Only 78 MNAs attend all sittings in 17th budget session: FAFEN
The attendance of members kept fluctuating during the budget session, it added.
The budget session began on a high note, with 83 percent attendance recorded during the first sitting when the Finance Bill, 2025, was introduced.
However, as the House progressed into the general discussion on the budget, attendance declined, hitting the lowest 57 percent on the third sitting.
The attendance resurged again at 79 percent on the final day of the general discussion, which also included deliberations on Senate recommendations and charged expenditures.
A remarkable increase was observed towards the end of the session, with attendance rising above 90 percent during the voting on demands for grants and the Finance Bill.
The highest attendance was 93 percent recorded on the day the Finance Bill was passed.
The lawmakers raised concern on the absence of government ministers during the budget discussion, prompting the chair to direct the government members holding finance-related portfolios to come to the floor of the House.
An analysis of the attendance and the leaves applications read during the proceedings shows that 235 members 75 percent of the current strength missed at least one sitting during the session. However, only 79 (34 percent) of them submitted an application seeking leave from the House for their absence. A total of 22 female MNAs including 19 on reserved seats and three on general seats (41 percent of total female membership) attended all sittings. Among seven minority members, all attended more than half of the sittings including three MNAs who have attended all sittings. Regionally, across all provinces, the majority of MNAs attended more than half of the sittings.
The Islamabad Capital Territory (ICT) recorded the highest percentage, with all three of its MNAs attending every session.
In Sindh, 68 MNAs (86 percent) attended more than half of the sittings, including 20 who were present at all.
Punjab saw 140 MNAs (85 percent) attend more than half of the sittings, with 37 attending every session.
From Khyber Pakhtunkhwa, 39 MNAs attended more than half of the sittings, including 15 who were present at all.
In Balochistan, 15 MNAs (75 percent) participated in more than half of the sittings.
The majority of lawmakers from the Pakistan Muslim League-Nawaz (PML-N), Pakistan People's Party Parliamentarians (PPPP), Muttahida Qaumi Movement Pakistan (MQMP), and Sunni Ittehad Council (SIC) attended more than half of the sittings.
The federal minister for Finance and Revenue, who is a senator, attended nine (69 percent) sittings.
The minister of State and the Parliamentary Secretary for Finance and Revenue, both of whom are MNAs, were present in 11 sittings (85 percent).
Notably, the federal minister for Economic Affairs, also a Senator, did not attend any sitting during the session, despite his portfolio closely related to the issues discussed during the budget session.

KARACHI: The Sindh Assembly on Friday unanimously passed a resolution condemning the brutal dual homicides in Balochistan, calling for swift justice and strong legislative action against the abuse of tribal customs that continue to sanction violence under the guise of honor. The resolution, moved by Pakistan Peoples Party's MPA Sadia Javed, voiced deep outrage over a video that went viral globally, showing the harrowing aftermath of the incident. Responding to these criticisms, Sindh Local Government Minister Saeed Ghani defended the government's efforts and called on political opponents to stop politicizing sensitive issues and instead support life-saving measures being taken by the administration. The government is firm on vacating 700 buildings declared dangerous. He acknowledged the Lyari incident as deeply tragic, stating that 27 people had died when the old and illegal structure collapsed in the Baghdadi and Khadda Market areas. He confirmed that 45 families were living in the building, constructed in 1980 without proper approvals. PTI founder steps up criticism of ‘establishment'
ISLAMABAD: In a fiery denunciation from behind bars, ex-prime minister Imran Khan on Friday slammed the 'establishment'. In a blistering message posted on X, Khan said 'establishment' is bent on cementing its personal power at the cost of national interest. 'The Senate, the National Assembly, the Prime Minister, and the President – none of them have any constitutional legitimacy,' Khan declared, lambasting what he called a 'sham constitutional court' that manipulated parliamentary seat distribution to rig the political landscape in favour of the military's chosen players. Khan did not spare the Election Commission of Pakistan either, accusing Chief Election Commissioner Sikandar Sultan Raja of masterminding an unprecedented electoral fraud and then securing an extension to dodge any accountability. He revealed that an Islamabad High Court (IHC) judge has refused to hear his appeals for seven months, a silence he attributed to direct military interference. Condemning the systematic dismantling of the judiciary, institutions, and democratic norms, Khan said the legitimisation of military courts amounted to a judicial self-execution – a 'vote of no confidence' against the judiciary itself. He also alleged that the military leadership has weaponised his wife, Bushra Bibi, in a bid to break his spirit, but vowed he would rather die than bow to what he called 'Asim Munir's monarchy.' Khan dubbed the current rulers a 'Dacoits-and-Duffers Alliance' that has trampled judicial independence through the controversial 26th Amendment. Senate's functioning: Lawmakers express concern over IHC ‘interference'
ISLAMABAD: The lawmakers from different political parties from the two sides of the aisle in the Upper House of the Parliament have expressed concern over what they have termed is the interference of Islamabad High Court (IHC) in the Senate's functioning, demanding that attorney general for Pakistan (AGP) be summoned to convey the Senate's displeasure in this regard. 'Stay orders are being issued by the Islamabad High Court against the proceedings of the Senate's standing committees. This is tantamount to interference in the Senate's working,' Pakistan Peoples Party (PPP) legislator and former deputy chairman Senate Saleem Mandviwalla said on the floor of the House on Friday. 'This House never interfered in the court proceedings despite that there is no such bar in the law,' he said. Practitioners, Bar Councils (Amendment) Bill: Senate body passes significant amendments The senator demanded that the AGP be summoned and informed that stay orders are being issued against the Senate committees' proceedings in the matters that are not sub judice. Kamran Murtaza from Jamiat Ulema-e-Islam Fazal (JUI-F) also demanded that the AGP be summoned, and he should be conveyed the displeasure of the House. 'Summon the attorney general today, and make him answerable. The Law minister should also be summoned and asked what is going on,' said Saifullah Abro from Pakistan Tehreek-e-Insaf (PTI). 'As per the law, no court can interfere in the proceedings of the Parliament. This practice is against the principle of the separation of powers,' said PPP's Zamir Hussain Ghumro. Parliamentary Affairs Minister Tariq Fazal Chaudhary agreed that the AGP should be summoned. The matter would also be taken up with the law minister, he said. Shahadat Awan, who was presiding over the Senate session, said that a notice would be issued to the AGP regarding the matter involving interference of IHC into the proceedings of the Senate's standing committees. Meanwhile, Cabinet Division informed the Senate on Friday that the prime minister is entitled to monthly salary of Rs 1,007,280. The premier is entitled to yearly allowances of Rs 7.1 million including discretionary grant of Rs 1 million, staff allowance of 2.5 million, contract allowance of Rs 1.5 million, conveyance allowance of Rs 750,000, tour expenses allowance of Rs 750,000 and sumptuary allowance of Rs 600,000, according to Cabinet Division. Separately, the PM is also entitled to Rs 1.35 million yearly for the maintenance of official residence, reads the written reply of the Cabinet Division, shared with the Senate in response to a question posed by PTI's Zarqa Taimur. Under the relevant law, the PM is exempted from any customs duty or sales tax on the import of articles for 'personal use, wear or consumption of the prime minister or any member of his family provided that the cost of such articles shall not exceed two hundred thousand rupees per annum.'
