Maharashtra Cabinet clears ₹20,787 crore for Shaktipeeth Expressway amid farmers' opposition
The expressway is planned to connect 12 districts from Pawnar in Wardha to Patradevi on the Maharashtra–Goa border. However, farmer representatives reiterated their refusal to allow land acquisition.
'No matter what, we won't let this happen,' said former MP and farmer leader Raju Shetti. 'Farmers from 12 districts did not let the government survey the land despite heavy police security. If they bring a drone, we will throw stones and destroy them,' he told The Hindu.
Mr. Shetti, who has been at the forefront of the protests, accused the government of pushing the project despite farmers' resistance since its approval in 2023. Sit-in demonstrations, including one at Azad Maidan in Mumbai in March, were organised under his leadership.
Calling the government 'robbers' acting like 'owners,' Mr. Shetti alleged that land was being snatched from farmers for private gain and toll collection. 'They are trying to spend ₹86,000 crore for a project worth ₹36,000 crore. This includes ₹50,000 crore worth of corruption,' he claimed. He also questioned the necessity of the expressway when a parallel highway between Nagpur and Kolhapur already exists.
The CMO said the expressway would reduce travel time between Nagpur and Goa from 18 to 8 hours. It would connect key Shakti Peethas across the State — including Mahur, Tuljapur, Mukundaraj Swami, Jogai Devi, Aundhanaganath, Parli Vaijnath, Karanja-Lad, Akkalkot, Gangapur, Narsobachi Wadi, and Audumbara — enhancing pilgrimage connectivity across Wardha, Yavatmal, Hingoli, Nanded, Parbhani, Beed, Latur, Dharashiv, Solapur, Sangli, Kolhapur, and Sindhudurg districts.
Increase in allowance for tribal students
The Cabinet also approved a revision of allowances for food, subsistence, and educational materials for tribal students staying in hostels, aligning with the inflation index. The subsistence allowance has been raised from ₹800 to ₹1,400 at the divisional level, from ₹600 to ₹1,300 at the district level, and from ₹500 to ₹1,000 at the rural/taluka level. The additional allowance for girls has been increased from ₹100 to ₹150.
There are 490 government hostels in the State — 284 for boys and 206 for girls — with a total capacity of 58,700 students, according to the CMO.
Other Cabinet decisions
The Cabinet approved a provision of ₹862 crore for the Koyna Dam Paitha Power House (Left Bank) Hydroelectric Project. It also cleared the free transfer of land reserved for the High Court in Bandra (East) to the Public Works Department.
As part of this, 30.16 acres out of 90 acres in the government colony at Bandra (East) will be handed over in phases to construct a new complex for the High Court. Of this, 9.64 acres have already been transferred in the first two phases.

The Maharashtra Special Public Security (MSPS) Bill, 2024 follows the disturbing pattern of executive overreach in the name of security. Existing laws are often misused against political opponents and critics of the ruling party, including commentators. Charges are often vague and sweeping, and the process itself becomes the punishment in many of these cases. Given this pattern, the move by Maharashtra's Mahayuti government led by the BJP to create an entire law to criminalise a certain kind of thought portends danger to freedom and democracy. Chief Minister Devendra Fadnavis has said that the new law would only target those who try to undermine the constitutional order, but the possibility — indeed the probability — of its misuse is apparent. The State says that it is seeking to prevent Maoists from brainwashing youth, professionals, and civil servants through front organisations. As in the proposed law, which is now awaiting the assent of the Governor before coming into force, the State government can declare any suspect 'organisation' as an 'unlawful organisation'. Offences under the proposed law include membership of such organisations, fundraising on their behalf, managing or assisting them, and committing unlawful activities. The Bill's focus is on people and organisations that act as a front for Maoists, and what is unlawful is so broadly defined that anyone can be its target. Among other things, according to the Bill, 'unlawful' is 'any action taken by an individual or organization whether by committing an act or by words either spoken or written or by sign or by visible representation or otherwise, which constitute a danger or menace to public order, peace and tranquility'. Offences are cognisable and the accused can be arrested without a warrant. Punishment includes jail terms of two years to seven years, along with fines ranging from ₹2 lakh to ₹5 lakh. The State argues that Chhattisgarh, Telangana, Andhra Pradesh and Odisha have enacted Public Security Acts and banned 48 Naxal frontal organisations. The Opposition parties offered feeble resistance to the Bill and raised some broad concerns regarding its misuse but it was passed in the Assembly through a voice vote. As an afterthought, the Congress and the Shiv Sena (UBT) protested on the floor when it was taken up in the Legislative Council. The Bill had gone through a long deliberative process, but as it turns out, all parties appeared to be in agreement, barring the lone CPI (M) MLA who protested against it on the floor of the Assembly. The idea that thought and speech, howsoever unpalatable they might be to the ruling establishment, should be policed poses a grave danger for India as an open society.

Maharashtra State Gazetted Officers Federation opposes state govt's decision to suspend officers without probe
Mumbai: The Maharashtra State Gazetted Officers Federation has opposed the state govt's decision to suspend over a dozen officers during the monsoon session of the state legislature without any enquiry or probe. The association in a letter to CM Devendra Fadnavis and DCMs Ajit Pawar and Eknath Shinde have said that direct suspension of officials without an inquiry, without following principles of natural justice and without giving the officers an opportunity to present their side have created a feeling of insecurity among the officers across the state. The association has said if officers are suspended due to baseless allegations, this will demoralise them. "Some miscreants, for personal gain and to protect their interests, try to create terror and put pressure on govt officials and employees to carry out illegal activities. There are examples of them harassing officials and employees by making false allegations and complaints after they refuse to do such illegal activities. Bullet train project to be completed by Dec 2029, govt tells LS
New Delhi: The Centre on Wednesday said the entire Ahmedabad-Mumbai bullet train project is likely to be completed by Dec 2029, with the section falling in Gujarat to be completed by Dec 2027. This comes months after Maharashtra chief minister Devendra Fadnavis announced that he expected the entire bullet train corridor to be operational by 2028. Interestingly, while the Centre has maintained that the timeline for the country's first high-speed train project has been pushed back due to delay in land acquisition and forest clearance for the Maharashtra section, there is delay in work on the Gujarat portion as well. In a written reply to a question in Lok Sabha, the railway ministry submitted that the Vapi-Sabarmati section in Gujarat is "planned to be completed by Dec, 2027" and the entire Maharashtra to Sabarmati section "is expected to be completed by Dec, 2029". The foundation stone for the project was laid in Sep 2017. Though the project cost has increased significantly due to the delay, the ministry told the lower House that the total estimated cost is around Rs 1.1 lakh crore. Japan International Cooperation Agency (JICA) is funding 81% of the project cost and the balance 19% is being funded through equity contribution from railways (50%) and the two states of Maharashtra and Gujarat (50%). Till June end, around Rs 78,839 crore had been spent on the project. The National High Speed Rail Corporation Ltd (NHRSCL) is yet to bid out two of the 28 tender packages. The ministry said that 392 km of pier construction, 329 km of girder casting and 308 km of girder launching have been completed so far. Work on the undersea tunnel (21 km) has also started.
