The Astonishing Brazenness of Shigeru Ishiba

The Shigeru Ishiba government and the Trump administration have concluded their tariff negotiations. In a breakthrough just ahead of the August 1 US deadline, they reached an agreement to keep the reciprocal tariff rate at 15%. Had they not done so, the rate would have risen to 25%. An additional 25% tariff on Japanese cars will also be halved, so that together with the existing tariffs, the total tariff rate comes to 15%.
Worst-case scenarios appear to have been avoided. Nevertheless, these tariffs are significantly higher than those instituted under the first Trump administration. It is disappointing that they will now be imposed.
America is Japan's only ally. Despite being faced with the threat of unreasonably high tariffs from this same United States, Prime Minister Ishiba was unable to convince the US to withdraw the measures. We doubt whether the government did enough to protect Japan's national interests.
It is outrageous that the Prime Minister should be allowed to remain in his position just because such a flawed agreement has been reached. President Donald Trump has gone wild during his second term. He has taken a self-righteous approach of pressuring other countries by arbitrarily imposing tariffs on their exports to the US.
A series of unjustified claims have emanated from the White House, such as blaming Japan for the lack of sales of American cars, which are imported tariff-free into Japan. Those claims contain glaring factual errors and are unacceptable.
First, the Japan-US trade agreement concluded by Trump in his first administration confirmed that additional tariffs would not be imposed on Japanese motor vehicle imports. However, Trump has acted as if he were free to simply renege on this agreement.
Wasn't that exactly why the Ishiba administration kept calling for the US to withdraw its high tariff measures?
Of course, it was bound to be difficult to convince Trump to stop using tariffs only in the case of Japan. It is a weapon he obviously dearly loves, and concessions by Japan might have been unavoidable to a certain degree.
However, that doesn't mean we can agree with Prime Minister Ishiba's self-adulation for having "achieved the largest reduction among countries with a trade surplus with the United States."
It was evident all along that the US response would depend on a decision made by Trump personally. Nonetheless, Ishiba chose to leave it up to his Cabinet to manage. He displayed absolutely no initiative to negotiate directly with Trump in order to break the deadlock. Ishiba hardly deserves the plaudits he is awarding himself.
Ishiba has also said that the two sides reached an agreement that was "in line with the national interests of both Japan and the United States." Objectively, however, how much has Japan improved its national interests compared to before the advent of the current Trump administration?
The Prime Minister is prioritizing the expansion of investment in the United States. This should both create American jobs and boost profits for Japanese companies. He has offered explanations, such as "Government-affiliated financial institutions will be able to provide investments, loans, and loan guarantees of up to $550 billion" (approximately ¥80 trillion JPY). Ishiba also emphasized that, together, Japan and the US will build resilient supply chains in areas important to economic security.
However, the expansion of investment in the US has been a trend among Japanese companies for some time. It is also natural that the two countries should strengthen cooperation in terms of economic security. However, we must be careful not to fall into the trap of investing to fulfill our promises to the US without fully considering the costs.
In the agricultural sector, Japan will increase the amount of rice it imports from the US within the existing minimum access framework. Fortunately, Japan's farmers were not sacrificed through tariff reductions or other measures. Nonetheless, a careful assessment of the impact of the increased inflow of US rice on rice prices is needed.
For Japanese companies, the fact remains that the 15% tariff will constitute a heavy burden. Nevertheless, the conclusion of the negotiations means they can finally rework their strategies for doing business with the US. Not only large companies but also subcontractors must remain undeterred by the high American tariff policy. Hopefully, they will go all out to improve productivity and develop new demand. With the conclusion of the negotiations, the government will now face other issues, including those involving domestic policies. However, Prime Minister Ishiba should not use these as an excuse to remain in power.
He failed to attain his self-set minimum target for the number of ruling party seats in both the Lower and Upper House elections. As a consequence, the ruling parties lost their majorities in both houses of the Diet. It is the Prime Minister's responsibility to promptly announce his resignation.
Even after his meeting with three former prime ministers from his own Liberal Democratic Party (LDP) on July 23, Ishiba again reiterated his intention to remain in office. His brazenness is absolutely astonishing. It is unacceptable for him to continue to ignore the will of the Japanese people as expressed at the polls.
There is a rising chorus of demands from LDP lawmakers and local organizations for Ishiba to step down. This is a totally understandable reaction since, if he is allowed to remain prime minister, the LDP will be completely abandoned by its support base. Moreover, unless the LDP and its ruling coalition partner, Komeito, actually force him to resign, Ishiba will likely lose even more support than he did in the recent Upper House election. If that happens, implementation of the Japan-US trade agreement could become uncertain, and the ruling parties' ability to clean house would be called into question.
