UP Police constable held for motorcycle theft in Delhi to pay off his gambling debt

The Delhi Police last week arrested an Uttar Pradesh Police constable for allegedly stealing motorcycles in the national capital to pay off his gambling debts. The accused has been identified as Mohseen, 27, who was stationed at the 44 BN PAC on the Hapur Road in Meerut.
The Delhi Police nabbed him from the Preet Vihar area of East Delhi on August 6 while conducting a patrol in Rajdhani Enclave. 'Based on a tip-off, the police detained a person named Mohseen and found two master keys, which are used to unlock vehicles, in his possession. He is from the Baraut area of Baghpat and could not tell any justified reason for his presence in the Preet Vihar area,' said Abhishek Dhania, Deputy Commissioner of Police, East.
Upon further investigation, the police found that Mohseen had been employed as a constable in the UP Police since 2019. 'During sustained interrogation, he accepted his guilt and said he came to the Preet Vihar area for motorcycle theft and stole a Hero Splendour motorcycle from Preet Vihar on May 30,' DCP Dhania said.
The police said Mohseen took a leave from August 5 to come to Delhi. CCTV footage of his May 30 theft showed that he used master keys in his possession to target the parked vehicle, said the police.
The police tracked down one Vishal, 22, who purchased the Splendor bike that Mohseen stole in May. Vishal told the police that he bought the bike after seeing an advertisement on Mohseen's Facebook page.
'The accused targeted parked motorcycles in Delhi using master keys. After stealing the vehicle, he sold it in UP through personal contacts and social media platforms like Facebook. He used the money for gambling or paying off his debt. The engine and chassis numbers were tampered with to evade detection,' DCP Dhania said.

New Delhi: LG VK Saxena has given his approval to notify all police stations in the capital as "designated places" from where police officers can provide evidence to the court through video conference, Raj Niwas officials said on Tuesday. This, officials said, will ensure that police officers dealing with various cases do not have to travel and physically attend court proceedings, thereby saving a great amount of time and resources by deposing through video conference and enhancing their functioning. Earlier, the video conferencing facility for providing evidence was only available in the Delhi High Court, district courts, prisons, hospitals, the forensic science laboratory and some govt offices. "This major reform comes under the draft model rules (Nyaya Shruti) on video conferencing under the Bharatiya Nagarik Suraksha Sanhita, which recommended the inclusion of police stations as 'designated places' for deposition through video conference for police personnel and officers," said a Raj Niwas official. According to officials from the L-G Office, this marks a departure from the current requirement for officers — including investigating officers and those who are witnesses in criminal cases — to be physically present in court for providing evidence or deposition. Officers will no longer have to travel and physically attend court proceedings — saving a great amount of time and resources. This major reform comes under the draft model rules (Nyaya Shruti) on video conferencing under the Bharatiya Nagarik Suraksha Sanhita, which recommends for inclusion of police stations as a 'designated place' for deposition through video conference for police personnel/officers. ‘Big nose… immigrant': Indian couple threatened in Canada parking lot; teen arrested

An 18-year-old teen was arrested on Saturday and charged with hate crime after a video showed a group of young Canadian men racially abusing and threatening an Indian couple in a parking lot in Peterborough, Ontario. Police said the confrontation took place on July 29 in the Lansdowne Place Mall parking lot. The video, originally posted by the victims on Facebook, shows three men inside a pickup truck harassing the couple. When the Indian man tries to film their license plate, one of the men can be heard saying: 'Do you want me to get out of the car and f*****g kill you?' The group hurls racial slurs, calling the man a 'big nose' and a 'f*****g immigrant.' At one point, a man steps out of the vehicle and makes obscene gestures, including simulating sexual acts toward the couple's car. The victims allege the group also rammed their vehicle, causing damage. Some are trying to defend the driver of the truck in this disgusting hate-motivated incident in Peterborough. 'On Friday, August 8, 2025, officers began an investigation into the incident, which happened on July 29, 2025. The investigation included viewing videos, some of which were circulating on social media, and that included hate-based language,' the release stated. An 18-year-old from the City of Kawartha Lakes has been charged with 'Utter threats – Cause Death or Bodily Harm.' He was released on an undertaking and is due in court on September 16, 2025. While Canada has no specific hate crime charge applicable to the incident, police said there is a hate crime element to the case that will be addressed as it moves through court. Peterborough Police Service Chief Stuart Betts said: 'Anybody who has seen the video in this case will understand that that type of behaviour is not acceptable in our community, nor any community. I would like to thank everyone who came forward with information in connection with this incident. Clearly this is not the standard of acceptable behaviour in our city. We encourage residents to continue to report hate bias incidents/crimes that take place in our community. Reporting these incidents to police is crucial to ensuring we have the information needed to investigate and pursue charges when appropriate.
