Haryana to create roadmap to eradicate child begging
In a move to dismantle organised begging rackets and protect vulnerable children from exploitation, the Haryana State Commission for Protection of Child Rights (HSCPCR) has rolled out a state-backed rescue and rehabilitation initiative under the Union government's SMILE scheme (Support for Marginalised Individuals for Livelihood and Enterprise).
A state-level inter-departmental meeting, chaired by additional chief secretary (women and child development department) Sudhir Rajpal, brought together top police, child protection, health, labour, and social welfare officers to target the root causes of child begging and create a clear roadmap for its eradication.
Rajpal said that child begging is not an isolated act of poverty in many cases, it is a criminally organised industry where children are forced into the streets by cartels, traffickers, or even relatives for monetary gain. 'It strips children of education, exposes them to abuse, and traps them in lifelong cycles of vulnerability,' he said.
Three phases to break the cycle
The first phase is mapping the problem; joint mapping of begging hotspots — traffic lights, religious places, and markets —by district administration, WCD, and NGOs, headcount of child beggars and identification of orphans, abandoned children, or those without family support. The second phase is rescue and protection; while in the third phase focus will be on long-term rehabilitation and tracking, regular monitoring of rehabilitated children and education.
The meeting recognised that begging in many urban centres operates under well-structured rackets, exploiting children as income sources.
Rajpal said that child begging is an exploitation of innocence and a violation of basic human rights. 'Haryana is committed to breaking this vicious cycle through rescue, rehabilitation, and strict action against those who profit from it,' Rajpal said, adding that a follow-up meeting will be held in 15 days to assess progress, review the first rescue operations, and finalise strategies for scaling the model across the state.

CBI books accounts officer in graft case
Madurai: The Central Bureau of Investigation (CBI) registered a case against an accounts unit officer of the South Zone Cultural Centre (SZCC) in Thanjavur on charges of misappropriating govt funds of 2.24 crore. The SZCC, under the Union ministry of culture, endeavours to support and disseminate folk, tribal, and vanishing indigenous arts traditions. According to sources, K K Gopalakrishnan, director of SZCC, filed a complaint against G Meenakshi Natha Pillai stating that he operated around five companies under the names of his close relatives and participated in tender processes of SZCC while exploiting his position as the dealing assistant for budget and audit to award the projects to those companies and misappropriating 2.24 crore between 2019 and 2023. It was also found that one such company, Gaviko Pvt Ltd, which is blacklisted by the Union ministry of finance, still participated along with his relative-owned/benami companies, the complaint said. The accused became a successful vendor for the supply of goods for the painting and sculpture camps and other programmes conducted by him for the SZCC. Sources said that the Institution of Chartered Accountants of India (ICAI) is also investigating fabrication of a fake CA firm by Meenakshi, based on a complaint from SZCC. Fishermen want 42-year-long fight to end; seek govt. support for their livelihood and safety in Palk Bay for fishing
Appealing to the Union and Tamil Nadu governments to wholeheartedly work to support their livelihood, the fishermen from Rameswaram, with their families, observed a day-long fast on Independence Day in the coastal district. The families, some among them, recalled the ordeals they have been undergoing due to the arrest of their kith and kin by the Sri Lankan Navy personnel on charges of poaching. 'We are traditional fishermen from Tamil Nadu. We have been fishing along the Palk Bay from time immemorial. For the last 42 years due to various reasons, the fishermen are being arrested. We have no security at all. In our own country, we are treated like denizens. We wish the trauma ends with us and the next generation lives safe and secure,' said Jesu Raja, a fishermen leader. He said that the fishermen should be permitted to fish in Katchatheevu. 'We know, it has been given to the island nation long ago. The government, if it steps in sincerely, the issue can be sorted out in no time. Considering our livelihood, the Union government should impress its counterpart in Sri Lanka, he appealed. After the annual ban was lifted two months ago, the Sri Lankan Navy personnel, under the guise of poaching, had arrested 64 fishermen. The trawlers have also been impounded. Under the pretext of punishing repeat offenders, 24 fishermen were jailed for six months, one and two years under multiple charges. Hefty fines were also imposed. Under such circumstances, the fishermen had no other choice but to give up the profession and look out for alternatives, else spend the remaining days in poverty and debt for the rest of their lives. The members wore black badges and said that when the country celebrated its Independence, the fishermen in this region, were yet to get their freedom. As a mark of protest and to draw the attention of the governments, they announced the fast. The fishermen leaders said that the agitations would continue and in the next few days they would resort to rail roko agitation as well.
