Maharashtra CM approves Dharavi master plan

: CM Fadnavis approved the
Dharavi redevelopment
master plan, after a detailed presentation by SVR Srinivas, Dharavi Redevelopment Project CEO, Wednesday night and stressed that it should preserve the basic commercial identity of Dharavi and its original features.
"Everyone who is the original resident of this place should be given a house. Everyone should get justice... though criteria will be different," said Fadnavis, according to a press release.
Sources said the first tranche of slum rehabilitation buildings is being constructed on a 28-acre railway land at Mahim. Each eligible household will be given a 350 sq ft home with two toilets. It means, it might be the end of the crowded public toilet blocks, which have been a common feature of Dharavi.
A detailed presentation on the
Dharavi master plan
was made by Dharavi Redevelopment Project CEO and chairman of Navbharat Mega Developers Pvt Ltd (NMDPL), SVR Srinivas, at Sahyadri state guest house. Dy CM Eknath Shinde, who is also the urban development and housing minister, was present for the meeting.
Local body elections, including those for BMC, will be held later this year.

directed the Dharavi redevelopment to be done in an environmentally friendly manner, integrating its commercial sector. He said priority should be given to the rehabilitation of skilled artisans. "Everyone who is the original resident of this place should be given a house. Everyone in Dharavi should get justice in the rehabilitation project; everyone here will be eligible for this redevelopment project, though criteria will be different," said Fadnavis, as per the press release.
Fadnavis emphasised that the concept of Dharavi development project should be implemented by preserving the basic commercial identity of Dharavi and its original features. "For this, the relevant agencies should maintain the necessary coordination. Development works should be carried out in a coordinated manner by taking local people into confidence and preserving the public sentiment," he said.
Sources said the govt will decide on the publication of the Dharavi master plan. To make the project "viable", the govt has given a slew of incentives, including the waiver of all premiums besides reimbursement of the state's share of GST for five years. "In a normal slum rehab scheme, the developer has to pay 25% of the Ready Reckoner Rate as a premium for the plot. BMC owns nearly 60% of the land in Dharavi. Since all premiums have been waived for the project, BMC will not earn any revenue for its land," said sources.
The govt has also approved the mandatory first use of Dharavi TDR for all redevelopment projects in the city. TDR will not be marked as slum TDR; rather, it will be priced as per the plot on which it is used. This is likely to raise the cost of flats in Mumbai. Further, BMC, in its objections/suggestions to the govt, said mandatory first use of Dharavi (40%) and Slum (20%) TDR will make it difficult to implement the Development Plan - 2034 in terms of acquisition of land for civic infrastructure and public amenities.
There has been opposition from several areas within Dharavi to the survey. One of the most well-known sectors, Kumbharwada, has opposed the survey. Congress MP Varsha Gaikwad termed it "the biggest real estate grab in history. A Vinash project to expand Adani's empire in the heart of Mumbai, displacing lakhs of people in the process". "The approval violates provisions of the MRTP, which states that any new draft master plan must be subject to public scrutiny," she said.
However, critics of the project said If the survey is not yet complete, how was the master plan prepared? What is the basis for its approval? How can land use planning be determined based on old surveys or incomplete information? Dharavi MLA Jyoti Gaikwad said "Without consultation, without a completed survey, and in total violation of legal process, the CM has approved Adani's so-called master plan for Dharavi; a plan not for development, but for displacement."

