Centre to safeguard national interests as global satcom players seek entry

Officials aware of the details told ET among the measures that will be taken include setting up a
satcom monitoring facility
with an outlay of over '900 crore to track satellites (Indian and foreign) over Indian skies, reserving orbital and spectrum resources for upcoming Indian satellites, especially NGSO (non- geostationary), and having a favourable ecosystem to set up gateways in India, that will serve local and global operations.
"Some of the measures are likely to be announced through the new Telecom
Policy
, which will create a roadmap for the next five years or by 2030," said one of the officials.
A second official said the Digital Communications Commission (DCC), which is an inter-ministerial panel and the highest decision-making body of the Department of Telecommunications (DoT), has already cleared the proposal for setting up the satellite monitoring facility with an outlay of around '930 crore.
The facility, once operational, will monitor both local and foreign satellites over Indian skies and satellite-based communication services in the country. "Apart from monitoring, the facility would be helpful for mitigating interference from adjacent satellites in the Indian sky and there would be better coordination," the official said.
Currently, the Indian participation is minimal in the
satcom
market, particularly in the low-earth orbit (LEO), which is increasingly becoming lucrative from a communications point of view.

Starlink is the dominant player with around 7,000 satellites already in orbit. Amazon Kuiper, too, is going to have more than 3,000 satellites, while Eutelsat OneWeb has more than 600 satellites in the sky. The Bharti Group is the largest stakeholder in Eutelsat OneWeb, but its capacity is far lower than Starlink and what Kuiper can offer in the coming years.
There is no India LEO satellite operator as of now, but the situation may change in future and that is why the government does not want Indian entities to be on the backfoot when they consider entering in the coming years, towards which resources would be reserved for them, officials said.
"Already there are many startups in the satcom space, and the government wants India to emerge as a major player in the satellite market. The regulatory framework will be streamlined and simplified to unlock the potential of the satellite market," said the second official.
The preliminary draft of the new telecom policy calls for establishing an effective regulatory framework to safeguard the country's interests and sovereign rights to keep optimal orbital and spectrum resources for upcoming Indian satellites, especially NGSO. Also, there would be an enabling framework for provisioning ground stations as a service (GSaaS) from India on a global level. India can act as a hub of gateways for serving countries.
Setting up satellite earth station gateways for NGSO systems is a capital-intensive exercise and also very complex in nature consisting of multiple antennas. The NGSO operators, therefore, want to establish an optimum number of gateways to serve various jurisdictions across the globe.

Tech Billionaire Elon Musk on June 1 dismissed allegations of extensive drug use in a post on his self-owned social media platform X (formerly Twitter). Responding to a user joking about the speculations, Elon Musk wrote that he used prescription ketamine 'a few years back' and has not had it since, claiming that the New York Times report on the matter, was 'lies'. However, in previous statements on drug use, especially ketamine, the world's richest person had admitted to using drugs, claiming that it benefitted investors in his company. Responding to a user on X, discussing mental health and drug prescriptions related to the condition, Elon Musk endorsed ketamine as the better option, compared to SSRIs. Known in full as Selective Serotonin Reuptake Inhibitor, SSRIs are a type of antidepressant medication prescribed to ease symptoms of moderate to severe depression, according to the Mayo Clinic. 'Depression is overdiagnosed in the US, but for some people it really is a brain chemistry issue. But zombifying people with SSRIs for sure happens way too much. From what I've seen with friends, ketamine taken occasionally is a better option,' Elon Musk wrote on June 27, 2023. Responding to queries from Bloomberg, Charlie Stadtlander, a spokesperson for the NYT defended the report as 'thoroughly sourced'. He added that reporters 'interviewed a dozen people' who know or worked with Elon Musk, and saw private text messages, legal documents and photographic evidence. 'We provided Musk with multiple opportunities to reply or rebut their reporting before publication and he declined, opting instead to try to distract with a social post and no evidence,' Stadtlander told Bloomber via email. Benchmark equity indices, Sensex and Nifty, on Monday morning (May 30, 2025) tumbled following weak trends in Asian markets and renewed global trade concerns. Moreover, foreign fund outflows also dented investors' sentiment, experts noted. The 30-share BSE Sensex tanked 762.24 points to 80,688.77 in early trade. The NSE Nifty dropped 212.25 points to 24,538.45. From the Sensex firms, HDFC Bank, HCL Tech, Reliance Industries, Infosys, Tech Mahindra, Bajaj Finance, Larsen & Toubro, Titan, Tata Consultancy Services and Tata Steel were among the biggest laggards. Hindustan Unilever, Adani Ports, Mahindra & Mahindra, IndusInd Bank and Nestle were among the gainers. In Asian markets, South Korea's Kospi, Japan's Nikkei 225 index, Shanghai's SSE Composite index and Hong Kong's Hang Seng were trading lower. U.S. markets ended on a mixed note on Friday (May 30, 2025). Foreign Institutional Investors (FIIs) offloaded equities worth ₹6,449.74 crore on Friday (May 30, 2025), according to exchange data. The Indian economy grew at 7.4% in January-March — the fourth and final quarter of April 2024 to March 2025 fiscal (FY25) — reflecting a strong cyclical rebound that was helped by a rise in private consumption and robust growth in construction and manufacturing. Vikas Jain, Head of Research at Reliance Securities, said, 'Negative cues from global markets could cap gains. Asian markets and U.S. index futures have come under pressure due to rising geopolitical tensions between Russia and Ukraine, as well as renewed trade frictions following U.S. President Donald Trump's decision to double tariffs on steel and aluminium to 50%.' Global oil benchmark Brent crude jumped 2.20% to $64.16 a barrel. On Friday (May 30, 2025), the BSE Sensex declined by 182.01 points or 0.22% to settle at 81,451.01. The Nifty dipped 82.90 points or 0.33% to 24,750.70.
