Care home workers ‘almost twice as likely to be in poverty as average UK worker'

Earlier this month, following the launch of the Government's 10-year health plan focused on the NHS, Health Secretary Wes Streeting said he would 'shortly be setting out how we will deliver the first ever fair pay agreements for the care workforce, building a real social care progression'.
The adult social care sector has long faced problems with staff retention and recruitment, with an estimated 131,000 vacancies on any given day.

No date has yet been announced for details to be given on the Fair Pay Agreement as part of the Employment Rights Bill, which is currently making its way through the House of Lords.
It is expected the Government will confirm how much funding will be available to support it and launch a consultation at some point later this year into how it should work.
The spending review published last month stated there would be an increase of more than £4 billion of funding available for adult social care in 2028-29, compared with 2025-26.
But the Health Foundation has estimated this might not be enough to both fund the sector more generally to meet rising demand for social care and to ensure better pay for workers.
The charity estimated an extra £3.4 billion would be necessary just to meet demand for publicly-funded social care in England in 2028/29, while increasing pay for the care workforce to at least NHS band three levels could cost a further £2.3 billion.
Current band three annual salaries for full-time workers in roles such as emergency care assistants and occupational therapy support in the NHS are between £24,937 and £26,598.
Such an increase could lead to a 6.6% rise on average in household income for care home staff and their families, leading to 'a modest but important reduction in poverty', the charity said.
For the poorest fifth of care home staff and their families, household income could rise by 14.7%, it added.
According to Health Foundation analysis of national data from 2021/22 to 2023/24, someone working in a care home in the UK is almost twice as likely to live in poverty as the average UK worker, while children in those families are three times more likely to be materially deprived as those in the average working household.
The analysis, which used data from the Households Below Average Income (HBAI) and the Family Resources Survey (FRS), found that over the three-year period, care home workers were twice as likely to live in a food-insecure household as the average UK worker and twice as likely to have used a food bank in the past year compared with other workers.
While 2.9% of workers in residential care had used a food bank, this compared with 1.5% of all workers.
The charity said its findings 'likely underestimate poverty rates for the whole care workforce' as they focused their research on staff in care homes rather than those looking after people in their own homes, where the organisation said 'problems with insecure employment and underpayment are even greater'.
The report states that, given its estimates of how much funding is needed to meet demand in the sector and provide better pay, the current £4 billion announced by Government risks 'leaving local authorities to choose between providing people with the care they need and funding much needed wage rises for the care workforce'.
Lucinda Allen, policy fellow at the foundation, said while social care is 'vital and fulfilling work', it has 'long been underpaid and undervalued'.
She added: 'Around one in every 20 working people in England is employed in social care. Enhancing pay and working conditions in the care sector could be an important part of the Government's growth agenda, improve people's lives, and help fill the 131,000 social care vacancies.
'The Government must deliver on its promise of fair pay for care workers, alongside wider improvements to our care system.'
The Royal College of Nursing (RCN) urged the Government to swiftly introduce a fair pay agreement, after the report highlighted 'the urgent need to improve pay and conditions for care workers'.
RCN England executive director Patricia Marquis said: 'It is a sad state of affairs that such a vital workforce is so poorly valued and little wonder that there are so many vacancies. When care homes cannot recruit enough staff it leaves too many without access to the care they deserve.
'Ministers must not delay in introducing a fair pay agreement and a new body to improve conditions for care workers, as well as rooting out exploitation. Failure to do so will only undermine ambitions to move care into the community and deepen a social care workforce crisis that harms the vulnerable.'
Unison general secretary Christina McAnea described it as a 'national scandal those looking after some of the most vulnerable are more likely to be on poverty pay and struggling to make ends meet'.
She added: 'By finding the funding for a fair pay agreement that should see care workers rewarded properly, the Government will be showing it's serious about transforming the crisis-ridden sector.
'Decent wages have to be at the heart of the promised national care service the country needs so desperately.'
A Government spokesperson said: 'Care workers play a vital role in society caring for our most vulnerable and deserve to be paid properly for their hard work.
'That's why we've launched the first ever Fair Pay Agreement for carers, increased the National Living Wage – worth £1,400 more a year for full-time workers – and delivered the biggest ever rise in the Carer's Allowance earnings threshold.
'We have also launched an independent review into social care to build a National Care Service, which will also look at how we can improve working conditions and retention.'
The Casey Commission, launched earlier this year, aims to set out a plan to implement a national care service, but social care leaders have previously raised concerns over the potential timeline of 2036 for some recommended reforms to be introduced.

