Thames Water Needs £10 Billion Under Elliott, Silver Point Plan

(Bloomberg) -- Funds including Silver Point Capital and Elliott Management are working on a rescue plan for British utility Thames Water that would total more than £10 billion ($13.5 billion), according to people familiar with the matter.
The proposal, the main terms of which are similar to the one presented by US alternative investor KKR & Co. before it walked away from its planned investment this week, would involve a sweeping debt restructuring. There would be a multibillion pound haircut for senior creditors, the people said. That would be on top of cuts for the utility's more junior Class B bonds and loans, as well as for debt at the holding level, amounting to approximately £3 billion.
The package would also include an equity injection of between £3 billion and £4 billion to stabilize the company's finances. The specific terms of the plan are still being finalized.
A spokesperson for the senior creditor group, which includes Silver Point and Elliott, confirmed that it has submitted a detailed long-term turnaround proposal for the company to 'restore its balance sheet, rebuild customer trust and fix the fundamentals of the business.' A spokesperson for Thames Water declined to comment.
Thames Water is in a race against time to fix its finances. Britain's largest water and sewage utility is already eating into an emergency loan that it was granted by senior creditors to prevent its cash from drying up, and is scrambling to find fresh equity. The company needs to find a turnaround plan that will reduce its debt pile of nearly £20 billion.
Previous shareholders called the company uninvestible, writing off their stakes and leaving it to the creditors. The utility, which supplies about a quarter of the UK's population, came close to running out of money several times before obtaining the emergency loan.
The details of the latest proposal, which aims to return the company to investment-grade status, are emerging after Thames Water confirmed it's working with its senior creditors to recapitalize and restore its finances. Regulator Ofwat will need to discuss the details with the creditor group in the coming weeks. The creditors said in a statement this week that the plan is fully-funded.
Should the process of raising equity fail, Thames could fall into a special administration regime, or SAR, a temporary state-supervised process akin to insolvency designed for bankrupt businesses that provide critical services.

Highlighting emerging risks such as geo-economic uncertainties, volatile commodity prices, climate change and shifts in payment systems, the RBI said the review offers an opportunity to revisit the framework for better macroeconomic outcomes. 'This review gives us an opportunity to revisit some of the basic tenets of the framework to nudge the economy towards further improved macroeconomic outcomes,' the paper stated. A British advertising watchdog has banned a Sanex shower gel commercial after ruling it "could be interpreted as suggesting that white skin was superior to black skin." The ad film aired in June and showed a Black model whose skin appeared itchy, red, and cracked in "before" scenes, followed by a White model in a shower with smooth, hydrated skin as the "after" image. The voiceover said, "To those who might scratch day and night. To those whose skin will feel dried out even by water." The Advertising Standards Authority (ASA) said it received two complaints that the June commercial "perpetuated negative stereotypes about people with darker skin tones." Although Colgate-Palmolive, owner of the Sanex brand, argued the commercial was meant to demonstrate a neutral "before-and-after" effect, the ASA found the visual contrast troubling, reported The Guardian. It said, "It was the black skin, depicted in association with itchy and dry skin, which was shown to be problematic and uncomfortable, whereas the white skin, depicted as smoother and cleaner after using the product, was shown successfully changed and resolved." Colgate-Palmolive maintained the ad was inclusive, designed to show the product's effectiveness across various skin types, not to focus on race or ethnicity. Clearcast, the UK's ad vetting body, said the ad's intent was stylised and aimed to reflect inclusivity, not racial comparison. The ASA has directed that the ad must not be rebroadcast in its current form and urged Colgate-Palmolive to ensure future ads avoid causing serious offence on racial grounds, as per CNN. The ASA has warned advertisers previously about responsible representation, including body image standards, such as discouraging "unhealthily thin" models. Colgate-Palmolive itself has faced multiple prior bans. Among them was a 2018 toothpaste ad that made misleading "instant" repair claims, and a 2015 Sanex ad deemed deceptive about moisturising benefits. Uttar Pradesh Chief Minister Yogi Adityanath said on Thursday that the Congress and the Samajwadi Party pushed the country into an identity crisis after centuries of exploitation by the Mughals and British, and that the two never worked for inclusive development, serving only their own families. Speaking at the inauguration of a cement plant in Etah, Adityanath claimed that the district once synonymous with crime and mafia rule has now transformed into a hub of investment and industry. 'Eight-nine years ago, Etah was known for land encroachments, and the poor had no voice. Today, it is known for law and order, power generation and industrial growth,' he said. The Chief Minister said the nearby Jawaharpur thermal power plant generates 1,500 MW power, while Shree Cement's unit worth Rs 750 crore has created 500 direct jobs and more than 3,000 indirect employment opportunities. 'This investment is not only about jobs but also about strengthening of trade, transport and distribution networks — the real foundation of Atmanirbhar Bharat and Viksit Bharat. 'How could development take place with such an intent and policies?' he asked. He added that 60,244 youth, including many from Etah, were recruited into the police force without any discrimination. Under the Mukhyamantri Yuva Yojana, 70,000 young entrepreneurs received interest- and guarantee-free loans to set up enterprises. The Chief Minister noted that 'bells and ghungroos' of Etah's Jalesar remain an integral part of worship and musical performances. The state is preparing a roadmap for Viksit Bharat by linking this cultural heritage with modern development, he said, adding: 'In the Legislative Assembly and Council, a 24-hour discussion was held on key sectors, and experts will now visit every district to train youth and prepare district-level roadmaps with public participation.' The state, he said, will honour every promise made under the industrial policy.