An extraordinary Diet session will be convened on August 1. The Diet will require a certain number of days to thoroughly deliberate on the new Japan-US agreement. That will not change, regardless of whether there is a prime ministerial election as well.

TORONTO , July 29, 2025 /CNW/ - Most small businesses are absorbing some or all of the costs associated with U.S. tariffs, according to new data by the Canadian Federation of Independent Business (CFIB). With a deadline for a new trade deal looming on August 1 , CFIB is calling on Ottawa to release Canada's retaliatory tariff revenues to support small businesses. On imports from the U.S., nearly seven in 10 small businesses paid the full Canadian tariff, with the median cost of $9,000 . On exports, 63% covered costs directly or shared them with their U.S. customers, paying a median of $25,000 . "It is clear that most small exporters have had to eat much of the cost of U.S. tariffs in order to keep their American customers," said Dan Kelly , CFIB president. Ottawa has collected billions in additional tariff revenue on U.S. imports compared to last year. "If no deal is reached by Friday, Canada must immediately return the revenue collected from our counter tariffs to small businesses to help them weather the ongoing harm and massive economic uncertainty," Kelly said. "Many have been holding out, delaying critical decisions hoping for enough certainty to plan for the future. Without an immediate deal, many are facing some terrible choices, including laying off key workers." CFIB has sent a letter to the federal government, urging it to consider several options to providing financial relief to businesses. These include a rebate program for affected businesses, a temporary reduction in the small business tax rate from 9% to 0% or lowering Employment Insurance premiums for employers. CFIB's latest petition , which has 10,000 signatures, also calls on Ottawa to deal with unfinished business and lower the costs of doing business. "So far, the federal government's announced support measures and tariff exemptions have fallen short of bringing desperately needed cost relief," said Corinne Pohlmann , Executive Vice-President of Advocacy at CFIB. "We also hope that the government will take a careful look at its counter-tariff plans when negotiations conclude. Although small businesses have been supportive of Canada's counter-tariffs while discussions are under way, ongoing tariffs would have permanent consequences on small businesses and the broader Canadian economy." Solid Transaction-Based Revenues to Drive HOOD's Q2 Earnings

Robinhood Markets' HOOD transaction-based revenues (comprising more than 60% of total net revenues) are expected to have been impressive in the second quarter of 2025. The company is scheduled to announce its quarterly numbers tomorrow after market close. During the second quarter, trading volume and client activity remained robust as market volatility was sparked by President Trump's 'Liberation Day' tariff proposals and the resulting uncertainty. As the quarter advanced, increased clarity on trade policy helped propel equity markets to record highs. Additionally, trading momentum was strong across other asset classes, including cryptocurrencies, supported by the introduction of new legislation favoring digital assets. These are likely to have supported Robinhood's transaction-based revenues in the to-be-reported quarter. The Zacks Consensus Estimate for the metric is pegged at $508.4 million, indicating a 55.5% surge from the prior-year quarter. The solid performance is likely to have been driven by higher options, equity and cryptocurrencies transaction revenues during the second quarter. The consensus estimate for Robinhood's options transaction revenues is $252.2 million, suggesting 38.6% growth. Further, the Zacks Consensus Estimate for equity and cryptocurrencies transaction revenues is pegged at $68.1 million and $156.1 million, respectively. Equity transaction revenues are projected to surge 70.2%, while cryptocurrencies transaction revenues are estimated to jump 93.2% year over year. HOOD's Q2 Earnings & Revenue Growth Expectations The Zacks Consensus Estimate for second-quarter earnings is pegged at 31 cents, which has remained unchanged over the past seven days. The figure suggests a jump of 47.6% from the year-ago reported number. The consensus estimate for sales of $915.2 million indicates a 34.2% year-over-year rise. How Robinhood's Peers Fared in Q2 Two of Robinhood's close peers – Interactive BrokersIBKR and Charles SchwabSCHW – announced results on July 17 and July 18, respectively. Interactive Brokers' second-quarter 2025 adjusted earnings per share of $1.51 surpassed the Zacks Consensus Estimate of $1.46. The bottom line grew 15.9% from the prior-year quarter. Results primarily benefited from an increase in revenues as trading volume, customer accounts and daily average revenue trades increased in the quarter. As such, Interactive Brokers recorded a 27.1% jump in commissions. Similarly, Schwab's second-quarter 2025 adjusted earnings of $1.14 per share outpaced the Zacks Consensus Estimate of $1.09 and surged 56% year over year. The solid performance of the asset management business and higher net interest revenues supported the results. Also, trading revenues, which soared 22.5% year over year, drove Schwab's quarterly performance. US stocks edge higher as a busy week for markets picks up momentum

