
With independent customs operation, Hainan Free Trade Port poised to pioneer China's high-standard opening up
In the latest episode of China Economic Roundtable, an all-media talk show hosted by Xinhua News Agency, senior officials from China's key economic departments shared policy insights on the Hainan FTP and its role in advancing the country's evolving opening-up strategy.
As China's largest special economic zone, Hainan holds unique advantages in serving as a testing ground for reform and opening up. In April 2018, China announced plans to transform the island into a pilot free trade zone, with a long-term vision of developing a free trade port with Chinese characteristics. A master plan released in 2020 aimed to make Hainan a globally influential hub for high-level openness by mid-century.
'The launch of the island-wide independent customs operation will give Hainan greater latitude to pilot higher-standard opening-up measures,' said Cai Ping, an official with the National Development and Reform Commission (NDRC).
These initiatives will not only drive the island's high-quality development, but also provide a testing ground for broader national reform and opening up, sending a clear message to the world that China's commitment to high-level openness is unwavering, and that its doors will continue to open wider, Cai said.
ZERO-TARIFF INCENTIVES
'The move is aimed at expanding opening up and accelerating development,' said Cai, emphasizing that Hainan's opening up is not merely about lifting restrictions, but about systematically building an institutional framework to ensure the free and efficient flow of people, goods and capital.
A central pillar of the policy framework is the enhanced zero-tariff policy. 'Businesses will enjoy broader zero-tariff incentives,' said Wu Jingfang, an official with the Ministry of Finance.
The proportion of tariff lines with zero-tariff products in the Hainan FTP will increase from 21 percent to 74 percent, while the number of tariff-free items in Hainan will increase from about 1,900 to around 6,600.
Imported products that undergo at least 30 percent value-added processing in Hainan can enter the mainland tariff-free. In addition, certain goods currently banned or restricted nationwide will enjoy open policies in Hainan.
These measures will further reduce business costs, help attract upstream and downstream enterprises to Hainan, and promote the clustered development of industrial chains, according to Wu.
With a zero-tariff system fundamentally in place after the independent customs operation, high-quality global resources can flow into Hainan with greater freedom and efficiency, Wu said.
Trade liberalization and facilitation are defining features of a free trade port. Jiang Zijun from the Ministry of Commerce stressed that a key focus of the FTP's trade policies is the adoption of more favorable zero-tariff measures, alongside more relaxed trade management rules.
LONG-TERM ENDEAVOR FOR OPENING UP
Experts believe that launching an unprecedented, island-wide independent customs operation is a complex undertaking with no ready-made blueprint.
It is a 'complex and systemic project' that requires careful alignment in policy transition, risk management, and regulatory coordination, said Cai from the NDRC.
Looking ahead, the Hainan FTP will prioritize promoting the free and efficient flow of key production factors, including trade, investment, cross-border capital, personnel and logistics, alongside the secure and orderly movement of data, according to Cai.
In response to the evolving needs of the Hainan FTP and China's wider push for opening up, the Ministry of Finance will continue to advance tax system reforms, Wu said. Key priorities will include advancing preferential corporate and personal income tax policies to attract top talent and leading enterprises, as well as expanding the list of zero-tariff products.
With its optimized business environment, Hainan has emerged as a premier foreign investment destination, ranking among China's top performers.
From 2020 to 2024, Hainan attracted more foreign investment than it did in the entire 32 years since becoming a province, while its goods trade grew at an average annual rate of over 30 percent.
Amid rising protectionism and mounting challenges to the global trade order, the planned launch of the island-wide independent customs operation in Hainan — along with phased steps to build a policy and institutional framework for a free trade port with the highest level of openness — marks a strong signal of China's commitment to deeper opening up and advancing economic globalization, according to Guo Da, executive director of the China Institute for Reform and Development.
The Ministry of Commerce will make more efforts to support Hainan in aligning with high-standard international economic and trade rules, enhancing institutional openness, and fostering new growth drivers through targeted measures, Jiang said.
'With the independent customs operations, Hainan FTP is poised to become a key gateway for China's new era of opening up and innovation,' Cai added.

