Oman tightens oversight of water tanker operations with new regulatory framework
This major regulatory move, issued under the Water and Wastewater Sector Regulation Law (Royal Decree No. 40/2023), aims to elevate service standards, strengthen governance, and advance Oman's long-term sustainability agenda.
The new framework sets clear rules for independent tanker operators engaged in water supply, wastewater collection and transport, and the delivery of treated water.
Operators are now required to obtain official permits, operate strictly within designated zones, and comply with detailed Service Level Agreements (SLAs) covering technical standards, complaint management, inspection procedures, and emergency response protocols.
To ensure transparency and accountability, licensed authorities must provide accessible application processes, including digital channels, monitor compliance rigorously, and maintain a centralized electronic registry capturing operator data, subscriber details, water supply and discharge points, tanker plates, and wastewater sources.
The regulation also introduces a robust penalties regime for violations by operators and corporate entities, aiming to safeguard service quality and uphold operational standards across the sector.
This latest initiative forms part of Oman's broader strategy to modernize its vital water and wastewater infrastructure.
It underscores the Sultanate's commitment to efficient, high-quality public services in alignment with the national objectives of Oman Vision 2040.

Nama PWP launches RFQ tender for Oman's first waste-to-energy project
Muscat – As part of Oman's strategic direction towards sustainable waste management and the adoption of clean energy solutions, Nama Power and Water Procurement Company (Nama PWP) – the sole procurer of the sultanate's power generation and water production capacities – has announced the commencement of the Request for Qualification (RFQ) process for the country's first utility-scale Waste-to-Energy (WTE) Project, located in Barka. With a projected capacity of 95–100MW and a scheduled commercial operation date expected in the second quarter of 2031, the WTE Project marks a major milestone in fuel diversification within the electricity sector. The project is being developed under the leadership of Nama PWP, as nominated by the Authority for Public Services Regulation, in close collaboration with Oman Environmental Services Holding Company (be'ah). This landmark initiative supports Oman's national objectives to reduce, treat and manage waste volumes effectively, while transitioning towards a low-carbon economy. The WTE Project is expected to contribute approximately 760GWh of renewable energy annually, starting in 2031, further strengthening the sultanate's commitment to its Net Zero targets. Nama PWP has invited qualified and experienced entities to submit their statements of qualification for participation in this transformative project. The launch of the RFQ tender marks a crucial step in delivering innovative, clean and efficient power solutions that contribute to a greener and more resilient energy future for communities across Oman. UAE central bank suspends foreign insurer's motor business over solvency issues
The Central Bank of the UAE (CBUAE) has suspended the motor insurance business of a foreign insurance company's branch following the entity's failure to meet solvency and guarantee requirements. The action was taken pursuant to Articles 33 and 44 of Federal Decree Law No. 48 of 2023 Regulating Insurance Activities, the central bank confirmed. Despite the suspension, the insurer remains liable for all rights and obligations arising from insurance contracts concluded before the suspension took effect. The CBUAE cited the entity's non-compliance with solvency and guarantee requirements specified in the law and prevailing regulations governing insurance companies in the UAE as the reason for the suspension. The central bank stated that through its supervisory and regulatory mandates, it 'endeavours to ensure that all insurers, their owners and staff comply with the UAE laws, regulations and standards established by the CBUAE to maintain transparency and integrity of the insurance sector and safeguard the UAE financial ecosystem.'
