
Palace suspends classes, gov't work in NCR and 34 provinces due to Habagat
Executive Secretary Lucas Bersamin issued Memorandum Circular No. 90 upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC).
The suspension covers the following provinces: Pangasinan, Zambales, Tarlac, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Occidental Mindoro, Ilocos Norte, Ilocos Sur, La Union, Quezon, Oriental Mindoro, Marinduque, Romblon, Masbate, Sorsogon, Albay, Camarines Sur, Catanduanes, Palawan, Antique, Aklan, Capiz, Iloilo, Guimaras, Abra, Mountain Province, Ifugao, Benguet, Nueva Vizcaya, Nueva Ecija, and Laguna.
Agencies providing vital services—including health, preparedness, and emergency response—will continue operations to ensure the delivery of essential functions. Non-vital personnel may adopt alternative work arrangements in line with existing regulations.

PAGASA warns of intensified Habagat and possible cyclones in the next three days
PAGASA has advised the public to brace for more rains in the coming days due to the enhanced southwest monsoon (Habagat) and two low-pressure areas (LPAs) that could develop into tropical cyclones. According to Engr. Christopher Perez of DOST-PAGASA, these LPAs may intensify the monsoon rains over the next two to three days, even though no official storm is currently active. PAGASA may issue a cyclone update by Tuesday afternoon or evening, depending on the LPAs' development. Until Friday, cloudy skies and scattered monsoon rains are expected to persist over most of Luzon, especially in the western section. PAGASA also raised an orange rainfall warning over Zambales, Bataan, Bulacan, Pampanga, Metro Manila, Cavite, Batangas, and Rizal—indicating potential flooding from intense rainfall. Yellow warnings were also issued for Tarlac, Nueva Ecija, and Laguna. In the Visayas, floods may hit Occidental Mindoro, and rainfall is likely in Palawan, Iloilo, Guimaras, Capiz, Aklan, and Antique. Pangasinan in Northern Luzon has been placed under a high yellow warning level.

Over 490,000 families affected by Habagat
The Department of Social Welfare and Development (DSWD) said 490,418 families have been affected by heavy rains from the Southwest Monsoon (Habagat), with 14,191 families currently staying in about 500 evacuation centers nationwide. DSWD Secretary Rex Gatchalian reported that 92,590 family food packs have been distributed since Tropical Cyclone Crising hit, and relief operations will continue in the coming days. According to the National Disaster Risk Reduction and Management Council (NDRRMC), six deaths have been recorded due to Crising, Habagat, and a low-pressure area, with damages estimated at ₱413 million in infrastructure and ₱54 million in agriculture. A state of calamity has been declared in Umingan, Pangasinan, as PAGASA warns of more rains with three low-pressure areas being monitored.