The event took place at the government headquarters in the New Administrative Capital, in the presence of Deputy Prime Minister for Industrial Development and Minister of Industry and Transport Kamel el-Wazir and Chairman of the General Authority for the Suez Canal Economic Zone (SCZone) Walid Gamal El Din. The high-level industrial project will be built over three phases within the TEDA Egypt industrial zone in Ain Sokhna, a fully integrated area under the SCZone. The project spans an area of 350,000 square meters, with total investments estimated at dlrs 1 billion (approximately EGP 50 billion) and will be implemented over three years. The first phase of the plant will produce 3 million passenger car tires and 600,000 truck and bus tires. It is scheduled for completion in 2026. Once fully operational, the plant's total production capacity will exceed 10 million tires annually, with a dual objective of meeting local market demand and supporting exports. The prime minister emphasized Egypt's ongoing commitment to its ambitious strategy to localize the automotive industry and its associated value chains. Madbouli praised the promotional efforts of the SCZone, which have successfully attracted investments in this vital sector, one of the government's top priorities for deepening local manufacturing. He also stressed the importance of sustained collaboration between the public and private sectors to establish Egypt as a regional leader in automotive manufacturing in a short timeframe. The prime minister further highlighted the role of national infrastructure projects, including roads, tunnels and port development, in enhancing SCZone's preparedness to attract foreign direct investment (FDI) and connect industrial zones with global markets. The zone offers attractive investment incentives and adopts policies that foster a competitive, investor-friendly environment. For his part, the SCZone's chairman said, the tire manufacturing project represents a cornerstone in the localization of the automotive industry – a key pillar of the SCZone's strategic vision. The SCZone is working to establish integrated industrial clusters for vehicle manufacturing and related supply chains, in line with the national strategy for automotive industry localization, launched from the East Port Said zone, Gamal El Din said. He added that the Authority's recent promotional tour in China included field visits and high-level meetings with leading electric vehicle and battery manufacturers. It also featured a roundtable with six of the largest Chinese auto parts and accessory producers. Trump's major China gamble has paid off so far. But Xi still holds trump cards
President Donald Trump has placed a massive bet that the United States can take an historically aggressive stance against China, the world's second-largest economy, and emerge stronger because of it. Although it remains unclear if the gamble will pay off over the long term, Trump has been riding an incredible winning streak in recent months. The stock market is near record highs, the US economy rebounded in the second quarter and inflation has defied predictions of a surge after Trump put his tariffs in action. But Chinese leader Xi Jinping is on a winning streak of his own. On Monday, Trump opened the door to sending China faster AI chips after releasing previously blockaded mid-tier chips. And despite America's tariffs, China has successfully found other markets to sell to, flooding the world with its goods. That's because Xi holds a number of trump cards: China remains the world's biggest exporter of goods, wielding significant power across the world. It also maintains control of nearly the entire supply of the world's critical rare-earth minerals, necessary for manufacturing electronics and defense equipment crucial to America's national security and whose export Beijing has been slow-rolling their release, much to US consternation. And Xi has slow-walked a prize that Trump has long sought: a one-on-one meeting. Trump's wins Trump has played the role of the China bully this year, escalating the tariffs he placed on China in his first term – and continued by former President Joe Biden – to unprecedented levels. He set tariffs on Chinese goods at a minimum of 20 percent early in his second term, sending them to 145 percent in the middle of the spring and effectively blockading trade with America's second-largest trading partner. In May, negotiators between the two countries brought America's tariffs on Chinese goods imposed this year way down – to 30 percent. That felt better to US companies that rely on Chinese goods, even if it remains significantly higher than anything the United States has placed on a major trading partner in nearly a century. Over the course of the past few months, Trump's negotiators have secured several concessions from China, including purchases of US soybeans and a halt to antitrust investigations into some large American companies that threatened their ability to do business there. Those may not be major concessions, but as negotiations have continued, Trump has celebrated the tens of billions of dollars in tariff revenue that have flowed into the US Treasury each month, in large part because of the massive tariffs placed on China. Meanwhile, inflation has risen only slightly from four-year lows reached earlier this year. Last quarter's gross domestic product, the broadest measure of the US economy, showed a sharp rebound in growth, even though it was filled with warning signs. Jobs growth has slowed dramatically in recent months, but uncertainty about tariffs has largely eased, and some economists expect businesses to begin hiring again as a result in the