They were among the eight arrested by Gopalapuram police on July 27 for various charges including cheating and forgery. Initial investigation reveals that the biological parents, originally from Assam and settled in Hyderabad, were paid Rs 90,000 by the fertility clinic in exchange for their newborn. The baby was handed over to the Hyderabad couple — complainants in the case — two days later. They were told the child was born through surrogacy and charged around Rs 35 lakh for it.

But after a DNA test rubbished the clinic's claim, the couple filed a police complaint and have since refused possession of the child.
'The couple feels that they have been deceived. They do not want the child since he is not biologically theirs,' said a senior official from the Telangana health, family and welfare dept. He added: 'Moreover, the facial features of the child are distinctly different from them as the child was born to a couple from another region.'
Repeated attempts to reach the complainants for a comment failed.
Officials at Sishu Vihar, meanwhile, said that the child will remain there until the police inquiry is completed. This is keeping with the Central Adoption Resource Authority guidelines, which govern the process of adoption in India.
'Once the inquiry is done, the CWC will issue public notification asking biological parents or relatives to come forward to claim the child.
This will be in force for two months,' said an official from the adoption cell of the WCD. They will also have to produce valid documents and meet eligibility criteria, such as a stable home environment, to establish their claim.
'But if no one comes forward during this period, the child will be declared legally free for adoption under the Juvenile Justice Act. At that point, the child will become eligible for adoption by prospective parents, following CARA's official guidelines,' the official added.

ED conducts first raid in Andaman & Nicobar Islands into ‘loan scam' allegedly linked to ex-MP
The Enforcement Directorate (ED) on Wednesday conducted its first-ever raids in the Andaman and Nicobar Islands in connection with an alleged loan scam at the Andaman Nicobar State Cooperative Bank (ANSCB). Searches were carried out at nine locations in and around Port Blair and two in Kolkata. The raids, conducted on July 31, were part of an ongoing probe into alleged irregularities in the disbursal of loans and overdraft facilities by the bank. During the search operations, the ED said it recovered several documents indicating 'serious irregularities' in the manner loans were sanctioned. The agency said, 'Around 15 entities/companies were created by suspects for the benefit of Shri Kuldeep Rai Sharma, Ex-(Congress) MP of Andaman & Nicobar Islands, and loan facilities amounting to more than Rs 200 crore were fraudulently taken by these entities from the ANSCB. It is worth mentioning here that (Sharma) is also the Vice-Chairman of the Andaman Nicobar State Cooperative Bank.' According to the ED, loans were allegedly granted to shell firms and front companies 'bypassing due diligence and internal banking procedures.' The probe is based on an FIR lodged by the Crime and Economic Offences Wing of the Andaman and Nicobar Police against multiple private individuals and bank officials allegedly linked to the scam.

HC upholds order quashing recovery from Class III employees; directs state to refund with interest
Representative Image RAIPUR: The Chhattisgarh high court on Wednesday dismissed a writ appeal filed by the State, upholding a single-judge bench's order that had quashed a recovery notice issued to 26 Class III employees for alleged excess payment during their service tenure. The High Court also directed the State to refund the recovered amount with 6% interest per annum if the refund was delayed beyond three months from the original order date. A division bench comprising Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru heard the appeal filed by the State of Chhattisgarh and other police authorities against the order passed by a single-judge bench on 29 January 2025. The case involves 26 Class III employees, including Divya Kumar Sahu, Neeran Lal, and others, all residing at the STF Headquarter in Baghera, Durg. They had challenged a recovery notice dated 10 October 2019, which sought to recover excess payments made due to incorrect pay fixation. Earlier, on 27 November 2019, the single-judge bench had issued an interim order staying the recovery notice. Despite this, the State proceeded with the recovery of the amount from the employees. After reviewing the arguments and documents, the High Court observed that the petitioners were Class III employees and that, as per a Supreme Court decision in State of Punjab & Ors Vs. Rafiq Masih (White Washer) & Ors, recovery from such employees is not permissible. The bench found no illegality or infirmity in the single-judge's order. It noted that the State had recovered the amount despite an interim stay and had not refunded it within the stipulated three-month period. The writ appeal was therefore dismissed, with no order on costs.
