
State lawmakers could block Capital Boulevard's conversion into a toll road
State lawmakers could block the potential transformation of Capital Boulevard into a toll road under the N.C. House's proposed state budget.
Why it matters: Local officials in Raleigh and Wake County have begrudgingly turned toward tolls as a way to pay for an expansion of a 10-mile section of Capital Boulevard between Raleigh and Wake Forest, one of the region's most gridlocked roads.
State of play: That section of Capital Boulevard, also known as U.S. 1, has long been earmarked for expansion.
But the project has been delayed several times and is likely to face further delays due to competition for funds.
Currently, construction is slated to start in 2031, though the expectation is that timeline will be pushed back. Under the toll road option, though, construction would begin in 2027.
That has led local leaders to turn to toll roads to speed up construction, with the Capital Area Metropolitan Planning Organization (CAMPO) voting this week to recommend turning the section into a toll road.
Driving the news: However, state Rep. Mike Schietzelt, a Republican who represents part of northern Wake County, introduced an amendment into the House's budget this week that would block state funds being used to turn U.S. 1 into a toll road.
What they're saying: Schietzelt said congestion on Capital Boulevard is one of the biggest concerns among voters in his district, but he believes a toll would place too much of a burden on his constituents.
"It is patently unjust to take a 110-year-old road and suddenly slap a toll on it," he told Axios, "when people have built businesses and homes along Capital Boulevard, they rely on Capital Boulevard, and now we're pulling the rug out from under them."
He said he's been clear with local leaders for months that he might be able to support implementing some optional toll lanes on the road, but not the decision to toll every lane.
Zoom out: The General Assembly has a long history of reversing decisions made at a local level, like stopping cities from instituting plastic bag bans, setting minimum wages, or adding affordable housing mandates.
What's next: It's unclear if Schietzelt's amendment will make it to the final budget.
The House and the Senate will have to negotiate a final budget bill between the two chambers in the coming weeks or months. And, ultimately, Gov. Josh Stein will have to sign the budget into law.
The big picture: Without a toll road, Schietzelt said it will be up to state leaders like himself to find the funds to expand Capital Boulevard and other infrastructure.
He said he would advocate for asking for federal assistance and would consider using state bonds to fund construction.
But he also noted that the General Assembly needs to come up with longer-term solutions to replace the state's gas tax as electric vehicles make up a larger portion of cars.
"I'm willing to consider a bond here, because I think the [return on investment] would be tremendous," he said. "But we've got to do something long-term on this infrastructure finance piece, because I think every state in the union is struggling with that as we've shifted to more electric vehicles."

Senate Republicans revise ban on state AI regulations in bid to preserve controversial provision
WASHINGTON (AP) — Senate Republicans have made changes to their party's sweeping tax bill in hopes of preserving a new policy that would prevent states from regulating artificial intelligence for a decade. In legislative text unveiled Thursday night, Senate Republicans proposed denying states federal funding for broadband projects if they regulate AI. That's a change from a provision in the House-passed version of the tax overhaul that simply banned any current or future AI regulations by the states for 10 years. 'These provisions fulfill the mandate given to President Trump and Congressional Republicans by the voters: to unleash America's full economic potential and keep her safe from enemies,' Sen. Ted Cruz, chairman of the Senate Commerce Committee, said in a statement announcing the changes. The proposed ban has angered state lawmakers in Democratic and Republican-led states and alarmed some digital safety advocates concerned about how AI will develop as the technology rapidly advances. But leading AI executives, including OpenAI's Sam Altman, have made the case to senators that a 'patchwork' of state AI regulations would cripple innovation. Some House Republicans are also uneasy with the provision. Rep. Marjorie Taylor Greene, R-Ga., came out against the AI regulatory moratorium in the House bill after voting for it. The parliamentarian is the chamber's advisor on its proper rules and procedures. While the parliamentarian's ruling are not binding, senators of both parties have adhered to their findings in the past. Senators generally argue that Congress should take the lead on regulating AI but so far the two parties have been unable to broker a deal that is acceptable to Republicans' and Democrats' divergent concerns. The GOP legislation also includes significant changes to how the federal government auctions commercial spectrum ranges. Those new provisions expand the range of spectrum available for commercial use, an issue that has divided lawmakers over how to balance questions of national security alongside providing telecommunications firms access to more frequencies for commercial wireless use. Senators are aiming to pass the tax package, which extends the 2017 rate cuts and other breaks from President Donald Trump's first term along with new tax breaks and steep cuts to social programs, later this month. Nearly 100 House Democrats urge RFK Jr. to restore millions in family planning grants
