UAE and Bahrain announce entry into force of the investment promotion and protection agreement

The United Arab Emirates and the Kingdom of Bahrain announced the entry into force of the Investment Promotion and Protection Agreement, signed between the governments of both countries, effective Thursday, 8 May 2025. This follows the completion of the required legal procedures by both sides, in accordance with the provisions of the agreement.
This step reflects the strong fraternal ties and the growing economic partnership between the two brotherly nations and reaffirms their commitment to enhancing investment cooperation in a way that serves the interests of investors from both sides and supports the sustainable development goals of both countries.
The agreement provides a comprehensive legal framework that ensures full protection for investments and strengthens mutual investor confidence by guaranteeing fair and equitable treatment and providing clear mechanisms for dispute resolution.
In light of the rapid developments in the digital economy, the agreement underscores the importance of enhancing cooperation between the two countries in areas related to digital trade, including data protection, privacy, cybersecurity, intellectual property rights, and electronic signatures and authentication. It also promotes the exchange of best practices and the development of technical capacities. This represents a qualitative step towards creating a modern and advanced investment environment that aligns with the aspirations of both countries in supporting digital transformation and enhancing economic competitiveness.
His Excellency Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy, affirmed that the Kingdom of Bahrain places great importance on opening new avenues of cooperation with the United Arab Emirates, in light of the strong and longstanding fraternal relations between the two countries.
His Excellency noted that bilateral agreements between the two brotherly nations play a vital role in advancing joint cooperation in line with the visions and aspirations of His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, and his brother His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates—may God protect them both—who embody a model of fraternal relations rooted in deep ties and a shared history.
He added that the Kingdom of Bahrain continues to strengthen investment cooperation at the regional and international levels, having signed nearly 40 agreements to promote and protect investments, which contribute to economic growth and open new doors to promising opportunities.
For his part, His Excellency Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, affirmed that the agreement's entry into force reflects the shared will to deepen bilateral economic relations, and marks a new milestone on the path toward greater Gulf economic integration. He added that it also reflects a flexible and forward-looking response to changes in the regional and global economic landscape, particularly in light of current global challenges that require intensified efforts to foster a more stable and attractive investment environment.
His Excellency highlighted the importance of continued coordination between the relevant authorities in both countries to activate and follow up on the implementation of the agreement to ensure the achievement of its intended objectives. He noted that the agreement will contribute to enhancing the competitiveness of both economies and opening new horizons for high-quality investments, particularly in priority economic sectors.
He further emphasised that the agreement serves as a foundation for expanding the strategic partnership between the two countries by encouraging mutual investments, facilitating capital flows, and providing an investment environment based on transparency, fairness, and institutional integration. His Excellency concluded that the agreement is one of the key pillars that reflects the shared vision of both nations for a diversified, competitive, and innovation-driven economy.

'They are not granted to those who pose a threat to public safety or social peace,' he said. 'Rather, they are designed for individuals who have recognised their mistakes, taken responsibility, and committed to reintegrating into society.' He described the programme as a humanitarian initiative that strengthens national trust, reunites families, and enhances a legal culture rooted in accountability and reform. Centre of Excellence In a significant announcement, the Minister revealed plans to establish the Centre of Excellence for Alternative Sanctions and Open Prisons, a regional hub that will train and qualify professionals involved in implementing alternative sentencing. 'This centre will help advance the system further and share Bahrain's successful model with neighbouring countries,' he stated. He added that the initiative reflects the Kingdom's growing influence in regional justice reform and will serve as a beacon for other nations looking to modernise their penal systems. Since its inception, Bahrain's alternative sentencing and open prison programme has earned recognition on the local, regional, and international levels. Developed in partnership with the Public Prosecution, the programme is rooted in the principle that while justice must be served, it should also provide avenues for redemption and rehabilitation. 'Every person, despite their setbacks in life, deserves a chance to correct their behaviour,' the Minister affirmed.

His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs and Chairman of the Supreme Council for Youth and Sports (SCYS), witnessed the signing of the letter of intent for a strategic partnership between the Ministry of Industry and Commerce and Hope Ventures to establish a makerspace and an industrial innovation centre in Salman Industrial City, Al Hidd. The letter was signed by Shaikh Hamad bin Mohammed Al Khalifa, Chairman of the Board of Directors of Hope Ventures; and Abdulla bin Adel Fakhro, Minister of Industry and Commerce. Aymen bin Tawfeeq Almoayed, SCYS Secretary General and Chairman of the Board of Directors of Hope Fund, was present. HH Shaikh Nasser bin Hamad emphasised that the Kingdom of Bahrain remains committed to advancing initiatives that empower and support youth across diverse sectors. He highlighted that the project will support ambition among young people, encouraging creativity and innovation. HH Shaikh Nasser bin Hamad further commended the project for establishing an integrated and supportive ecosystem for youth development. He underscored the role of the youth, highlighting their determination and perseverance as essential to building a more advanced and prosperous future for the Kingdom. This project is part of the Industrial Sector Strategy (2022-2026) initiatives, aimed at providing spaces to support small and medium industries (SMEs) and enhance their growth, while creating a supportive and stimulating environment for industrial research, development, and innovation. The Minister of Industry and Commerce emphasised that this initiative represents a strategic step within the implementation of the Industrial Sector Strategy (2022-2026), as it provides direct support to small and medium industries and helps stimulate an environment of innovation and enhance research and development. He noted that enabling youth, makers, and innovators to access the necessary resources and appropriate infrastructure is a fundamental pillar for supporting their projects and turning ideas into innovative products, which contributes to developing the national economy and advancing its path toward a knowledge-based economy. On his part, Shaikh Hamad bin Mohammed expressed pride in this partnership with the Ministry of Industry and Commerce, emphasising Hope Venture's commitment to creating a supportive and inspiring environment for ambitious Bahraini youth and empowering them in shaping the future of the national industry through embracing innovation concepts and modern technologies. Shaikh Hamad bin Mohammed added that the company is working to develop sustainable initiatives that meet the aspirations of the new generation and contribute to raising the competitiveness of Bahraini industries at both local and international levels. The centre will be established over an area exceeding 57,000 square meters and will include spaces for light manufacturing, logistics services, creative workspaces, co-working areas, administrative offices, training facilities, and other services.
