Vietnam offers incentives for members of its two-city International Financial Centre

[HO CHI MINH CITY] Vietnam's parliament on Friday (Jun 27) approved a slew of special mechanisms and incentives for members of the country's International Financial Centre (IFC), with the aim to develop it into one of the world's top 20 IFCs by 2045.
Set to be established this year, the IFC will span two cities – Ho Chi Minh City in the south and Da Nang in the country's centre. Dedicated management and oversight bodies, including a court and international arbitration centre for dispute resolution, will also be created.
The parliament's resolution, effective from September, mandates the registration and admission of IFC members – particularly those in sectors such as banking, insurance, securities brokerage, fund management, financial market infrastructure, fintech, digital assets and advisory services.
Under the approved policies, members will be permitted to conduct transactions and borrow in foreign currencies within the IFC or with external entities and individuals. They will also be granted tax holidays on their corporate income as well as on the personal income of their highly skilled personnel.
For instance, new investment projects in the IFC's priority sectors could enjoy a preferential corporate income tax rate of 10 per cent for 30 years, with a tax exemption for up to four years and a 50 per cent tax reduction for the following nine years.
In addition, they may be eligible for land-lease terms of up to 70 years and receive priority allocation of state sites for their developments.

Both Vietnamese and foreign experts working in the IFC will be exempt from income tax until the end of 2030.
Upon obtaining approvals from the centre's authorities, member organisations will also be able to establish trading platforms for commodities and derivatives, carbon credits, cultural and artistic products, precious metals, green finance instruments, and other specialised products.
Disputes in the IFC can be resolved under Vietnamese law or through either domestic or foreign arbitrators and courts.
Encouraging participation
The other policies include incentives and mechanisms to encourage the participation of strategic investors and foreign banks or their branches. There are also provisions for the immigration of foreign experts, construction, infrastructure development, regulatory sandboxes for fintech, and the export and import of goods and services at the IFC.
Addressing parliament, Finance Minister Nguyen Van Thang said that the government will develop detailed guidelines to implement these policies, including a comprehensive legal framework for supervisory mechanisms, transactions on trading platforms, capital-flow controls, anti-money laundering measures, and flexible liquidity management tools.
Tyler McElhaney, country head for Vietnam at Apex Group, an alternative assets services provider, said that the most successful IFCs in the world often rest on a common set of policies designed to 'ensure money and the people who manage it can move freely'.
Apex Group, which is headquartered in Bermuda, has more than US$3.4 trillion in assets under management. It was among the first firms to establish a presence in Dubai IFC in 2006, as well as Abu Dhabi Global Market in 2013. Earlier this year, it opened a Vietnam office in Ho Chi Minh City.
'Equally critical is the coordinated allocation of budgets between central and local governments to build the underlying infrastructure – utilities, real estate developments and mixed-use complexes – that anchors a financial district,' McElhaney added.
The local governments of the two cities hosting Vietnam's IFC have designated sites cleared for future developments, aiming to attract and channel billions of dollars in investment projects.
Ho Chi Minh City recently unveiled an ambitious scheme to seek US$7 billion to develop the centre within the next five years. The core area will span 9.2 hectares (ha) in the Thu Thiem New Urban Area, a peninsula in the city's downtown that lies across the Saigon River.
Meanwhile, Da Nang has earmarked six land parcels for the IFC's development, including a main zone of five lots spanning 6.17 ha along a street that connects the city centre to My Khe Beach.
Foreign investors have shown strong interest in these prime locations, with the Trump Organization eyeing a tower in Thu Thiem, and other groups of American and Singaporean investors proposing major developments for the IFC in Da Nang.
'IFCs demand significant investment but can deliver high returns, especially in destinations that are attractive to high foreign direct investment,' said Govinda Singh, executive director at Colliers International.
'Vietnam's high GDP growth, coupled with rapidly growing urbanisation, should drive demand for high-end office spaces and commercial hubs,' he added.