Between 7am on Friday 25 July and 7am on Wednesday 30 July, there will be a significant deterioration in healthcare in England and Wales. Whatever else may be claimed about patient safety protocols and safeguards, people in pain and distress will suffer more than they would if the resident doctors were working and not going on strike. After all, if the coming five days of industrial action were likely to go unnoticed, the strike would not be taking place. It is hard to see how, over the next week or so, lives will not be put at more risk than if the hospitals and clinics were working normally – and that is still, sadly, an unsatisfactory situation to start from. Indeed, there will be unwelcome extra pressure on the NHS for some time to come, because of the backlog of postponed procedures that will have to be cleared. These may not be as severe as after past disputes, because this time hospital managers are not prioritising emergency care to the same extent, and are protecting scheduled, 'elective' surgery to a greater extent. There is clearly a will on the part of management to ensure that those who cause this interruption in service do not then go on to receive generous overtime for reducing the backlogs they themselves have created. None of this is anything that the striking doctors desire, and there's no reason to doubt that many feel they are being forced into this position. Those on duty will still do their very best for their patients. Nonetheless, the doctors should ask themselves whether all of the misery, and worse, that will inevitably occur is necessary this time. There are strong reasons why this round of industrial action will not be worth it. First, no group of strikers can succeed without public support. In the past, under the Conservatives, the incessant NHS strikes by resident doctors, nurses, support staff and consultants were, in fact, solidly backed by the public, who sympathised with their cause even if it meant that the medical treatment they needed might be postponed. Now, the support is much softer, and a majority of the population opposes the strikes. There have been major changes, too, since the previous round of strikes, all connected to the election of a Labour government committed to the survival of the NHS. One of the first things the new chancellor, Rachel Reeves, did on arriving at the Treasury last July was to pay the salary increases recommended by the independent pay review body in full – a 22 per cent uplift over two years, a startling settlement by comparison with most other workers. Not long after that, Ms Reeves raised taxes to pay for an immediate programme to reduce waiting lists, recruit and train more staff, and invest for the longer term in the NHS. The new health and social care secretary, Wes Streeting, also announced his plan to abolish NHS England, and to implement radical reforms to improve productivity. Taken together, these developments should have signalled to NHS staff that this was a government that wanted the best for the service. In this context, at the start of the journey to a renewed NHS, and with that sizeable pay rise having been implemented, it feels very wrong that the doctors should undermine these efforts, and the progress that has already been recorded, by setting things back again for weeks, if not months, to come. Worse than that, to many it will seem as though the NHS is unfixable, and that it needs more fundamental change. If it appears that Labour can't do much better than the Conservatives at making the NHS work, people will wonder whether it is time for a more radical approach. If they cannot get the treatment they need, when they need it, then they will be more receptive to the siren calls from figures such as Nigel Farage for a French-style insurance system (but, he never adds, without French-style funding). The doctors, in other words, may or may not win a bigger pay award, but they are gambling with the future of the very thing they profess to love – the National Health Service itself, free at the point of use, and paid for by general taxation. The striking doctors should also examine once again the merits of their claim – for a 29.2 per cent award. To everyone else, this looks like an outlandish figure, even as a starting point for talks. It is not part of any pay review recommendation. It is based on a calculation of how much doctors' pay scales would have to change (on a disputed measurement of inflation) to bring them back in real terms to levels prevailing in 2008, before they were eroded. But how many groups of workers would like their pay restored in real terms to some advantageous point in the past, when times were better? The doctors reply that they'd love for everyone to get such a rise, but everyone knows that's not possible – and, given public sentiment, it's not realistic for them either. In short, the chances are that the doctors will not win their strike. Any improvements they do secure will be modest when set against their tarnished reputation and the damage they will do to the trust the public want to place in the NHS. If the doctors do force a pay increase that requires another hike in taxes and causes a reduction in NHS services, then it is not going to be sustainable – because the public will not tolerate it, and the NHS won't survive for the coming decade. The more this strike hurts, the more chance there is that it will, in the long run, fail. It is not worth it.