A group of nearly 100 House Democrats is calling on Health and Human Services Secretary Robert F. Kennedy Jr. to restore tens of millions of dollars in federal family planning grants to more than a dozen organizations that have been frozen for more than two months. In a letter to Kennedy sent on Friday and seen first by The Hill, 95 lawmakers said the organizations which had their Title X funding frozen on March 31 — including nine Planned Parenthood clinics — are still in the dark about the status of their grants. At the time, the clinics said they received letters from the administration saying the grants were being 'temporarily withheld' due to possible civil right violations and President Trump's executive orders prohibiting the promotion of diversity, equity and inclusion (DEI) and 'taxpayer subsidization of open borders.' More than two months later, the lawmakers said the grantees 'remain without funding and have received no communication from the administration regarding the status of the investigations, the expected timeline, or the future of their funding.' HHS did not immediately respond to a request for comment. 'Congress has already appropriated these funds, and the administration has a responsibility to distribute them without undue delay or obstruction, ensuring that critical care is not disrupted for millions of people who rely on Title X services,' the group of lawmakers wrote. The letter was led by Reps. Josh Gottheimer (D-N.J.), Judy Chu (D-Calif.), Lizzie Fletcher (D-Texas) and Sharice Davids (D-Kan.), and signed by 91 other Democrats. Title X is the country's only federal program dedicated to providing affordable birth control and other sexual and reproductive health care to low-income Americans and has done so since the 1970s. The lawmakers timed the letter to coincide with the 60th anniversary of the U.S. Supreme Court's ruling in Griswold v. Connecticut, which established a constitutional right to privacy regarding contraception and reproductive decisions. 'However, due to the actions of this administration, reproductive freedom is under threat,' the lawmakers wrote. The first Trump administration prohibited providers from receiving Title X funding if they mentioned abortion or referred patients for abortions. It also required clinics to construct separate facilities for the procedure and other services. More than a dozen grantees, including all Planned Parenthood affiliates nationwide, left the program in protest because of the rule. The Biden administration reversed Trump's Title X rule in 2021.

'The Epstein file thing was way over the top and just crazy—to say that Trump was in the Epstein files. I mean, what are you doing?' Kilmeade said Friday morning. 'Sometimes when people get drunk, they do crazy things. But this is a total escalation.' The simmering tensions between Trump and Musk reached a very public boiling point as the pair exchanged a series of threats and attacks on social media. This included Trump saying Musk went 'crazy' over his plan to remove an electric vehicle (EV) mandate from his One Big Beautiful Bill Act, and suggesting the 'easiest way to save' billions of dollars from the budget would be to terminate the government subsidies that Musk's tech companies receive. Musk also suggested Trump's sweeping tariffs will cause the U.S. to fall into a recession before dropping the 'really big bomb' that escalated the feud even further. 'Trump is in the Epstein files. That is the real reason they have not been made public,' Musk wrote. Jeffrey Epstein, the billionaire financier, died by suicide in 2019 while awaiting federal sex-trafficking charges. He was known for having a series of high-profile friends, such as former President Bill Clinton and Britain's Prince Andrew. Epstein and Trump were at the very least acquaintances, with the pair sometimes hanging out together at the president's Mar-a-Lago resort in the 1990s. In a 2002 interview with New York magazine, Trump praised Epstein as a 'terrific guy' he had known for 15 years. 'He's a lot of fun to be with,' Trump said. 'It is even said that he likes beautiful women as much as I do, and many of them are on the younger side.' The Justice Department has vowed to release files related to Epstein. So far, Attorney General Pam Bondi has only authorized the release of documents 'previously leaked but never released in a formal capacity' by the government in February. There is no evidence Trump was connected to or aware of Epstein's crimes, with the pair said to have fallen out over a Palm Beach real estate deal in 2004. Discussing the bust-up between Trump and Musk, Kilmeade suggested that the tech billionaire's opposition to Trump's mega bill shows he doesn't know how to achieve compromise in politics. 'He doesn't understand that Donald Trump has to make [Republican Congressman] Mike Lawler happy in New York, and he's got to make every conservative congressman in Texas happy,' Kilmeade said. 'He's got to conduct an orchestra where the bassoon is having a fight with the oboe and the trumpets don't like the saxophone. All Trump has to do is get the song done. And what Musk does is say, 'If I don't agree with the saxophone and the oboe, I don't want to play.''