[SINGAPORE] Jardine Cycle & Carriage (JC&C) on Wednesday (Jul 30) reported a 23 per cent decline in earnings to S$371.1 million for the first half of 2025, from S$483.3 million for the same period a year earlier. This was mainly driven by unrealised fair value losses related to noncurrent investments, the group said in a bourse filing. Revenue for H1 2025 inched up 1 per cent to US$10.8 billion, from US$10.7 billion a year earlier. The board has declared an interim dividend of US$0.28 per share, unchanged from H1 2024. The dividend will be paid on Oct 3, 2025. Underlying profit for H1 2025 grew 6 per cent to US$529.1 million, from US$500.1 million a year earlier. This was driven by a US$33 million translation gain on foreign currency corporate loans and higher contributions from the Vietnam business. Contribution to underlying profits from Vietnam came in at US$36 million, up 17 per cent year on year from US$30 million in H1 2024. Sign Up Sign Up This was driven by higher sales in Truong Hai Group (Thaco), as well as JC&C's increased stake in Ree Corporation – to 41.6 per cent from 34.9 per cent previously – and the Vietnamese company's higher earnings from its power-generation business. JC&C's Indonesia business, meanwhile, posted a 9 per cent fall in underlying profit to US$466 million for H1 2025, from US$513 million a year earlier. Lower contributions from Astra due to weaker performances from its new car, mining and coal mining operations were partially offset by improved earnings from financial services, agribusiness and infrastructure. Ben Birks, managing director of JC&C, noted that while the macroeconomic environment 'remains challenging', the group expects its 'businesses in Indonesia and Singapore is expected to remain stable, (and its) Vietnamese businesses are expected to build on the country's economic momentum for the rest of the year'. 'Looking further ahead, we remain focused on our longer-term objective of building a portfolio with strong growth and total shareholder returns,' Birks added. Shares of JC&C fell 0.6 per cent or S$0.17 on Wednesday to close at S$27.35, before the results were announced.

The United States said earlier in July it would impose a 20 per cent levy on many Vietnamese exports and a 19 per cent tariff on goods from Indonesia, as it struck trade deals with the countries. Vietnam stocks slide after record high as short-term risks emerge

[HO CHI MINH CITY] Vietnam's benchmark stock index on Tuesday (Jul 29) saw its sharpest drop in nearly four months with trading volume reaching an all-time high, one day after hitting a record high on the 25th anniversary of the local stock market. The Vietnam Ho Chi Minh Stock Index (VN-Index) closed at 1,493.41, down 4.11 per cent, marking its largest single-day drop since the historic 6.68 per cent plunge on Apr 3, which followed US President Donald Trump's announcement of his so-called 'Liberation Day' tariffs that imposed a 46 per cent levy on Vietnamese goods. Stocks of lenders such as SHB, MBBank dropped by more than 6.5 per cent, while real estate companies including Dat Xanh and Novaland, and brokers such as VNDirect and Vietcap closed at their floor prices, significantly dragging down the index. 'I believe the correction will continue over the next few trading sessions, given the growing presence of short-term risks,' said Nguyen The Minh, head of research and development at Yuanta Securities Vietnam, adding that the VN-Index could fall to as low as 1,380 level in the near term. Minh specifically highlighted the VN-Index's price-to-earnings ratio, which has reached its 10-year average of 15 – a level that may prompt investors to reassess valuations in light of actual second-quarter earnings results. Sign Up Sign Up Nguyen added that short-term profit-taking by large funds and high-net-worth individuals, the weakening of the Vietnamese dong amid higher-for-longer US interest rate environment, a margin lending cut by a major retail broker and proposed capital gains taxes on real estate and securities trading also contributed to the market's decline. Analysts said that over the medium to long term, Vietnam remains well-positioned, supported by trade advantages, solid economic fundamentals backed by pro-growth policies, and a potential emerging-market upgrade by index provider FTSE this September. Vietnam's equities have seen an upward momentum since early July, when a new trade agreement with the US was announced that imposes a softer 20 per cent tariff on imports from Vietnam. The Vietnamese index has rallied by 17.9 per cent this year and rebounded by more than 36 per cent from the low on Apr 9, well ahead of Asean peers. The selling spree in the past four trading days by foreign investors have also not reversed the inflows recorded so far this month, which stood at 8.6 trillion dong (S$422 million) as at Jul 28. However, cumulative net buying remains negative, with 32.6 trillion dong withdrawn from local stocks in the year to date, following a net sale of 92.5 trillion dong last year. As external tariff challenges ease and a potential market upgrade approaches, combined with narrowing USD-VND interest rate differentials, Yuanta's Minh believes foreign capital may keep returning to Vietnam's market in the medium term. On Jul 9, JPMorgan Chase upgraded Vietnam to 'overweight' within Asean, expecting that equity flows to reverse into the South-east Asian country's equities amid better-than-expected US tariffs outcome and strong economic backdrop. Despite external challenges, Vietnam's economic expansion accelerated to nearly 8 per cent year on year in the second quarter of 2025, with a major contribution from robust public spending and investment disbursement. The government is aiming for 8.3 to 8.5 per cent gross domestic product growth for the full year, from 7.1 per cent in 2024, creating a foundation for double-digit rates in the 2026-2030 period. Speaking at an event to mark the bourse's anniversary, Don Lam, co-founding partner and chief executive of VinaCapital Investment Management, said Vietnam's stock market should focus on several key objectives over the next five years. These include securing an upgrade to emerging status, enhancing financial literacy, encouraging the participation of institutional investors and modernising trading infrastructure. 'Promoting domestic institutional investors is a key factor for sustainable market development as they play a crucial role in the creation and roll-out of new financial products such as pension funds,' he added, noting that retail investors currently account for 85 per cent of the bourse's daily trading volumes.
