Japanese Prime Minister Shigeru Ishiba's ruling coalition has failed to win a majority in the 248-seat upper house, according to public broadcaster NHK, dealing a major blow to his leadership.
Ishiba's Liberal Democratic Party (LDP) and its junior partner Komeito needed 50 additional seats to secure a majority, on top of the 75 they already held. With only two seats left to be declared, the coalition had managed just 46.
This defeat leaves Ishiba's coalition in the minority in both houses of parliament, following its earlier loss in the lower house in October — marking the first time since the LDP's founding in 1955 that it lacks control of both chambers.
STORY CONTINUES BELOW THIS AD
Despite the setback, Ishiba vowed on Sunday to remain in office and address key issues such as U.S. tariff pressures. However, he now faces growing internal pressure to either step down or seek a new coalition partner.

CM meets guv, discusses ways to strengthen governance

1 2 Bhubaneswar: CM Mohan Charan Majhi met governor Hari Babu Kambhampati at Raj Bhavan on Monday followed by the governor visiting law minister Prithiviraj Harichandan's residence, sparking speculation of an imminent cabinet reshuffle. While the governor's office stated that discussions centred on strengthening governance and public welfare during his meeting with Majhi, the chief minister's office (CMO) termed it a courtesy call. The timing of the meeting, however, has led to intense political speculation. Taking to X about his meeting with the CM, governor Kambhampati wrote, "We had a cordial discussion on Odisha's development roadmap and ways to strengthen governance and public welfare." The CMO similarly confirmed the meeting on social media. Political observers suggested the meeting could be significant in the backdrop of recent controversies, particularly the sexual harassment complaints emerging from various educational institutions across the state. Since the governor serves as the chancellor of state universities, these issues may have featured in their discussions. Sources close to the govt indicated that CM Majhi might be considering a cabinet reorganisation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Japanese hair growth method Hair's Rich Learn More Undo The current council of ministers, comprising 16 members, can be expanded to 22 as per constitutional provisions. State BJP president Manmohan Samal had recently hinted at such a possibility. "The chief minister may drop a couple of ministers and introduce new faces to give his govt a fresh look as he enters his second year in office," a senior party leader said on condition of anonymity. On possible cabinet expansion, law minister Harichandan said, "That's a prerogative of the chief minister. As our party state president has already said, discussions are on for filling up the vacancies besides appointment of various boards and corporations." Regarding the governor's visit, the law minister said Kambhampati came as a well-wisher of the family and as a friend. "He gave his feedback regarding the functioning of some departments. He also gave his advice on how the govt should function as per PM Narendra Modi's vision," the minister said, adding the discussions were more personal.

New round of Russia-Ukraine peace talks to happen in Turkey on Wednesday: Zelenskyy

Zelenskyy made the announcement during his daily address on Monday (July 21), stating that Ukrainian Security Council chief Rustem Umerov had briefed him on the upcoming talks and ongoing preparations. 'Umerov reported that the meeting is scheduled for Wednesday,' he said, adding that more details would be shared on Tuesday (July 22). STORY CONTINUES BELOW THIS AD The talks come as both sides continue to accuse each other of bad faith and with fighting still raging on multiple fronts. The previous rounds of discussions, held in Istanbul on May 16 and June 2, ended without substantive progress, despite strong pressure from US President Donald Trump to broker a ceasefire. So far, the only tangible outcome of negotiations has been limited prisoner exchanges. Meanwhile, Russia has intensified its aerial assaults and captured additional territory in eastern Ukraine. The Kremlin has reiterated its demands that Ukraine surrender four occupied regions, in addition to Crimea, which Russia annexed in 2014. It also insists that Ukraine abandon its Nato aspirations– a red line Kyiv has refused to cross. Ukrainian officials have expressed scepticism about Russia's intentions, even after the Kremlin said last week it was open to further talks following Trump's ultimatum. The US president warned that Moscow had 50 days to reach a ceasefire agreement or face sweeping new sanctions. He also promised renewed arms shipments to bolster Ukrainian defences, including Patriot missile systems. Kremlin spokesperson Dmitry Peskov said on Monday that expectations for a breakthrough should remain tempered. 'A lot of diplomatic work lies ahead,' he told reporters, suggesting that fundamental differences between the two sides remain unresolved. With inputs from AFP