New plant to cost over Rs 3,000 crore BMC floats fresh tender to construct desalination plant at Manori
The Brihanmumbai Municipal Corporation (BMC) has once again floated a global tender for constructing a 200-million litres per day (MLD) desalination plant in Mumbai's Manori island. The comes eight months after the civic body scrapped the previous tender which was floated in December 2023. A desalination plant is a facility where the saline water from the sea is scientifically treated by removing the salt extracts and mineral from it to make them fit for potable usage. Globally, desalination plants are popular in countries like Israel which have minimum access to natural potable water like rivers and lakes but are close to the sea. Civic officials said the new tenders were floated following a project feasibility study that was carried out by the Tata Consultancy Services (TCS) identifying some of the key causes because of which the tender failed to attract a good number of bidders. Speaking to the Indian Express, Abhijit Bangar, additional municipal commissioner (projects), said the previous tender was floated by using the Swiss challenge method under which an initial proposal is published based on the bids submitted by a particular party following which other parties are invited to submit counter-proposals that either match or improve upon it. 'The first tender was live for nearly a year and we had called for bids three times out of which we received response only once and that one bidder later got disqualified. Following this, we carried out a survey and the new tenders are being floated by using the conventional engineering-procurement and consultancy (EPC) method which is the usual way through which all interested bidders can submit their bids at the same time which is followed by the evaluation process,' Bangar told Express. According to the previous tender, the estimated cost of constructing the plant was pegged at Rs 2,000 crore while Bangar said the base price of constructing the plant as part of the new tender is being pegged at Rs 3,000-Rs 3,200 crore. He also said the capacity and most of the technical specifications of the plant remains the same in the new tender. 'The reason for cost escalation is that the new plan will include three underground tunnels–two of which will bring in sea water to the plant for treatment and one tunnel will serve as an outfall for the treated inert materials that will be left following the treatment. This process will involve electrical and mechanical interventions due to which there has been a cost escalation. The final cost estimates were prepared and calculated by the consultant only after checking quotations from prospective agencies that have expertise in the field,' Bangar said. He also added that the water into the plant will be drawn 2.5 km from the shoreline where the sea is deep. The plant will come up in a 12-hectare plant at Manori village which is a fishing hamlet in northern fag end of Mumbai. The plot where the plant will come up is owned by the state government and civic officials said the process of transferring the land to the BMC is in the final stage. The proposal of constructing a desalination plant was first mooted in 2019 as a solution to counter the issue of growing water demand in Mumbai which requires 4,250 MLD of water daily while the civic body is able to serve only 3,900 MLD, making a deficit of 300 MLD. This will be the first desalination plant in Maharashtra. At present, Mumbai is dependent on seven lakes–Tulsi, Vihar, Tansa, Bhatsa, Modak Sagar, Upper Vaitarna, Middle Vaitarna which are located in suburban Mumbai, Thane, Palghar and Nashik. The catchment area of these lakes gets filled during the monsoon following which water is transferred to Mumbai's pockets through pipelines and tunnels.

Businessman files cheating case over unpaid textile dues
Ahmedabad: A Shela resident and businessman filed a complaint of cheating and breach of trust against other traders after they allegedly did not return Rs 30.16 lakh. The traders had purchased goods worth ₹1.44 crore. The crime branch registered a complaint on Friday under IPC 406 (criminal breach of trust), 420 (cheating), 409 (criminal breach of trust by public servant or by banker, merchant), and 114 (abettor present when offence is committed) against three traders from the city. The complainant stated that he was operating a partnership firm in Raipur. In Nov 2023, a trader from Raipur Cloth Market informed him that they conducted a textile business and assured him that any textile purchased by them would be paid for promptly, given their long-standing involvement in the textile business. The three claimed to conduct a large-scale textile business and assured timely payments to their suppliers. "Based on their assurances, we decided to supply them with textiles through our firm. Subsequently, one of the accused visited their shop, where they discussed business terms with us and promised payment within 60 to 90 days. They provided information about their firm with a GST number. We began supplying dress materials according to their purchases, and they initially made timely payments," the complaint mentions. Between Dec 2020 and Feb 2024, they purchased dress materials worth ₹1.45 crore and paid ₹1.15 crore in instalments. However, a balance of ₹30.16 lakh remained unpaid. Despite repeated reminders, they failed to settle the outstanding amount. Despite reminders, they did not pay and continued to delay without making any payment. On Friday, he lodged a complaint with the crime branch.
