SBK Singh appointed Delhi police commissioner after Sanjay Arora's retirement

NEW DELHI: Senior IPS officer SBK Singh from the 1988 batch was on Thursday given additional charge as Delhi Police commissioner following the retirement of Sanjay Arora. Singh is currently serving as the chief of the Home Guards.
The youngest officer of the 1988 IPS batch, Singh is expected to retire in February 2026. He previously served as Special commissioner (Technology & Project Implementation) in Delhi police and played a key role in developing the 'Lost Report' mobile app and the 'Police Clearance Certificate' web application.
Singh has been awarded the President's Police Medal for distinguished service and served in the United Nations Peacekeeping Mission in Kosovo, where he received a UN Peacekeeping Medal.
Known for his discipline and tech-focused policing, he held several senior positions in Delhi Police, R&AW, and Arunachal Pradesh.

His career includes important roles such as ACP Karol Bagh, Additional DCP South, DCP North-East, and DCP Central. He also led the Economic Offences Wing (EOW) and served as Joint Commissioner of Police (Crime) and Special Commissioner of Police (Intelligence and Security). In his most recent role as Special commissioner, Law and Order, he oversaw 85 police stations across seven districts of Delhi.

To ensure preparedness during emergency situations, especially before Independence Day, authorities have collaborated to conduct massive mock drill exercises across Delhi and the National Capital Region (NCR). In one such exercise conducted last month, a new participant was the Indian Army. With the support of the Army's Ghatak Brigade, the Delhi Police, along with over 20 government departments and units, conducted a two-day anti-terror mock drill at more than 10 key locations across the national capital on July 17 and 18. A senior government officer said that similar anti-terror mock drill exercises have been organised over the past three years ahead of Independence Day, but the Army had never been involved until now. 'This was necessary as the threat perception in the national capital has increased over the past few months. With recent attacks on tourists and the escalation of tensions between India and Pakistan, the need for enhanced preparedness has become more urgent. We must be ready to respond to any hostile situation,' an official source said. 'The mock drill process is structured in layers, with each participating agency assigned a specific role. However, the Army follows its own distinct approach to handling hostile situations,' the source said. 'We usually call the Army when a situation gets out of control, whether it's an anti-terror operation or a natural disaster. Authorities are preparing in advance to ensure better coordination with the Army if such a situation arises,' the source added. Soldiers from two different brigades based in Delhi's Shankar Vihar participated in the two-day anti-terror mock drills at key locations such as the Lotus Temple, Hotel Claridges, and Hindu College of Delhi University, he said. Another source added that fake alerts — such as bomb threats, terrorist sightings, and hostage situations — were generated during these exercises on July 17 and 18. These calls were promptly responded to, and mock operations were carried out swiftly and in full coordination by all participating agencies, including soldiers from the Indian Army's Ghatak Brigades. He further said a colonel-level officer of the Army led the operations. The other agencies that participate in such mock drill exercises include the local police, Delhi Fire Service (DFS), Delhi Metro, Central Industrial Security Force (CISF), National Disaster Response Force (NDRF), Delhi Disaster Management Authority (DDMA), CATS ambulances, hospitals, bomb detection teams, bomb disposal squads, dog squads, the Crime Branch, and the Special Cell and Special Branch of the Delhi Police. On Friday, August 1, too, the National Disaster Management Authority (NDMA), DDMAs, and officers of the Western Command of the Indian Army have organised a multi-state integrated disaster management mock drill at 55 locations in Delhi and NCR. This drill, Exercise Suraksha Chakra, will ensure preparedness during natural disasters like earthquakes.

The Union government has denied political clearance to Punjab power minister Harbhajan Singh for his planned visit to the US, sources said on Thursday. Punjab power minister Harbhajan Singh Singh was to participate in the National Conference of State Legislatures (NCSL) Legislative Summit 2025, scheduled to be held in Boston, Massachusetts, from August 4 to 6. Political leaders require clearance from the ministry of external affairs for travelling abroad. Singh has not been given political clearance by the Union government for visiting the US, the sources said. Last year, the Centre denied political clearance to chief minister Bhagwant Mann for his visit to Paris to support the Indian hockey team at the Olympic Games. Punjab assembly speaker Kultar Singh Sandhwan was also denied political clearance for going to participate in a legislature conference in the US in August last year. In 2022, minister Aman Arora was also denied political clearance for a knowledge sharing study tour to Europe. The invitation to Singh was extended jointly by the NCSL and National Legislators' Conference Bharat (NLC Bharat). The NCSL Legislative Summit 2025 is one of the largest gatherings of legislative leaders, staff experts and policymakers worldwide, creating an environment filled with unparalleled learning, networking and inspiration opportunities. The summit would feature open sessions covering various aspects of governance, professional development workshops and networking events designed to facilitate knowledge exchange among legislative colleagues from different countries and jurisdictions, according to an official release issued on July 28.
