
Malaysia's semiconductor and pharma sectors exempt from US tariff
Describing the decision as a win-win outcome, Tengku Zafrul noted that the US is still reviewing its trade laws to assess the fairness of the zero-tariff policy on these sectors.
'The timeline for the review is December this year, though it could be earlier,' he said during a press conference.
The US had previously imposed a 19 per cent tariff on Malaysian exports, but the exemption for semiconductors and pharmaceuticals reflects strong bilateral ties. 'This is a positive development for both Malaysia and the US,' Tengku Zafrul added.
In return, Malaysia will apply a zero per cent tariff on 6,911 US imports, covering 191 agricultural and 1,347 industrial products.
This accounts for 61 per cent of the 11,260 tariff lines requested by the US. - Bernama

Malaysian semiconductors under US watchlist despite temporary relief
KUALA LUMPUR: Malaysia's semiconductor sector, while currently exempt from new United States (US) retaliatory tariffs, remains under close scrutiny and could still face future action under an ongoing investigation by the US government. Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz said the sector is being reviewed under Section 232 of the US Trade Expansion Act of 1962. He added that any escalation could have serious repercussions, including potential job losses affecting up to 100,000 workers, particularly in Penang and Kedah. "We must remain vigilant and prepared for any potential imposition of further tariffs on the semiconductor industry," he told Parliament. The US is Malaysia's largest export market with RM198.65 billion in exports and RM32.82 billion in foreign direct investments recorded in 2024. Tengku Zafrul said any shift in US trade policy would carry significant risks for Malaysia's economy. "For instance, up to 100,000 Malaysian workers could be at risk of losing their jobs if electrical and electronic goods can no longer be exported to the US due to high tariffs," he said. In tandem with efforts to preserve market access, Malaysia recently made several concessions in digital trade negotiations under Section 3 of the talks with the US. Tengku Zafrul said these include Malaysia's agreement not to implement any Digital Service Tax (DST) that discriminates against American companies. "I would like to emphasise that Malaysia is a country that implements DST and similar tax policies based on non-discriminatory principles," he said. Meanwhile, Tengku Zafrul said Malaysia has also agreed to remove the previous requirement that US-based social media and cloud service providers contribute six per cent of their Malaysian revenue to the Universal Service Provision (USP) Fund. In addition, he said the government will permanently abolish or suspend a directive requiring all Domain Name System (DNS) traffic to be rerouted through local DNS services. However, Tengku Zafrul emphasised that Malaysia drew a firm line on several national interests and did not agree to all demands. He said that Malaysia firmly maintains that cloud service providers as well as social media platforms remain subject to criminal liability under Malaysian law. At the same time, he said the Malaysian government retains the right to request access to or instruct companies to transfer source codes of software used in critical infrastructure, government procurement, and the financial services, licensing, and judicial sectors. "Malaysia underscores the government's transparent and balanced commitment in two areas. "The first is the commitment to protect the intellectual property of companies from forced technology transfers, to promote innovation, and to ensure fair competition in international markets. "The second is to safeguard the nation's sovereignty, security, and economic stability," he added.

PM: King's Russia visit marks new chapter in bilateral ties
KUALA LUMPUR: The state visit by His Majesty Sultan Ibrahim, the King of Malaysia, to Russia from Aug 5-10 marks a new chapter in Malaysia-Russia bilateral ties. Prime Minister Datuk Seri Anwar Ibrahim said the state visit was expected to strengthen strategic cooperation across various sectors, including bilateral trade, investment, higher education, technology and innovation, as well as people-to-people relations. "Malaysia is well-positioned to attract new investments and technologies from Russia, particularly in the energy, aerospace, defence and smart agriculture sectors. "This is in line with the Madani Economy framework, which prioritises competitiveness, sustainability and shared prosperity. "More significantly, the state visit underscores the role of the royal institution of Malaysia as a respected driver of national diplomacy on the global stage. "It also reinforces Malaysia's sovereignty and strengthens its image as a neutral, open and progressive nation," he said in a post on his Facebook page. Anwar said the visit was historic and significant, marking Sultan Ibrahim as the first Malaysian head of state undertaking a state visit to Russia since diplomatic relations were established in April 1967. He said it reflected the position of His Majesty as a symbol of national unity, who also plays a strategic role in strengthening Malaysia's international relations. Yesterday, Malaysia's Ambassador to Russia, Datuk Cheong Loon Lai, said that His Majesty's state visit, at the invitation of Russian President Vladimir Putin, was a recognition of the five decades of diplomatic ties between Russia and Malaysia, which was among the earliest Asean countries to establish ties with the then-Soviet Union. Sultan Ibrahim is scheduled to arrive in Moscow on Tuesday and will be accorded a state welcome ceremony at the Kremlin on Wednesday, before holding an official meeting with the Russian president and attending a state banquet. His Majesty is also scheduled to visit the Russian Automotive Technology Development Company (NAMI), as well as the Tochka Kipeniya Technology and Innovation Hub. On Friday, Sultan Ibrahim will travel to Kazan, the fifth largest city in Russia, to receive an audience from the Rais (Head) of the Republic of Tatarstan, Rustam Minnikhanov, at the Kazan Kremlin. His Majesty is also scheduled to attend a reception ceremony hosted by Minnikhanov and visit the Kazan Helicopter Plant to observe the manufacturing operations of civilian, defence and rescue helicopters.