NEW YORK (AP) — U.S. stock indexes are ticking higher as a busy week for Wall Street picks up momentum. The S&P 500 was up 0.2% in early trading Tuesday after setting all-time highs for six straight days. The Dow Jones Industrial Average was flat, and the Nasdaq composite was up 0.5%, coming off its own record. JetBlue Airways and SoFi Technologies rose but Merck fell following a jumbled set of profit reports from big U.S. companies. Treasury yields were easing a bit as the Federal Reserve gets set to begin a two-day meeting where it will decide what to do with short-term interest rates. THIS IS A BREAKING NEWS UPDATE. Wall Street chugged mostly higher in premarket trading Tuesday as Chinese and U.S. officials begin a second day of trade talks and the Federal Reserve kicks off its two-day meeting to make a decision on interest rate policy. The meetings come amid one of the busiest weeks of corporate earnings season and a flurry of economic data. Futures for the S&P 500 were up 0.2%, while futures for the Dow Jones Industrial Average edged 0.1% higher. Nasdaq futures rose 0.4% before the bell. Analysts said investors were watching for the latest from President Donald Trump and U.S. trade talks with China in Stockholm. U.S. Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng were meeting in the Swedish capital. 'Aside from addressing economic imbalances, tariffs are also now well entrenched in the geopolitical arena,' Tan Boon Heng of the Asia & Oceania Treasury Department at Mizuho Bank said in a commentary. With regard to the Fed meeting, the widespread expectation on Wall Street is that officials at the U.S. central bank will wait until September to resume cutting interest rates, though a couple of Trump's appointees could dissent in the vote. The Fed has been on hold with interest rates this year since cutting them several times at the end of 2024. Trump has publicly chastised Fed Chair Jerome Powell for not cutting the benchmark lending rate, which Powell says is due to the uncertain ramifications of Trump's trade war, most notably whether those policies will trigger higher inflation. In corporate news, UnitedHealth Group shares slid 4% after the company badly missed Wall Street's second-quarter earnings expectations and disappointed investors with its updated profit forecast. The health care giant said Tuesday that it expects rising medical costs to continue to pressure its performance and forecast adjusted earnings of at least $16 per share in 2025. The company had started 2025 with an initial forecast for adjusted earnings of up to $30 per share. Union Pacific rose 1.2% in premarket after it offered up details on its bid to merge with Norfolk Southern that would create the U.S.'s first transcontinental railroad. Union Pacific is offering $20 billion cash and one share of its stock to buy Norfolk Southern, the companies said Tuesday, adding that the merger would streamline deliveries of all kinds of raw materials and goods. Norfolk Southern shares fell 3%. Novo Nordisk, which makes the weight loss drug Wegovy, plunged 24% in premarket trading after the company cut its sales and operating profit for the year. Also reporting earnings Tuesday are Boeing and Starbucks. Hundreds of U.S. companies are lined up to report how much profit they made during the spring, with nearly a third of the businesses in the S&P 500 index scheduled to deliver updates this week. The government will also be busy this week, releasing three separate sets of data on the labor market, punctuated with the July jobs report on Friday. The first second-quarter GDP estimate come on Wednesday, followed by the Fed's preferred measure of inflation on Thursday. Elsewhere, in Europe at midday, France's CAC 40 jumped 1.3% in early trading, while the German DAX rose 1.1%. Britain's FTSE 100 added 0.5%. Japan's benchmark Nikkei 225 fell 0.8% to 40,674.55 on broad selling of major companies including automakers and big banks. Toyota Motor Corp. dipped 2.3% and Honda Motor Co. fell 2.1%. Sumitomo Mitsui Financial Group finished 1.8% lower, while Mitsubishi UFJ Financial Group stock dipped 1.6%. Hong Kong's Hang Seng dropped 0.2% to 25,524.45, while the Shanghai Composite gained 0.3% to 3,609.71. Australia's S&P/ASX 200 edged 0.1% higher to 8,704.60. South Korea's Kospi gained 0.7% to 3,230.57. Samsung Electronics edged 0.3% higher after jumping nearly 7% on Monday on news that it signed a deal with Tesla to provide computer chips for its electric vehicles. In energy trading, benchmark U.S. crude was unchanged at $66.71 a barrel. Brent crude, the international standard, gained 5 cents to $69.37 a barrel.