coming months. And Trump's favorite indicator of success, the US stock market, has been booming, largely ignoring tariffs in favor of relatively strong earnings and a potential rate cut from the Federal Reserve in the next few months. So Trump has been able to come across as a strong foil to China, which he has labeled a national security threat and key economic competitor, while keeping the US economy from plunging into a recession – at least in the near term. That's no small feat. Xi's counter Despite Trump's bluster about China, America's president has treated Xi with relative leniency compared to the aggression he's shown toward US allies, including the European Union and Brazil, in recent months. That's because Xi is playing a very strong hand, too. China maintains an iron grip on rare-earth minerals used in ultra-strong magnets that are essential components in everything from cars to fighter jets. The United States deems them critical to the defense and industrial sectors, but China controls 90 percent of the global processing of rare earths. In various rounds of trade negotiations, the United States said it has won concessions that would give any US business that wants rare earths preferential treatment and access, but American companies continue to complain that China isn't issuing permits quickly enough to satisfy their needs. In exchange for doling out more rare earths, China has demanded a reduction in US export controls on critical goods – with a particular eye on advanced AI microchips. The Trump administration had drawn a line in the sand on AI chips, barring their delivery to China. But Monday, Trump reversed course, saying Nvidia's H20 chips that powered China's earth-shattering Deepseek AI model could flow somewhat freely into China. And he even said he would consider allowing Nvidia to ship a pared down version of its highest-end Blackwell chips, a concession that the White House had previously said was a nonstarter. Xi has also curried favor with Trump by agreeing to purchase US goods, including soybeans. Meanwhile, China's economy has kept pace by selling into new markets, including countries in South America and Africa, limiting disruption to its businesses. China's exports grew at 5.9 percent in the first half of 2025, the same pace as the first six months of 2024, according to ING. And China's trade surplus reached $586 billion in the first half, setting a new record for any six-month period. And Xi has power over something else that Trump truly covets: a meeting. Although Trump has claimed Xi promised to meet a date has not yet been set, and China has yet to confirm. So Xi is biding his time, leveraging his country's resources and export dominance. It's a strong hand to play against a president who has used tariffs to steamroll practically every other foreign leader in his path.

Chinese Trina Storage completes Egypt 1st utility-scale solar facility in Aswan - Energy
Trina Storage, a subsidiary of global solar giant Trinasolar, announced on Tuesday the completion of a 300 MWh battery energy storage system (BESS) in Aswan Governorate, Egypt's first integrated solar and battery storage facility, according to a statement by the Chinese company shared with Ahram Online. The project, developed in partnership with Dubai-based AMEA Power, was delivered in just 60 days, ahead of its scheduled commercial operation date. It set a new regional benchmark for large-scale energy storage deployment across North Africa. The newly commissioned BESS is co-located with AMEA Power's 500 MW solar PV plant, which began operations in December 2024. The combined facility is expected to enhance the resilience of Egypt's national electricity grid and ensure reliable solar power delivery beyond daylight hours. 'Faced with high desert temperatures and a complex grid environment, we successfully completed the project — from installation to grid connection — in just two months,' said Vincent Wu, Global Sales vice president and MEA MU head at Trinasolar. 'This achievement demonstrates not only our technological capabilities but also our commitment to fast and reliable project execution in support of Egypt's energy stability,' he added. The energy storage system, built on Trina Storage's advanced Elementa 2 platform, includes in-house-manufactured LFP battery cells and a full-stack solution from DC compartments to the AC interface, enabling direct connection to the national grid. The system is tailored for harsh desert climates, boasting high energy density, modular design, liquid cooling, and safety-driven engineering. Chairman of AMEA Power Hussain Al Nowais described the facility as a 'landmark' for Egypt's renewable energy ambitions. 'We are proud to bring this project online, which significantly strengthens the resilience of Egypt's power grid,' Al Nowais said. 'This milestone reaffirms our commitment to innovation and sustainability in Egypt and across the African continent.' According to the statement, the rapid delivery was made possible through close coordination between Trina Storage's global technical teams and local partners, as well as early-stage customization to adapt to the local environment. The project is part of Egypt's broader Vision 2030 strategy, which aims to generate 42 percent of the country's electricity from renewable sources by 2035. The integration of large-scale energy storage is seen as a key enabler for this goal, allowing for greater flexibility and reliability as renewables are added to the grid. Trina Storage's involvement in Egypt underscores its growing footprint across the Middle East and Africa, positioning the company as a strategic partner in the region's accelerating energy transition.