Former Sky News presenter Dermot Murnaghan has said he "fell through the gaps" with his prostate cancer diagnosis, calling it a "massive wake-up call". He revealed last month he has stage-four cancer, meaning it has spread to other areas of the body. However, he said he was responding positively to treatment. Speaking at an event for Prostate Cancer UK, Murnaghan urged men to get tested - and to insist on one if they're in a high-risk group. "For years I thought 'that will do me'. I'm getting tested basically once a year or every couple of years," he said. "It never occurred to me that they weren't testing for PSA (prostate-specific antigen) and I never went to my GP because I was getting other tests privately through the production company. "So that's how I fell through the gaps and that's how I had a massive wake-up call and want to share the message." A PSA test is a blood test that can indicate if there's a potential problem with the prostate but there's currently no national screening programme. The NHS says men over 50 can ask their GP for one, and Murnaghan, who's 67, said some people below that age should also push for one. "You can get to the stage I have with no symptoms," he said. "Get the test, insist on the test. You can insist on the test if you are in a high-risk group and under 50. If you are not, I'd still get the test at 50." Murnaghan - who worked at Sky News for 16 years - added: "Go to your GP and they say you don't need it, but say 'but I want it'. It is your right to have it. "Just keep doing that every year or couple of years. Once you've got that marker where your PSA is, keep monitoring it. "The earlier you find prostate cancer the easier it is to treat, so check your risk in just 30 seconds with Prostate Cancer UK's online risk checker to see if you are at risk and what you can choose to do about it." Those at higher-risk of prostate cancer include men over 50, black men and people with a family history of the disease. Murnaghan is currently preparing for a charity bike ride in September, the Tour de 4, organised by Sir Chris Hoy - who revealed his own diagnosis last year.

'Despite challenges in recent years, from the impact of Covid to recruitment challenges because of Brexit, the SNP government is investing record sums in getting Scotland's NHS back on track. 'First Minister John Swinney promised to deliver 150,000 extra appointments in Scotland's NHS. ‌ 'The SNP Government is not just delivering on its promise - but will exceed it, delivering more than 210,000 appointments and procedures across Scotland this year. An extra £4 million of funding has been allocated towards dermatology - taking the overall total that ministers are providing as part of efforts to cut waiting lists to £110 million. ‌ The cash should allow 4,100 more dermatology outpatient appointments to be carried out this year than there were last year. The announcement comes as First Minister John Swinney and his Health Secretary Neil Gray continued to focus on cutting the longest waits for treatment. The Scottish Government hopes these efforts will mean 213,000 more NHS appointments are carried out this year than there were in 2024-25. ‌ The health service is expected to deliver 195,000 scans in 2025-26, along with 88,000 new outpatient appointments and 31,000 inpatient or day case procedures. The increases come as the Government continues its efforts to tackle waiting times for treatment after backlogs increased during the Covid pandemic. Mr Gray declared: 'Reducing long waits in the NHS is one of the biggest priorities for the First Minister and the Scottish Government. ‌ 'Our record investment in the NHS this year is allowing us to target specific areas that are experiencing long waits, reducing backlogs and getting people the appointments and treatments they need as quickly as possible.' The Health Secretary continued: 'I am pleased to confirm that we expect the additional funding committed to reduce waiting times to result in more than 300,000 appointments and procedures this year. 'My thanks go out to all the hard-working NHS teams for their continued efforts. ‌ 'I am announcing an additional £4 million specifically for dermatology.
