen its CSTO membership, and in his most recent press conference, Pashinyan said the country is more likely to leave the bloc than to unfreeze its participation. Beniamin Poghosyan believes the Kremlin will not take harsh measures against Armenia unless it crosses three 'red lines': 'The first red line is the operation of the Russian military base in Armenia [the 102nd base is stationed in Gyumri], which under the agreement is to remain until 2044. The second red line is membership in the Eurasian Economic Union [also operating under Russia's aegis]. The third red line is a de jure withdrawal from the CSTO.' Regarding the West's position on Armenia's CSTO membership, Poghosyan noted that France and the United States under the Biden administration signalled to Armenia's leadership that freezing its membership was the right move. However, they advised against rushing a de jure withdrawal. Therefore, he does not believe Armenia's formal membership in the CSTO is an obstacle to cooperation with the West. He cited the example of Armenia–France defence cooperation, which has been expanding in weapons supplies and training: 'We have never received any indication from France that de jure CSTO membership hinders cooperation. There have been no statements suggesting they would sell more weapons if Armenia were not a member. At least, I have never heard anything like that.' According to Poghosyan, the same applies to Armenia–US defence cooperation — formal CSTO membership is not a barrier. However, it could limit the transfer of advanced technologies: 'In the US, there is a clear division regarding which groups of states can be supplied with certain advanced technologies. I do not rule out that as long as Armenia remains a de jure CSTO member, there may be problems related to the export of specific technologies.'

He argues that while Armenia has formally renounced territorial claims, there is no guarantee other states will not support such claims in the future. Mammadov says the agreement should have made it explicit that Armenia's territorial claims led to war and deportations – otherwise, Azerbaijan is making a major concession. 'Yerevan has only formally stepped back. In the past, we could at least respond to Armenian claims with our own claim to Western Zangezur. After the agreement, if they find another patron and act on it, what argument of justice will we have in response? I'm not talking about 'rights' – those don't seem to exist – I'm talking about justice. Mirkadirov said that after the 44-day war in 2020, the statement signed by Azerbaijan and Armenia with the participation of Russian president Vladimir Putin included a provision on the 'Zangezur corridor,' which was meant to be under Russian control. Armenian foreign minister on the Washington declaration 'The operation of infrastructure – including that to be built in Armenia under the US partnership – will take place within the territorial integrity, sovereignty and jurisdiction of the countries involved, and will ensure mutual benefit. Whatever the technical solutions, still to be discussed, they cannot go beyond these principles,' Armenian foreign minister Ararat Mirzoyan said, speaking about the 'Trump Route' programme. The Trump Route (Trump Route for International Peace and Prosperity – TRIPP) is a planned road linking mainland Azerbaijan with its exclave Nakhchivan. Armenia and Azerbaijan have agreed to reopen it with the participation of an Armenian–US consortium. Mirzoyan stressed that the Washington declaration does not envisage any third-party control over the road. He was responding to the Armenian parliamentary opposition and some experts who use the term 'corridor', amid claims that Armenia had supposedly agreed to grant Azerbaijan an extraterritorial road. 'With the persistence of a mule, some 'independent experts' or 'dependent party figures' keep spreading terms that have always been unacceptable to Yerevan and are absent from the Washington declaration,' he said. In an interview with Armenpress, Mirzoyan said such interpretations were 'either a product of their imagination or an attempt to mislead people'. After the signing, Armenia's prime minister told reporters that the US intends to be the main investor in the Trump Route, but that Armenia is also ready to work with third parties, including other investors. Pashinyan thanked the US president for showing flexibility on the issue. 'Our goal is for this project to bring involvement, and to attract other partners wherever possible, rather than creating tension or confrontation. No one should think that the Trump Route project is aimed against them, because it truly is not,' he said. The declaration says the sides confirmed the importance of reopening transport links between the two countries for domestic, bilateral and international traffic, while stressing respect for the sovereignty, territorial integrity and jurisdiction of states: 'These efforts will include unimpeded communications between the main part of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic through the territory of the Republic of Armenia, with mutual benefits for Armenia from international and domestic communications.' At the press conference following the Washington meeting, journalists asked the prime minister whether this reference to mutual benefits also meant unimpeded communications for Armenia. '[The document] sets out one benefit, and says that Armenia should have the same benefit. Reciprocity means that if roads are opened for Azerbaijan, they are opened for Armenia too. If they are not opened for Azerbaijan, they are not opened for Armenia either. Although that option is no longer on the table now,' he replied. Following bilateral talks, the two sides signed three memorandums: Memorandum on Armenia's 'Crossroads of Peace' regional reopening project: The US expressed support for the 'Crossroads of Peace' project, emphasising Armenia's role as a regional transport hub. It highlighted the need to ensure Armenia's infrastructure and border security, including with the participation of private investors. Memorandum on artificial intelligence and semiconductor innovation: Aimed at deepening cooperation in high-tech, with a focus on developing a semiconductor ecosystem and applying artificial intelligence. Memorandum on energy security: Intended to support Armenia's energy resilience and modernisation of its energy system, encourage private investment, and develop civilian nuclear power. According to Mirzoyan, there is an agreement with US secretary of state Marco Rubio to step up joint work on implementing the components of the strategic partnership. Initialling of peace treaty a 'historic event' The Armenian foreign minister called the initialling of the peace agreement at the White House a 'historic event.' 'It has become a major milestone in the process of resolving Armenian–Azerbaijani relations. The initialling and the subsequent public statements showed that peace – in the sense of no escalation on the border – has already been established. In essence, a stage of institutionalising peace is now beginning,' he said.
