"Everyone who is the original resident of this place should be given a house. Everyone should get justice... though criteria will be different," said Fadnavis, according to a press release.
Sources said the first tranche of slum rehabilitation buildings is being constructed on a 28-acre railway land at Mahim. Each eligible household will be given a 350 sq ft home with two toilets. It means, it might be the end of the crowded public toilet blocks, which have been a common feature of Dharavi.

was made by Dharavi Redevelopment Project CEO and chairman of Navbharat Mega Developers Pvt Ltd (NMDPL), SVR Srinivas, at Sahyadri state guest house. Dy CM Eknath Shinde, who is also the urban development and housing minister, was present for the meeting.
Local body elections, including those for BMC, will be held later this year.

directed the Dharavi redevelopment to be done in an environmentally friendly manner, integrating its commercial sector. He said priority should be given to the rehabilitation of skilled artisans. "Everyone who is the original resident of this place should be given a house. Everyone in Dharavi should get justice in the rehabilitation project; everyone here will be eligible for this redevelopment project, though criteria will be different," said Fadnavis, as per the press release.
Fadnavis emphasised that the concept of Dharavi development project should be implemented by preserving the basic commercial identity of Dharavi and its original features. "For this, the relevant agencies should maintain the necessary coordination. Development works should be carried out in a coordinated manner by taking local people into confidence and preserving the public sentiment," he said.
Sources said the govt will decide on the publication of the Dharavi master plan. To make the project "viable", the govt has given a slew of incentives, including the waiver of all premiums besides reimbursement of the state's share of GST for five years. "In a normal slum rehab scheme, the developer has to pay 25% of the Ready Reckoner Rate as a premium for the plot. BMC owns nearly 60% of the land in Dharavi. Since all premiums have been waived for the project, BMC will not earn any revenue for its land," said sources.
The govt has also approved the mandatory first use of Dharavi TDR for all redevelopment projects in the city. TDR will not be marked as slum TDR; rather, it will be priced as per the plot on which it is used. This is likely to raise the cost of flats in Mumbai. Further, BMC, in its objections/suggestions to the govt, said mandatory first use of Dharavi (40%) and Slum (20%) TDR will make it difficult to implement the Development Plan - 2034 in terms of acquisition of land for civic infrastructure and public amenities.
There has been opposition from several areas within Dharavi to the survey. One of the most well-known sectors, Kumbharwada, has opposed the survey. Congress MP Varsha Gaikwad termed it "the biggest real estate grab in history. A Vinash project to expand Adani's empire in the heart of Mumbai, displacing lakhs of people in the process". "The approval violates provisions of the MRTP, which states that any new draft master plan must be subject to public scrutiny," she said.
However, critics of the project said If the survey is not yet complete, how was the master plan prepared? What is the basis for its approval? How can land use planning be determined based on old surveys or incomplete information? Dharavi MLA Jyoti Gaikwad said "Without consultation, without a completed survey, and in total violation of legal process, the CM has approved Adani's so-called master plan for Dharavi; a plan not for development, but for displacement."

Centre, States Equal Stakeholder In GST, Revenues Shared Equally: Report
New Delhi: Amid concerns about the revenue impact of the Centre's pro-middle-class 'Next Gen GST' with a proposed two-slab structure, government sources clarified that the Centre is an equal partner in revenue sharing with the states and that its proposal anticipates a revenue boost over time, driven by increased consumption. Under the current Goods and Services Tax (GST) framework, revenues are shared equally between the Centre and the states. Additionally, 41 per cent of the Centre's share of the divisible tax pool is allocated to states as per the Finance Commission's recommendations. "Centre has equal concerns over what is being collected and what will be collected in GST. As members of the GST Council, both are equal partners. In such a setup, is it fair to expect that the Government of India will sit as a donor to compensate states?" a government source said. Currently, Goods and Services Tax (GST) is a 4-tier structure with tax rates at 5 per cent, 12 per cent, 18 per cent, and 28 per cent. Food and essential items are either taxed at nil or a 5 per cent rate, and luxury and sin items are at 28 per cent. The 5 per cent slab accounts for 7 per cent of total GST revenues, while the 18 per cent slab accounts for 65 per cent. The 12 and 28 per cent slabs give 5 and 11 per cent share, respectively, in the GST kitty. The Centre has proposed to the Group of Ministers on GST rate rationalisation a 2-tier rate structure of 5 per cent and 18 per cent for 'merit' and 'standard' goods and services, and a 40 per cent rate for about 5-7 goods. The proposal entails doing away with the current 12 and 28 per cent tax slabs. Currently, states have exclusive taxation rights over land and petroleum products. Also, the Centre, under a special assistance scheme, is giving a 50-year interest-free loan for capital expenditure to states. Besides, the health and education cess and other cess collected by the Centre go towards funding state development and welfare needs through various central government schemes and initiatives. Compensation cess, which goes entirely to the states, accounts for a substantial chunk of the total cess collected by the Central Government. Another source said that calculations show that GST revenues will go up on a sustained basis once the new 2-tier slab is implemented. "Similar revenue concerns were expressed when the compensation cess period ended in June 2022. But GST revenues have improved over time, and the average tax buoyancy of states improved to 1.23 as against 0.65 pre-GST. With GST reforms proposed by the Centre, tax buoyancy will improve steadily," the second source said. The compensation cess mechanism was initially put in place for a 5-year period till June 30, 2022, to make up for the revenue loss suffered by states on account of GST implementation. GST had subsumed over a dozen local taxes and levies and was rolled out on July 1, 2017. The levy of compensation cess was later extended by 4 years till March 31, 2026, and the collection is being used to repay the loan that the centre had taken to compensate states for the GST revenue loss during the COVID period.

BMC to develop housing colony for transgender people
Bhubaneswar: To empower the transgender community, the Bhubaneswar Municipal Corporation (BMC) has decided to develop a colony for such landless individuals living in slums. Earlier, the BMC distributed 44 land record certificates (LRC)s among the transgender people. The civic body will now provide financial assistance to construct houses under PM Awas Yojana for the identified transgender people, who were demanding patches of land with land rights for each to construct houses. "We will provide financial assistance of Rs 2.5 lakh as per the PMAY norms. Selected transgender beneficiaries will take up construction on the same land using their own resources. Since all the eligible individuals have been given LRCs at a particular place, it will be an exclusive colony," said BMC deputy commissioner Ajay Mohanty. Land rights were distributed to the slum residents as per the Odisha Land Rights to Slum Dwellers Act, 2017, and the Odisha Municipal Corporation (Amendment) Act, 2022, officials said. A sub-committee scrutinised the survey reports, conducted by a private agency, thoroughly before finalising beneficiaries. "Once the work orders are issued and the transgender people start basic construction work, money will be disbursed in a phased manner," Mohanty added.
