Comelec to lift control over Buluan, Datu Odin Sinsuat for BARMM polls
Garcia made the remarks as the election period and the implementation of gun ban for the first-ever parliamentary polls start on Thursday, August 14, 2025, until October 28, 2025.
'In the meantime, ang sabi ng ating Commissioner-in-charge Aimee Ferolino, sa pagsisimula [ng campaign period] ire-rekomenda muna ang pagli-lift,' Garcia told reporters.
'Wala muna tayong ilalagay under Comelec control,' he said.
(Comelec commissioner Aimee Ferolino, commissioner-in-charge, said we will recommend the lifting of control over Buluan and Datu Odin Sinsuat once the campaign period starts. We will not place any area under Comelec control.)
The poll body previously placed the Buluan and Datu Odin Sinsuat towns under Comelec control amid an increase in incidents of election-related violence in the areas ahead of the recent May elections.
Under Comelec control, the poll body will have immediate and direct control and supervision over national and local officials and employees. It will also have full control and supervision over all national and local law enforcement agencies.
Elections preparations
Meanwhile, Garcia said the Comelec is continuing its preparation for the BARMM elections as they started setting up checkpoints and coordinating with the police and military to ensure public safety during the campaign period. He also said the poll body is yet to declare any areas in the Bangsamoro as an election hotspot.
Garcia further said the Comelec will call for an 'extremely urgent' meeting with the seven accredited Bangsamoro regional parties and election watchdogs next week to discuss the 'none of the above' option in the ballots.
'Paano kung none of the above ay nakakuha ng more than 50% ng boto sa bawat position whether sa parliamentary district o sa political parties? Ano ang implication nito?,' he said.
(If the none of above options garnered more than 50% in any position whether for parliamentary districto or political parties, what will be the implications?)
'Kinakailangan namin pag-usapan yan sapagkat lumalabas po wala yung mga kasagutan sa mismong Election Code...Gusto namin na pag ginawa namin ang guidelines patungkol sa pagsagot ng implication ng none of the above, dapat alam ng mga political parties ang aming predicament at parte sila ng solution,' said Garcia.
(We need to discuss because the answer was not indicated in the Election Code. We want that if we establish the guidelines, the political parties know our predicament and are part of the solution.)
He added: 'Tatandaan po ng lahat, ang position ng Comelec at maaaring position din ng parliamentary na gumawa nito, na ang 'none of the above' ay isang kandidato by itself'.
(We would like to remind the public that based on our position, and maybe the parliament too, the 'none of the above' is a candidate by itself.)
BARMM polls
The Bangsamoro polls was reset from May 12 to October 13, 2025 after President Ferdinand Marcos, Jr. in February signed into law the measure postponing the first-ever parliamentary elections.
The suspension came months after the Supreme Court (SC), in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024.
The SC ruling necessitated the redistribution of the seven vacated seats originally allocated to Sulu under the Bangsamoro Electoral Code. However, the Bangsamoro government has yet to issue a decision on the reallocation. —LDF, GMA Integrated News

Gov't contractors prohibited from contributing funds to candidates — Comelec
Contractors in government projects are prohibited from contributing funds to candidates, the Commission on Elections (Comelec) said Thursday. Interviewed on GMA Integrated News' Unang Balita, Comelec chairperson George Garcia said this is a violation of the Section 95 (c) under the Omnibus Election Code. Article Xi of the Omnibus Election Code states: "SECTION 95. Prohibited contributions. – No contribution for purposes of partisan political activity shall be made directly or indirectly by any of the following:" "(c) Natural and juridical persons who hold contracts or sub-contracts to supply the government or any of its divisions, subdivisions or instrumentalities, with goods or services or to perform construction or other works." 'Sila ay bawal mag-contribute sa isang kandidato yun pong mga contractors ng pamahalaan at kahit na anong political subdivision o kung sinuman yung may kontrata sa pamahalaan lalo na po kung ito ay public works,' he said. (Those government contractors are not allowed to contribute to a candidate and any political subdivision or anyone who has a contract with the government, especially if it is public works.) 'Election offense po ito na may isa hanggang anim na taon na pagkakakulong at maaari rin pong maging dahilan ng pagkakakansela po ng mga lisensya o permit noong atin pong mga kumpanya na ito,' he added. (This is an election offense that carries a one to six year prison sentence and can also be a reason for the cancellation of the licenses or permits of the companies.) Asked about the punishment for election officials, Garcia refused to answer as some people may question and file a complaint before the Commission due to 'these developments.' 'Hindi ko po muna sasagutin dahil alam na alam ko maaaring may magkuwestiyon at mag-file ngayon sa Comelec dahil sa mga development na ito,' Garcia said. (I won't answer for now because I know very well that someone might raise questions and file a complaint with the Comelec now because of these developments.) On Monday, President Ferdinand ''Bongbong'' Marcos Jr. disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors. Marcos called the situation "disturbing." Some of these contractors were linked to some elected officials. — RSJ, GMA Integrated News

Comelec to resume voter registration in October after BSKE polls postponed
The Commission on Elections (Comelec) on Thursday said it will resume voter registration in October following the postponement of the barangay and Sangguniang Kabataan election (BSKE). 'Kung sakali po talaga na hindi na matutuloy ang election sa December 1, kami po ay magre-resume sa October na ito ng taon ng 2025 hanggang next year ng July ng atin pong registration,' Comelec chairperson George Garcia told GMA Integrated News' Unang Balita in an interview. (If the elections cannot proceed on December 1, we will resume our registration from October this year, 2025, until next year in July.) Comelec on August 1 launched a ten-day voter registration for 2025 BSKE, in which 2.8 million people have registered. President Ferdinand 'Bongbong' Marcos Jr. on Wednesday signed into law the measure seeking to postpone the BSKE from December 2025 to November 2026. According to Garcia, the movement of the BSKE schedule is in light of the newly set fixed term of four years for barangay and SK officials. The Comelec official noted that the adjustment on BSKE will be effective after 15 days of publication in newspapers or the Official Gazette but can be challenged before the Supreme Court. 'Alam po natin na kahit ito ay nalagdaan na ng ating Pangulo, ang batas po ay magiging epektibo lamang kapag ito ay na-publish sa newspapers of general circulation o Official Gazette,' he said. (We know that even though it has been signed by our President, the law will only become effective when it is published in newspapers of general circulation or the Official Gazette.) 'At pagkatapos, wala pong makakapigil sa sino man na gustong pumunta sa Korte Suprema upang kuwestiyonin ang legalidad nito,' he added. (And then, nothing can stop anyone who wants to go to the Supreme Court to question its legality.) —Joviland Rita/ VAL, GMA Integrated News
